CITY COUNCIL /RPFA /SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Stafford called the City Council /RPFA /Successor Agency joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on April 4, 2013. Present: Pam Stafford, Mayor Joseph T. Callinan, Vice Mayor Amy O. Ahanotu, Council Member Gina Belforte, Council Member Jake Mackenzie, Council Member Absent: None Staff present: City Manager Gonzalez, Assistant City Manager Jenkins, City Attorney Kenyon, City Clerk Buergler, Finance Director Orme, Director of Public Safety Masterson, Director of Public Works and Community Services McArthur, Development Services Manager Ponton, and Deputy City Engineer Barnes. 2. PRESENTATION A. Mayor's Presentation of a Proclamation Proclaiming April 14 to 20 as Week of the Young Child Mayor Stafford read and presented the Proclamation to Nicole Hyde, Program Supervisor at Professional Association for Childhood Education. B. Mayor's Presentation of a Proclamation Proclaiming the 4th Friday in April as Children's Memorial Flag Day Mayor Stafford read and presented the Proclamation to Greg Spaulding and Steve Berry MOVES board members. Mayor's Presentation of a Proclamation Observing April 21 to 27 as National Crime Victims' Rights Week in Rohnert Park Mayor Stafford read and presented the Proclamation to Christine Cook, Assistant District Attorney. 3. PUBLIC COMMENTS Cheryl Fonseca spoke in support of agendizing the M Pool. Is not in support of cutting funds Sonoma County Adult and Youth Development (SCAYD) as this organization will assists with impacts caused by the casino. Jane Weill requested M Pool be opened and read letters from neighborhood Alyssa, Sam, Rebecca, and Tessa. Weill also spoke on the issue of parties in the M Section. 4. CONSENT CALENDAR A. City Council Resolutions for Adoption: 1. 2013 -064 Awarding the Contract for Generator Maintenance, Load Testing and Repairs to Leete Generators 2. 2013 -065 Rescinding Resolution No. 2011 -114, which Authorized a Short - term Interfund Loan from the Traffic Signal Fund to the General Fund 3. 2013 -066 Authorizing an Interfund Loan from the Traffic Signal Fund to the Capital Project Fund for the Public Safety Building Project No. 2012 -12 D. City Council Resolutions for Adoption for the Wilfred Avenue Widening Project: 1. 2013 -067 Approving and Adopting the Plans & Specifications for the Wilfred Avenue Improvements, Project No. 2010 -05 and Awarding the Contract to DeSilva Gates ACTION: Moved /seconded (Belforte /Callinan) to approve the Consent Calendar. Motion carried unanimously 5 -0 vote. A. Approval of Minutes for: 3. Motion carried 4 -0 -1 vote (Ahanotu Abstained). B. Acceptance of Reports for: 3. Annual Policy Review - Growth Management Program 4. Complete Streets Annual Report ACTION: Moved /seconded (Mackenzie /Belforte) to approve the Items 4.13.3 and 4.13.4. Motion carried 5 -0 vote. 5. APPROVE AND ADOPT THE PLANS & SPECIFICATIONS AND AWARD THE CONTRACT FOR THE ADRIAN SEWER AND WATER REHABILITATION PROJECT Deputy City Engineer Barnes presented the item. Recommended Action: 1) Accept the plans and specifications for the Adrian Water Sewer Project Phase — 1, Project #2012 -04; 2) Accept the bid of Bay Pacific Pipelines, Inc. and award the contract for the Adrian Sewer & Water Rehabilitation Project — Phase 1, Project #2012 -04 to Bay Pacific Pipelines, Inc. in the amount of $1,684,875.90 and approve and adopt the final plans and specifications for the project; and 3) Adopt Resolution. ACTION: Moved /seconded (Callinan/Mackenzie) to adopt resolution 2013 -068. Motion carried unanimously by a 5 -0 vote. 6. REVIEW AND DISCUSS THE WAY FINDING SIGN PROGRAM City Manager Gonzalez and Interim Director of Development Service Ponton presented the item. Recommended Action(s): No action recommeneded. Public Comment in support of continuing the program: Richard Pope, Codding — Project Director of Sonoma Mountain Village and Kevin Foster, Cornish and Carey Commercial marketing for Sonoma Mountain Village. ACTION: None. 7. SISTER CITIES RELATIONS COMMITTEE APPOINTMENT Recommended Action(s): Consideration of nomination and appointment of Matthew Weinstein and Leah Conde to fill two (2) vacancies on the Sister Cities Relations Committee with terms expiring on 12/2013 and 12/2014. ACTION: Moved /seconded (Callinan/Belforte) to nominate Leah Conde to fill the term expiring 12/2014 and Matthew Weinstein 12/2013. By consensus Council approved the nominations. 8. STANDING COMMITTEE / LIAISON REPORTS A. Liaison Reports City of Rohnert Park Joint Regular Meeting Minutes April 9, 2013 for City Council / Rohnert Park Financing Authority /Successor Agency Page 4 of 4 1. Sister Cities Relations Committee Mayor Stafford and Council Member Mackenzie reported on the Hashimoto City Japanese Delegation's (City of Rohnert Park's Sister City) official visit to Rohnert Park Friday, April 5, 2013. 2. Water Advisory Committee (WAC), 4/1 Council Member Mackenzie reported the Waster Transmission System 2013 -2014 Budget was adopted. 3. Golf Course Advisory Committee, 4/2 Vice Mayor Callinan reported on pedestrian warning signs on the golf course, golf course inspection report, draft golf course performance measures, and trail fee. 4. SCTA /RCPA, 4/8 Council Member Mackenzie reported on a presentation from the Executive Director of ABAG and the Executive Director of MTC. The Draft One Bay Area is online and has some implications for Rohnert Park. B. Other Reports Education Committee (Standing Committee) Mayor Stafford reported the Committee met with Sonoma State to discuss the Green Music Center and traffic plan. 9. COMMUNICATIONS 10. MATTERS FROM /FOR COUNCIL A. Possible change to the established 6:00 pm start time for noticed public hearings and appeals before the City Council City Manager Gonzalez presented the item. The item will not be agendized. B. Council Member Mackenzie requested that Plan Bay Area be agendized in May to receive staff and Council comments It will be heard at the May 14, 2013 meeting. 11.
