A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
CERTIFYING THE DEVELOPMENT PLAN AND SCHEDULE OF THE CITY'S
SEWER SYSTEM MANAGEMENT PLAN
WHEREAS, in May 2006 the State Water Resources Control Board published its
General Waste Discharge Requirements (GWDR) for Sanitary Sewer Systems (Sanitary Sewer
Order 2006 -003) regulating the management of sewer collection systems in order to reduce the
number and intensity of sanitary sewer system overflows;
WHEREAS, the City has enrolled for coverage under the General Permit and has agreed
to develop a Sewer System Management Plan (SSMP) in compliance with the GDWR;
WHEREAS, the City hired engineering consulting firm RMC to develop the City's
SSMP and to create an SSMP Development Plan and Schedule that will meet the requirements
outlined in the GWDR; and
WHEREAS, the first SSMP milestone is the approval and certification of the
Development Plan and Schedule by the governing body of the collection system agency.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert
Park that it does hereby approve and certify the Development Plan and Schedule for the City of
Rohnert Park Sewer System Management Plan.

1 Introduction
This SSMP Development Plan and Schedule has been developed to guide the City of Rohnert Park (City) in
the development of their Sewer System Management Plan (SSMP). This SSMP Development Plan and
Schedule is intended to meet the requirements that are outlined in the Statewide General Waste Discharge
Requirements (GWDR) for Sanitary Sewer Systems. The intent of the GWDR is to reduce and prevent
sanitary sewer overflows (SSOs) from sanitary sewer systems throughout the State. This Development Plan

2 Regulatory Requirements
The Statewide General Waste Discharge Requirements (GWDR) for Sanitary Sewer Systems, State Water
Resources Control Board Order No. 2006 -0003, dated May 2, 2006 includes the requirements and deadlines
for compliance:

The first SSMP program audit evaluating the state of implementation and whether the SSMP is current must
be completed at least every two years following SSMP completion. The SSMP must be updated at least
every five years following SSMP completion.

The City is required to develop a program to communicate with interested members of the public and its
satellite sanitary sewer systems. The City must notify the public that it is preparing an SSMP and provide
opportunities for public input during the preparation process. The City must inform the public of the
performance of its SSMP on an annual basis. The City must meet periodically with the entities responsible
for the operation and maintenance of its satellite sanitary sewer systems.
The City of Santa Rosa is developing its SSMP and may need to modify its agreement with the City in order
to meet the satellite sanitary sewer system requirements of the GWDR.
3 Approach
The City contracted with RMC Water and Environment (RMC) to assist it in the preparation of the SSMP.
To prepare the SSMP Development Plan, the City provided RMC with information concerning its current
programs and activities associated with the management, operation, and maintenance of its sanitary sewer
system. RMC evaluated the information provided by the City, interviewed key City staff, and inspected the
City's equipment and facilities. The results of RMC's evaluation were compared with the SSMP
requirements established in the GWDR and identified the programs and activities that are needed in order to
comply with the requirements. City Staff will provide direction for RMC in the preparation of the SSMP.
The City Staff is proceeding with the preparation of its SSMP in advance of the deadlines in order to provide
program guidance for decisions regarding budget, staffing, and equipment. Once the SSMP is completed,
City Staff intends to proceed with implementation on an orderly basis.
4 SSMP Work Plan
The specific actions that represent the work plan for the SSMP for preparation of the SSMP are included in
Attachment A.
5 SSMP Completion Schedule
The proposed schedule for completing each of the elements of the SSMP is shown on the following page.
6 Estimated Costs Associated with SSMP Preparation and
Implementation
The estimated cost of preparing the SSMP is $200,000 including City Staff and consultant time. The
estimated cost of implementing the SSMP is unknown at this time. The programs and activities required by
the GWDR may result in increased capital and operating costs. The increased capital costs may be
associated with the development of a sewer system rehabilitation and replacement program. The increased
operating costs may be associated with additional staff and equipment and/or contractor costs needed to
support required programs and activities.

Section 1 Goals
Required Content: Develop goals to manage, operate and maintain all parts of the agency's
collection system to reduce, prevent, and mitigate the impact of SSOs
At the SSMP Gap Analysis Workshop on October 4`h, 2007, City Staff established the following goals:
1. To properly manage, operate, and maintain all portions of the City's wastewater collection system.
2. To provide adequate capacity to convey the peak wastewater flows. Adequate capacity, for the
purposes of this SSMP, is defined as the capacity to convey the peak wastewater flows that are
associated with the design storm event.
3. To minimize the frequency of SSOs.
4. To mitigate the impacts that are associated with any SSO that may occur.
5. To meet all applicable regulatory notification and reporting requirements.
Section 2 Organization
Required Content:
• Identify staff names and telephone numbers responsible for SSMP development and
implementation
• Identify chain of communication for responding to and reporting SSOs
As part of the SSMP, the City will undertake the following activities:
• Document staff members (including contact information) identified as responsible parties for each
section of the SSMP.
• Development of a Chain of Communications organization chart for SSO response.
Section 3 Legal Authority
Required Content: Demonstrate legal authority to:
• Control infiltration and inflow (l /l)
• Require proper design, construction, inspection and testing of new and rehabilitated
sewers and laterals
• Ensure access for maintenance, inspection or repair of laterals
• Limit discharges that may causes blockages
• Enforce violations
As part of the SSMP, the City will undertake the following activities:
• Review the City's Municipal Code and, if needed, develop additional language to meet the GWDR
requirements.
• Document where legal authority is established for each of the GWDR requirements from the City's
Municipal Code and other documents (e.g. ordinances and agreements).

