A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING AND APPROVING AMENDMENT NO.5 TO TASK ORDER 2004 -14
WITH WINZLER & KELLY CONSULTING ENGINEERS
FOR SUPPLEMENTAL ENGINEERING SERVICES FOR THE
EASTSIDE TRUNK SEWER PROJECT — PHASE I (CITY PROJECT NO. 2004-05)
WHEREAS, Winzler & Kelly provided services for the design, permitting and bidding
of Phase I of the Eastside Trunk Sewer; and
WHEREAS, the Design and Bid Phases of the Eastside Trunk Sewer Project required an
unanticipated level of effort to complete; and
WHEREAS, Winzler & Kelly assisted the City in achieving a fast - tracked Phase I
project delivery and the project was awarded on schedule.
BE IT RESOLVED by the City Council of the City of Rohnert Park that it does hereby
authorize and approve Amendment No. 5 to Task Order No. 2004 -14 by and between Winzler &
Kelly Consulting Engineers, a California Corporation, and the City of Rohnert Park, a municipal
corporation, for supplemental services, associated with the Eastside Trunk Sewer (City Project
No. 2004 -05).
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed
to execute this amendment in substantially similar form to the attached amendment for and on
behalf of the City of Rohnert Park.
DULY AND REGULARLY ADOPTED this date of 28th day of August, 2007.

SECTION 1— PURPOSE
The purpose of this AMENDMENT is to authorize and direct Winzler & Kelly to
proceed with the work specified in Section 2 below in accordance with the provisions of the
AGREEMENT between the City of Rohnert Park ( "City ") and Winzler & Kelly ( "Consultant ")
hereto dated July 26, 2006.
SECTION 2 — SCOPE OF WORK
The unanticipated level of effort to complete the scope of services is described in
Attachment A — Scope of Services and consists of tasks necessary to complete supplemental
services for the Design and Bid Phases of the Eastside Trunk Sewer Project.
SECTION 3 — COMPENSATION AND PAYMENT
Compensation shall be as provided in the AGREEMENT between the parties heretofore
referenced in SECTION 1 above. The total cost for services as set forth in SECTION 2 shall be
actual costs (time and materials) not to exceed $129,800.
SECTION 4 — TIME OF PERFORMANCE
The work described in SECTION 2 is anticipated to be completed by Winter
2007.
SECTION 5 — ITEMS AND CONDITIONS
All items and conditions contained in the AGREEMENT for professional services
between City and Consultant are incorporated by reference.

SCOPE OF SERVICES
AMENDMENT NO.5 TO WINZLER &KELLY TASK ORDER NO. 2004-14
Background
Amendment No.5 proposes to amend the project budget to match the level of effort required to
complete all tasks required for the design phase of the Eastside Trunk Sewer, including the
original scope and Phase 1. Amendment No. 5 amends the total project budget and to cover
unanticipated efforts related to the following project elements:
- Original Project Plans, Specs and Estimate ( "100 %" level of completion)
- Material Pre - Purchase Plans, Specs. and Estimate
- Material Pre - Purchase Bid Phase Services
- Phase 1 Plans, Specs and Estimate
- Phase 1 Bid Phase Services
The project was complex, utilized new technologies (i.e. Studliner HDPE lining) and required an
extensive array of disciplines and tasks, including:
- CEQA /Environmental Compliance
- Permitting/Regulatory Agency Approval
- Geotechnical Investigation and Potholing
- Topographic and Boundary Survey
- Easements, Appraisal and Acquisition Assistance
- Project Management and QAQC
- Design
- Bid Phase Assistance
- Pipe Prepurchase Assistance
- Public Outreach
In general, the unanticipated project effort was not isolated to one task, instead, because the
project required considerable coordination between disciplines, the tasks developed closely with
one another and the overall effort extended beyond expected levels concurrently. There were
various tasks active during the final stages of the project that required additional efforts. Some of
the key factors that attributed to the extension of the task durations included:
- Prolonged Easement Procurement Efforts
- Unanticipated water and storm utility relocations on J Rogers Drive
- Change from summer to winter construction added effort - dewatering, paving,
coordination, etc
- Subsurface electrically actuated sluice gate efforts
- Congested utilities on the west side of redwood forced the crossing at Hinebaugh Creek
to the East side at 50% level of completion
- Sewer diversions requested late in the project along Snyder caused additional effort

- Caltrans exclusions and claim of ownership of Redwood Drive
- Pennitting with Caltrans, SCWA, USACE, USF &W
- Additional paving evaluation for increased pavement replacement along Redwood Drive
- Efforts associated with revised traffic striping
- Additional Public Outreach to include RPX Widening Project
Summary
Amendment proposes to increase the total budget by $129,800. With this Amendment included,
the total design phase contact budget for the Eastside Trunk Sewer Project, including Snyder
Lane, is $1,434,874. At 7.5% of project construction cost, this total fee is well within industry
averages for projects of this magnitude, diversity and construction complexity, considering a
total potential estimated construction cost of approximately $19 million (Phase 1, 2 and Snyder
Lane /Bridge).
