CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Stafford called the City Council /RPFA/Successor Agency joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on March 8, 2013. Present: Pam Stafford, Mayor Amy O. Ahanotu, Council Member Gina Belforte, Council Member Absent: Joseph T. Callinan, Vice Mayor Jake Mackenzie, Council Member Staff present: City Manager Gonzalez, Assistant City Manager Jenkins, City Attorney Kenyon, City Clerk Buergler, Director of Public Safety Masterson, Interim Director of Development Services Ponton, Finance Director Orme, Director of Public Works and Community Services McArthur, Economic Development Manager Babonis, and Fire Marshal Adams. 2. PLEDGE OF ALLEGIANCE Led by Elijah Tovar, Monte Vista Elementary School. 3. PRESENTATION A. Mayor's Presentation of a Proclamation Proclaiming Blue Ribbon Month Child Abuse Prevention Mayor Stafford read and presented the proclamation to Robin Bowen, Executive Director of California Parenting Institute, and Toni Sprouse, Board Member of California Parenting Institute. Certificate of Recognition honoring the North Bay Rattlers for an undefeated 2012 season and winning the national championships Mayor Stafford read and presented the certificates to the team, owner Thomas Carrell, and Head Coach Jim Curoso. C. 2013 Sonoma Wine Country Senior Games Amy Crabb, Council on Aging, provided information on the event which runs from May 30 to June 9. More information is available at www.winecountrygames.com. 4. SSU STUDENT REPORT No report. 5. DEPARTMENT HEAD BRIEFING A. Public Safety: Annual Crime Report Director of Public Safety Masterson provided the report. 6. PUBLIC COMMENTS Barbara Mackenzie, Friends of the Library and Library Advisory Board member, spoke regarding the functions of the organizations, announced two open houses at the Library next week March 20 between 5 pm and 7 pm and March 23 between 1 pm and 3 pm to gather public feedback and comments. Jane Weill spoke in support of opening M pool and requested City Council add it to an upcoming agenda. Motion carried unanimously by 3 -0 -2 vote (Callinan and Mackenzie Absent). 8. CITY OF ROHNERT PARK DIGITAL FREEWAY SIGN DESIGN Acting Director of Development Services Ponton presented the item. Tom Jackson, General Manager of Veale Investment Properties answered questions regarding the design. Recommended Action(s): Review the proposed design options for the Digital Freeway Message Center Sign and provide direction to staff on preferred option. Public Comment: Barbara Mackenzie. Golf Course Oversight Committee, 3/11 Mayor Stafford reported the committee discussed the Golf Course Performance Measurement development. Council Member Belforte requested the Committee look at resigning the corner of Fairway and Golf Course Drive because people are parking on the wrong side. 3. Russian River Watershed Association, 2/28 Mayor Stafford reported she and Council Member Mackenzie attended and toured various facilities in Ukiah such as the hydroelectric and Steelhead egg collection. The 2013 -2014 work plan was approved. C. Other Reports 10. COMMUNICATIONS 11. MATTERS FROM /FOR COUNCIL A. Council Consideration of proposed time for the Budget Study Session of March 26, 2013 The Budget Study Session will start at 2:00 pm. B. Council Member Belforte commented that the truth was distorted and facts not presented equally in an article written in the Press Democrat about Rohnert Park's Public Safety Department and stated for the record: "I have full faith in our Public Safety Department and what they do and support them 100 %." Nzaku for Certificate of Convenience -Taxi Permit for Silver Cab Taxi Services Public Safety Lieutenant Taylor presented the item. Recommended Action: (1) Hold duly noticed and scheduled public hearing; (2) determine if a Certificate of Public Convenience (Taxi Permit) should be issued to Jackson M. Nzaku d.b.a. Silver Cab Taxi Services; and (3) if so determined, adopt resolution finding the Public Convenience and Necessity for Jackson M. Nzaku d.b.a. Silver Cab Taxi Services to provide taxicab service in Rohnert Park. Public Hearing Opened 6:00 pm Public Hearing Closed 6:04 pm ACTION: Moved /seconded (Belforte /Ahanotu) Approving resolution 2013 -048 of the City Council of the City of Rohnert Park finding the public convenience and necessity for Jackson M. Nzaku d.b.a. Silver Cab Taxi Services to provide taxicab service in the City of Rohnert Park.
