1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT SPECIAL
MEETING - CALL TO ORDER/ROLL CALL
Mayor Stafford called the City Council /RPFA/Successor Agency joint special meeting to order
at 1:07 pm, the notice for which being legally noticed on February 21, 2013.
Present: Pam Stafford, Mayor
Joseph T. Callinan, Vice Mayor
Amy O. Ahanotu, Council Member
Jake Mackenzie, Council Member (arriving 1:25 pm)
Absent: Gina Belforte, Council Member
Staff present: City Manager Gonzalez, City Clerk Buergler, Assistant City Manager
Jenkins, Finance Director Orme, Director of Public Works and Community Services
McArthur, and Director of Public Safety Masterson.
2. PLEDGE OF ALLEGIANCE
Led by Finance Director Orme.
3. STUDY SESSION: CITY OF ROHNERT PARK STRATEGIC PLAN 2012 -2016
REVIEW
City Manager Gonzalez introduced the item. Assistant City Manager Jenkins provided a
PowerPoint presentation on progress made on the 2009 Urban Futures Report
recommendations. Council Member Mackenzie joined the meeting. Consultant Nancy
Hetrick with Management Partners facilitated the study session with City Council to
review the City of Rohnert Park's Strategic Plan 2012 -2016.
Council Member Mackenzie stepped away from the dais 2:38 pm and returned 2:39 pm.

ACTION: By Consensus City Council directed staff to add to the strategies for
Strategic Planning Goals B, C, and D.
B. Achieve and maintain financial stability: 1) pursue Measure E
renewal and /or develop contingency plan for loss of revenue; 2) identify
new and innovative ways to increase revenues and find new revenue
streams; and 3) Create and fund a General Fund budget stabilization
reserve to plan for future downturns and continue to monitor cash flow.
C. Ensure the effective delivery of public services: 1) identify and
implement new, creative and innovative approaches to service delivery in
a fiscally sustainable way.
D. Continue to develop a vibrant community: 1) Market the City and its
assets; encourage the "stay and play" mindset.
Next steps are to update the Strategic Plan and agendize for formalization.
Public Comment: Jane Weill, M Section resident, suggested ways of informing people
what services measure funds provide. She also spoke to the idea of branding and that the
City's name says it "Park."
Additions to Bike Racked Items:
• Discuss the status and need for an update to the General Plan
• Discuss the Urban Grown Boundary
• Develop a plan to address amenities that were taken away during tight fiscal times
(part of needs assessment of the Fiscal Recovery Plan)
• Discuss City's role and involvement with the Health Action Network
