CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Mackenzie called the City Council/RPF A/Successor Agency joint regular meeting to order at 5 :00 pm, the notice for which being legally noticed on October 18, 2012. Present: Jake Mackenzie, Mayor Pam Stafford, Vice Mayor Amy Ahanotu, Council Member Gina Belforte, Council Member Joseph T. Callinan, Council Member Absent: None Staff present: City Manager Gonzalez, Assistant City Attorney Barnhill, City Clerk Buergler, Director of Development Services & City Engineer Jenkins, Director of Finance Orme, Accounting Supervisor Kwong, Director of Public Safety Masterson, Planning and Building Manager Ponton, and Director of Public Works and Community Services McArthur. 2. PLEDGE OF ALLEGIANCE Led by Mayor Mackenzie. 3. PRESENTATION A. Mayor's Presentation of a Proclamation recognizing and honoring Sergeant David Welch on the occasion of his retirement Mayor Mackenzie read and presented the proclamation. Presentation by U.S. Congresswoman Lynn Woolsey to the City of the Official Congressional Record Commemorating Rohnert Park's 50lh Anniversary U.S. Congresswoman Woolsey provided a copy of the Congressional Record, of the llih Congress 2nd session, Volume 158. C. Mayor's Presentation of a Proclamation Observing October 24,2012, as United Nations Day Mayor Mackenzie read and presented the proclamation. Jack Benedict, a junior with Sonoma State University accepted the proclamation. 4. DEPARTMENT HEAD BRIEFING A. Budget FY 2012/2013 151 Quarter Update 1. City Council Resolutions for Adoption: City of Rohnert Park Joint Regular Meeting Minutes for City CouncillRohnert Park Financing Authority/Successor Agency October 23, 2012 Page 3 of5 1. 2012-120 Authorize and Award the Purchase of LED Lights for the Stage and Auditorium Upgrade of the Spreckels Perfonning Alis Center and Award the Purchase to the Lowest Bidder in the Amount of $40,494 to DTE Grip and Electric 2. 2012-121 Authorize the Submittal of an Application for the Home Instead Senior Care Foundation Grant in the Amount of $25,000 to Fund the Purchase of aNew Van for the Senior Center 3. 2012-122 Amending the Five- Year Capital Improvement Program Budget and FY 2012-13 CIP Budget to add Business Park Drive and Labath Avenue Improvements Project and Update the Wilfred A venue Widening Project 4. 2012-123 Authorizing and Approving a Second Amendment to Land Lease Agreement with Sprint Spectrum Reality Company, LP for a Telecommunications Tower Located at Benicia Park, 7471 Santa Barbara Drive (APN 143-160-008) D. City Council Ordinance for Adoption: 1. 849 Adoption of Ordinance Amending Section 5.04.060 of the Rohnert Park Municipal Code: "Exemptions" of Title 5, "Business Licenses- General Provision" ACTION: Moved/seconded (Ahanotu/Callinan) to approve the Consent Calendar by unanimous roll call vote. Motion carried 5-0. 7. CONSIDERATION AND APPROVAL OF A WAY FINDING SIGN PROGRAM Planning and Building Manager Ponton presented the item. Recommended Action(s): The City's Economic Development Committee recommended review and approval of a Resolution Approving a Way Finding Program along Rohnert Park Expressway and Commerce Boulevard ACTION: Moved/seconded (Ahanotu/Callinan) Approving Resolution 2012-124 of the City Council of the City of Rohnert Park Approving a Way Finding Program along Rohnert Park Expressway and Commerce Boulevard. Motion withdrawn. City Council directed the Economic Development Committee and staff to discuss sign design further with Sonoma State University. 8. COMMUNITY IMP ACT REPORTS Director of Development Services/City Engineer Jenkins presented the item. Recommended Action(s): City Council direct staff to continue to implement the existing City ordinances, general plan policies, and state laws with respect to development and not add community impact reports to consideration of development projects. Public speaking in support of community impact reports: Marty Bennett and Rick Luttmann. AMENDMENT OF SOLID WASTE FRANCHISE AGREEMENT WITH ROHNERT PARK DISPOSAL INC. Director of Finance Orme and Richard Tagore-Erwin, R3 Consulting Group, Inc., presented the item. Recommended Action(s): Provide direction on and direct the City Manager to return to the City Council with amendments to the solid waste franchise agreement with Rohnert Park Disposal (RPD) to transfer billing and rate setting obligations to RPD and adjust the franchise fee. Public Comment: Steve McCaffrey, Rohnert Park Disposal. ACTION: By Consensus, City Council supported the Recommended Actions. 10. STANDING COMMITTEE / LIAISON REPORTS A. Standing Committee Reports B. Liaison Reports 1. Mayors & Councilmembers Association, 10/11 (JM/AA/GB) Mayor Mackenzie reported the February meeting will not be held on Valentine's Day. The Association received a presentation regarding the single use carryout bag ordinance issue. 2. Chamber of Commerce BOD, 10/16 (PS) Vice Mayor Stafford reported the Chamber of Commerce continues to be active in the community and participated with the KRCB auction. 3. Waste & Recycling, 10/16 (PS/AA) No report. 4. Library Advisory Board, 10/16 (AA) Council Member Ahanotu reported discussions took place regarding the cost of running the libraries and the Library JP A. The JP A Ad Hoc meeting will have its first meeting in October. Ahanotu requested feedback from staff and Council Members regarding what the City of Rohnert Park should be looking at as the JPA is formed. The Library JP A Review Advisory Committee will be added under Liaison Report. C. Other Reports For the record, Council Member Callinan provided City Council with a letter published in the Community Voice entitled, "South Course remains in total shambles" by the President of the Senior Men's Club and asked City Council to look at maintenance. Callinan expressed his interest in being a committee member in regards to the golf contract. MATTERS FROM/FOR COUNCIL Vice Mayor Stafford reported on the Friendly City Sign lighting and ribbon cutting. Recommended going to see Camelot and the Spooktacular event this weekend. Mayor Mackenzie recommended going to see Camelot at the Spreckels Performing Arts Center. Mackenzie requested staff ask the Bicycle Advisory Committee to look into the bike friendly community award and see if it would be worth applying for that designation. 13.
