A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
ACCEPTING FEDERATED INDIANS OF GRATON RANCHERIA (FIGR) FUNDING
FOR ENHANCED LAW ENFORCEMENT RESOURCES
WHEREAS, the Federated Indians of the Graton Rancheria have agreed to fund
enhanced law enforcement services; and
WHEREAS, the City does not have the financial resources to fund these enhanced
services; and
WHEREAS, the enhanced services include the continued funding of the Special
Enforcement Unit (SEU), an additional School Resources Officer, and a Records Supervisor; and
WHEREAS, the SEU has been extremely successful in reducing criminal activity in
Rohnert Park as noted by the 36% decrease in burglaries and the 95% increase in drug arrests;
and
WHEREAS, the SEU goals for the upcoming fiscal year are the following: make 250
arrests, conduct six search warrants in an effort to recover stolen property and /or as part of drug
investigations, participate in six Neighborhood Watch/Community Meetings, conduct bi- monthly
probation/parole searches and sweeps, attend Patrol briefings on a weekly basis for exchange of
crime trend information, assist Patrol and Investigations through surveillance,. intelligence
gathering, directed patrol, and investigative support; and
WHEREAS, a long- standing goal of the City Council has been the establishment of an
additional School Resource Officer to allow the City to have one officer at the high school and
another officer at the middle schools to provide enhanced youth intervention and education
efforts, and
WHEREAS, the funding from FIGR will provide the resources to fund the School
Resource Officer; and
WHEREAS, similar to law enforcement agencies across the United States, Rohnert Park
is facing a large number of seasoned officers scheduled to retire requiring enhanced recruitment
efforts; and
WHEREAS, the Records Supervisor will relieve sworn officer duties from records
management and free these duties for recruitment and law enforcement efforts; and
WHEREAS, the existing Memorandum of Understanding between the City and the
Federated Indians of the Graton Rancheria provided an initial contribution of $700,000 toward
the establishment of the SEU and annual contributions of $500,000 ending on June 30, 2006; and
WHEREAS, the Federated Indians of the Graton Rancheria have voluntarily agreed to
fund the SEU since June 30, 2006 and to fund the enhanced law enforcement resources requested
by the City.
NOW, THEREFORE, BE IT RESOLVED the Rohnert Park City Council accepts
$653,000 during fiscal year 2007 -2008 for the purpose of funding enhanced law enforcement
services and the these services will be incorporated in the fiscal year 2007 -2008 budget.
