2012/08/20 Parks and Recreation Commission Minutes PARKS AND RECREATION COMMISSION OF THE CITY OF ROHNERT PARK REGULAR MEETING MINUTES Monday, August 20, 2012 The Parks and Recreation Commission of the City of Rohneli Park met this date at Rohneli Park City HalL 130 Avram Avenue, Rohneli Park, for a regular meeting to commence at 6:30pm. Call to order The meeting was called to order by Chair Gerald Griffin at 6:30p.m. Roll Call Present: Chair Gerald Griffin. Vice Chair Bonnie Black and commissioners. Mike Bird. Chris Borr & Linda Tracy Absent: None Staff Present: Guy Miller, Community Services Manager Pledge of Allegiance The Pledge of Allegiance was led by Chair Griffin Approval of Minutes A motion to approve the July 16,2012 minutes was made by Black: seconded by Borr. Motion carried 5-0. Acknowledgment of Meeting Agenda Posting Community Services Manager Miller acknowledged posting of the regular meeting agenda in three public places per Brown Act requirements. Public Comment - Unscheduled public appearances for items not listed on the agenda None 1. Update on the 50th Anniversary Celebration - Two representatives from the 50th Anniversary Organizing Committee provided an update on the City's 50th Anniversary Celebration that will be held on September 15,2012 from llam to 5pm. This event includes four live bands, contests, refreshments, and festivities for all ages. Commemorative bricks are available for purchase online at rpfifty.org. The Committee is in need of volunteers to help out at the City's 50th Anniversary Celebration. 2. Swimming Pools - Community Services Manager Miller provided an informational update on the status of the City's pools, including a cost analysis. Staff will provide an analysis, make a recommendation, and ask for direction from the City Council on re-opening Magnolia Pool. Community Services Manager Miller provided a list of Capital Improvement Program projects for pools, and discussed plans to replace staIiing platform tops and deck repairs at Honeybee Pool as paIi of this year's budget. 3. City Council Agenda Items - . Business License Fees for Community Services Event Vendors - Community Services Manager Miller presented proposed changes to the City's municipal code that would allow staff to exempt celiain vendors from obtaining a business license for City events. Facility and Program Fee Schedule - Community Services Manager Miller presented proposed changes to the City's fees as follows: -Community Center Rentals: Increase to $5 per hour: $10 discount for events held on Sundays: $20 per day for aIiists to rent out an "aIiist area" -Swimming Pool Rentals: Decrease cost for swimming lessons by $10 per lesson: increase fee for private pool paIiies by $5 per hour -City Center Plaza and Community Center Square: Increase rates by $100 per day -Callinan SpOlis and Fitness Center: Increase rental rate to $140 per hour: increase rental rates for local youth groups and out of town users by $5 per hour: establish half- gym rental rates for small youth groups -Athletic Fields: Develop new method for calculating light fees using a "sunset chaIi" -Collect refundable security deposits from individuals renting facilities -Modest fee increases that will be earmarked to fund Capital Improvement Program projects 4. Committee Reports . Park Sponsorship Committee - No repOli: requested an agenda item for next Parks and Recreation Commission meeting to develop and discuss new ideas for park sponsorship matters . Golf Course Oversight Committee Liaison - Last meeting was held on July 17, 2012: next meeting October 2,2012. There will be signs displayed throughout Foxtail Golf Course to warn and discourage non-golfers from walking on the golf course as a safety precaution. . Senior Citizen's Advisory Committee - Last meeting was held on September 20,2011 . Bicycle Advisory Committee - Last meeting was held on July 23,2012. Chair Griffin repOlis the meeting consisted of one agenda item regarding State Farm Drive. Patrick Barnes attended the meeting to discuss bicycle lanes on State Farm Drive, as well as various funding mechanisms. 5. Matters to/from Commissioners - Commissioner Black informed the Commission about issues at G- Park, which was tagged several times over the weekend. Community Services Manager Miller will direct staff to address the issues. Community Services Manager Miller updates the commission on the events happening in the community. The annual Alis and Music Festival will be held on Saturday, August 25,2012 from llaIn to 6pm at the Community Center. There will be over 60 vendor booths featuring local artists and crafters, a line-up of six (6) bands that will be playing on the lawn stage, and food and refreshments. Admission is free. Adjournment There being no fUliher business, Chair Griffin adjourned the regular meeting of the Parks and Recreation Commission at 7:50 pm. Next meeting will be on September 17,2012. Gerald Griffin.
