Mayor Mackenzie called the City Council/RPF AlSuccessor Agency joint regular meeting to
order at 5 :00 pm, the notice for which being legally noticed on November 21, 2012.

Ordinances 850 and 851.

5. ORDINANCE 852 FOR INTRODUCTION REPEALING AND REPLACING
CHAPTERS 1.24 (NUISANCE ABATEMENT) AND 1.25 (ADMINISTRATIVE
CITATIONS), AND CREATING CHAPTERS 1.26 (ADMINISTRATIVE
HEARINGS) AND 1.27 (RECOVERY OF FEES, ASSESSMENTS AND COSTS)
OF THE ROHNERT PARK MUNICIPAL CODE AND MAKING CONFORMING
CHANGES TO SECTIONS 9.48.090, 9.48.100, AND 10.84.020 TO UPDATE
CROSS REFERENCES TO CHAPTER 1
City Manager Gonzalez presented the item. Recommended Action(s): Introduce by title
only Ordinance 852 repealing and replacing Chapter 1.24 "Nuisance Abatement" and
Chapter 1.25 "Administrative Citations" and creating Chapter 1.26 "Administrative
Hearings" and Chapter 1.27 "Recovery of Fees, Assessments and Costs" to provide a
more comprehensive and consistent means of administering related processes. Staff
recommends making conforming changes to sections 9.48.090, 9.48.100 and 10.84.020 to
the Rohnert Park Municipal Code in order to update cross references in those sections to
Chapter 1.

Moved/seconded (Callinan/Stafford) to waive full reading and introduce
by title only Ordinance 852.
Title read by Mayor Mackenzie.

6. SELECTION OF HIGHWAY 101 DIGITAL SIGN OPERATOR AND
AUTHORIZE CITY MANAGER TO ENTER INTO EXCLUSIVE
NEGOTIATIONS WITH OPERATOR FOR LEASE AGREEMENT
REGARDING LEASE PAYMENTS, OPERATION AND MANAGEMENT FOR
THE CITY OF ROHNERT PARK-HIGHWAY 101 DIGITAL SIGN
Director of Public Works and Community Services McArthur and City Manager
Gonzalez presented the item. Recommended Action(s): Staff recommends that the City
Council select Veale Investment Properties as the proposed Highway 101 Digital Sign
operator and authorize the City Manager to conduct exclusive negotiations with Veale
Investment Properties for a Master Lease Agreement for the installation, operation and
management of the City of Rohnert Park digital freeway sign.

Properties.

Moved/seconded (Callinan/Stafford) to approve the Recommended
Actions.

7. REINSTATEMENT OF THE ASSISTANT CITY MANAGER POSITION IN
FISCAL YEAR (FY) 2012-2013
City Manager Gonzalez presented the item. Recommended Action(s): Authorize the City
Manager to reinstate the Assistant City Manager position and conduct an internal
recruitment.
Mayor Mackenzie left the meeting 5:49 pm and Vice Mayor Stafford assumed the gavel. Mayor
Mackenzie returned 5 :51 pm.
Public Speaking in support of the item: Richard Pope, Project Director for Sonoma
Mountain Village.
ACTION:
Moved/seconded (Callinan/Stafford) to authorize the City Manager to
reinstate the Assistant City Manager position and conduct an internal
recruitment. City Council noted that as the new organization takes place,
economic activities will be thoroughly explored, vetted, and laid out for
Council.

Alicia Bonner, Dennis McCormack, Olga Senyk, and Timothy

The City Clerk's office will continue recruitment efforts for the remaining vacancies on
the Bicycle Advisory Committee and the Senior Citizens Advisory Commission.

Council Member Belforte reported on the Economic Prosperity Leadership
Forums Discussion and that Economic Development Projects will be presented in
the future by Economic Development Manager Babonis.
B. Liaison Reports
1. SCTA/RCPA,11/19
Mayor Mackenzie reported that a Sonoma Clean Power item will be heard at an
upcoming Board of Supervisors (BOS) meeting and thinks they will be asked to
form a Joint Powers Authority which will not include the cities. Mackenzie asked
the City Manager discuss this with other city managers. The Mayor is planning on
attending the BOS meeting.
2. Chamber of Commerce BOD, 11120
Vice Mayor Stafford reported the Chamber continues to be visible, the tree
lighting is this Saturday, and the crab feed is in January.
C. Other Reports
Vice Mayor Stafford reported she attended the Senior Center Thanksgiving Dinner
and the craft fair at the Community Center.
Council Member Callinan attended Reverend Sam Tharp's Thanksgiving dinner event
which fed over 1500 people. It was held at the Senior Center.
At the request of Mayor Mackenzie, Director of Public Safety Masterson reported on
the Public Safety Swearing in Ceremony held November 26.
Mayor Mackenzie reported that the Rohnert Park Foundation took action to draft a
letter addressed to various service groups to nominate people to staff an Advisory
Working Committee to work on a marketing plan. The letter will be routed to the
board members before it is released. The December meeting is cancelled.