Section 4 Operation and Maintenance Program
There are several requirements for this SSMP element, each one pertaining to a different aspect of Operation
and Maintenance (O &M).
Required Content:
Collection System Map
• Maintain current maps of collection facilities including pipes, manholes, pumping facilities,
valves and stormwater facilities, if applicable
As part of the SSMP, the City will undertake the following activities:
• Document the types of maps the City uses for its collection system facilities and procedures for
updating maps.
• Develop plan to add any necessary additional information to the City's collection system map.
Prioritized Preventative Maintenance
• Describe routine preventive operation and maintenance activities by staff and contractors
• Develop a system to document scheduled and conducted activities
As part of the SSMP, the City will undertake the following activities:
• Develop process for selecting and implementing a maintenance management system to document
maintenance activities performed for the sewer system.
• Document procedures for determining routine preventive operation and maintenance activities.
Required Content:
Prioritized Deficiency List and. Rehabilitation Activities
• Develop a rehabilitation and replacement plan to identify and prioritize system deficiencies
and implement short term and long term rehabilitation actions
• Include regular visual and TV inspections of manholes and sewer pipe and a system for
ranking the condition of sewer pipes and scheduling rehabilitation
• Include a capital improvement plan (CIP) that prioritizes short -term and long -term actions to
address proper maintenance and protection of the infrastructure assets
• Include a time schedule for developing funds needed for the CIP
As part of the SSMP, the City will undertake the following activities:
• Develop a plan for regular CCTV inspection of the system.
• Document CCTV and Manhole inspection procedures.
• Develop a process for identifying and prioritizing rehabilitation and replacement projects.
• Document. procedures for incorporating prioritized rehabilitation and replacement projects into the
CIP.
Required Content:
Training
• Provide training on a regular basis for staff and require that contractors be adequately
trained

As part of the SSMP, the City will undertake the following activities:
• Document procedures for employee trainings including system for tracking training activities for
each staff member.
• Update contract specifications as needed to incorporate training requirements.
Required Content:
Equipment and Replacement Part inventories
• Provide equipment and replacement part inventories including identification of critical
replacement parts
As part of the SSMP, the City will undertake the following activities:
• Document where inventory of equipment and replacement parts is kept and procedures for updating.
Section 5 Design and Performance Provisions
Required Content:
• Demonstrate that appropriate sanitary sewer design and construction standards are. in
place
• Demonstrate that procedures and standards are in place for inspection and testing
As part of the SSMP, the City will undertake the following activities:
• Complete development of design, construction, inspection, and testing standards for new
development (in progress by consultant Winzler and Kelly).
• Develop design, construction, inspection, and testing standards for rehabilitation and replacement of
sewer facilities.
• Document where standards are available to the public and procedures for updating standards.
Section 6 Overflow Emergency Response Plan (OERP)
Required Content:
• Develop proper notification procedures to ensure primary responders and regulatory
agencies are informed of SSOs in a timely manner
• Develop program to respond to SSOs
• Develop procedures for SSO reporting
• Develop procedures to ensure that appropriate staff and contractor personnel are properly
trained in OERP
• Develop procedures to address emergency operations (traffic /browd.control)
• Develop procedures to minimize impacts of SSOs
As part of the SSMP, the City will undertake the following activities:
• Develop an overflow emergency response plan that addresses all of the State's requirements.
Section 7 Fats, Oils, and Grease (FOG) Control Program
Required Content:
• Evaluate service area to determine if FOG control program is necessary
• Develop FOG control program or justify why it is not necessary

As part of the SSMP, the City will undertake the following activities:
• Document the existing FOG Control Program administered by the City of Santa Rosa.
• Document problem areas prone to grease and current preventive maintenance activities that address
these areas.
Section 8 System Evaluation and Capacity Assurance Plan
Required Content:
• Evaluate portions of the sanitary sewer experiencing /contributing to an SSO discharge
caused by hydraulic deficiency and establish appropriate design criteria. Evaluation should
include peak flows estimates, capacity of key system components, hydraulic deficiencies,
major sources of peak flows
• Develop a short and long -term CIP to provide hydraulic capacity under peak flow
• Develop a schedule of completion dates for the CiP that is updated at least every two years
As part of the SSMP, the City will undertake the following activities:
• Document basis for and results of system capacity assessment.
• Incorporate projects identified during capacity work performed by Winzler and Kelly into the CIP.
• Document procedures for updating the CIP schedule of completion dates.
Section 9 Monitoring, Measurement, and Program Modifications
Required Content:
• Maintain information to establish and prioritize appropriate SSMP activities
• Monitor effectiveness of each SSMP element
• Assess the success of preventative maintenance program
• Update program elements based on monitoring and performance
• Identify and illustrate SSO trends, including frequency, location and volume
As part of the SSMP, the City will undertake the following activities:
• Document and develop, as needed, procedures for collecting and analyzing information.
• Develop and document metrics for assessing success of preventive maintenance.
• Develop and document procedures for tracking SSO trends.
Section 10 SSMP Program Audits
Required Content: Conduct an audit of SSMP every two years, including any deficiencies and
steps to correct them
As part of the SSMP, the City will undertake the following activities:
• Develop and document procedures for bi- annual audits of SSMP.
Section 11 Communication Plan
Required Content:
• Communicate on a regular basis with the public on the development, implementation and
performance of the SSMP
• Create a plan of communication for tributary (satellite) sewer systems.

As part of the SSMP, the City will undertake the following activities:
• Post a notice on the City website and to take out a display advertisement in the Community Voice to
inform interested members of the public that the City is developing an SSMP.
• Develop and document procedures for informing the public on the performance of the sanitary sewer
system.
• Document how discussion of the SSMP will be incorporated into annual meetings (at a minimum)
with representatives for their satellite systems.
