MEETING - CALL TO ORDER/ROLL CALL
Mayor Mackenzie called the City Council/RPF A/Successor Agency joint regular meeting to order at
5:00 pm, the notice for which being legally noticed on September 6, 2012.

Staff present: City Manager Gonzalez, City Attorney Kenyon, City Clerk Buergler, Planning and
Building Manager Ponton, Director of Development Services & City Engineer Jenkins, and
Deputy City Engineer Barnes, Economic Development Manager Babonis, Director of Public
Works and Community Services McArthur, Community Services Manager Miller, Director of
Public Safety Masterson, and Director of Finance Grme.

Mayor Mackenzie called for a moment of silence.

B. 50th Anniversary Update
Jennifer Wiltermood and Robin Miller provided an update covering events, music, vendors,
fireworks, and the need for volunteers.

5. STUDY SESSION: PLACEMAKING- CENTRAL ROHNERT PARK
Director of Development Services Jenkins, Planning and Building Manager Ponton, and Deputy
City Engineer Barnes presented the item. Recommended Action(s): discussion of Place making in
Central Rohnert Park, including the planning efforts to implement the FOCUS-Priority
Development Area Grant (PDA Grant), SMART Station (SMART) and State Fann property
revitalization, and potential transportation projects consistent with Metropolitan Transportation
Commission's One Bay Area Grant program.
ACTION:
By consensus, City Council directed staff to continue with the process.
6. PUBLIC COMMENTS
Dave Grundman read an email he sent to City Council expressing concern regarding the City
providing sewer service to the casino being build in Rohnert Park.

City Manager Gonzalez noted a correction to paragraph 8 of the resolution
("Augusta Homes Mobile Home Park Pool" is to be replaced with "Rancho
Feliz and Las Casitas de Sonoma" in two places).
5. 2012-104 Authorizing and Approving Agreement with the State of California,
California Technology Agency for Providing Internet Service to the City's
Data Network
D. RPF A Resolution for Adoption:
1. 2012-01 Approving, Authorizing, and Directing Execution of (A) Directions to
Redeem Prior Bonds Issued by the Authority to Assist in Financing the
Rancho Feliz Mobile Home Park and the Las Casitas de Sonoma Mobile
Home Park (Together, the "Projects") and (B) Releases of Certain
Regulatory Agreements and Declarations of Restrictive Covenants
Recorded on the Projects in Connection with the Issuance ofthe Prior
Bonds
ACTION:
Moved/seconded (Stafford/Ahanotu) to approve the Consent Calendar. Motion carried 3-0-0
(Belforte and Callinan abstained).

8. PUBLIC HEARING (NOT BEFORE 6PM) ADOPTION OF AMENDMENTS TO
BUILDING PLAN CHECK AND INSPECTION FEE SCHEDULE AND PLANNING FEE
SCHEDULE
Management Analyst Tacata presented the item. Recommended Action(s): consider cost of
services study for new fees and adopt Resolution No. 2012-105 amending Building Plan Check
and Inspection Fee Schedule and Planning Fee Schedule.

Moved/seconded (Belforte/Ahanotu) Approving Resolution 2012-105 of the City
Council of the City of Rohnert Park.
Motion carried 5-0-0.
9. PUBLIC HEARING (NOT BEFORE 6PM) ADOPTION OF AMENDMENTS TO
CERTAIN PROPOSED COMMUNITY FACILITIES USER FEE SCHEDULE
Director of Public Works and Community Services McArthur and Community Services Manager
Mills presented the item and called attention to a correction made to page 1 of the fee schedule
which includes the decreased Sunday rental of the Community Center by 25%. Recommended
Action(s): consider approving adjustments and adopt Resolution No. 2012-106 approving a
modified Recreational Facility Rental and Program User Fee Schedule and superseding
Resolution 20 I 0-27.

10. SONOMA COUNTY LIBRARY COMMISSION AD HOC COMMITTEE
APPOINTMENT
City Manager Gonzalez presented the item. Recommended Action(s): appoint a representative to
serve on the Sonoma County Library Commission Ad Hoc Committee to consider revisions to the
Joint Powers Agreement.
ACTION:
By consensus City Council appointed Council Member Ahanotu

Vice Mayor Stafford reported an item will be coming to City Council soon.

Council Member Ahanotu asked staff to look at Health Action: A 2020 Vision for
Sonoma County for appropriate recommendations for City action; City Council supported

the request. Mayor Mackenzie will meet with Sonoma County's Public Health Officer,
Lynn Silver-Chalfin.

Mayor Mackenzie reported on the Highway 101 construction progress.
C. Other Reports
Council Member Belforte reported on the Chili N' Wheels community event which happened
September 8, 2012.
V ice Mayor Stafford reported Director of Pub I ic Safety Masterson was the speaker at the
Chamber of Commerce's NoonTimes.
12. COMMUNICATIONS.
13. MA TTERS FROM/FOR COUNCIL
Council Member Callinan spoke about Rohnel1 Park's business friendly attitude and the need to
continue forward. Council Member Belforte attended the Business Cluster's 5 year anniversary
and supports getting more involved. The Economic Development Committee will report back to
City Council with ideas on thanking those who assist with bringing businesses to Rohnert Park.
City Council supported the idea.
Council Member Ahanotu announced Rohnert Park Friendly City Sign hats will be available for
purchase at the 50th Anniversary with proceeds going toward the restoration.
