CITY COUNCIL /RPFA /SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Stafford called the City Council /RPFA /Successor Agency joint regular meeting to order at 5:02 pm, the notice for which being legally noticed on April 18, 2013. Present: Pam Stafford, Mayor Joseph T. Callinan, Vice Mayor Amy O. Ahanotu, Council Member Gina Belforte, Council Member Jake Mackenzie, Council Member Absent: None Staff present: City Manager Gonzalez, Assistant City Manager Jenkins, City Attorney Kenyon, City Clerk Buergler, Director of Public Safety Masterson, Director of Public Works and Community Services McArthur, Accounting Supervisor Kwong, and Development Services Manager Ponton. 2. PRESENTATION A. Mayor's Presentation of a Proclamation Proclaiming May 2013 as Building Safety Month Mayor Stafford read and presented the Proclamation to Building Official Hughes. B. Mayor's Presentation of a Proclamation Proclaiming May 5 through May 11, 2013 as Municipal Clerks' Week in Rohnert Park Mayor Stafford read and presented the Proclamation to City Clerk Buergler. Certificate of Recognition honoring City of Rohnert Park Graduates of the Local Leaders Academy of Sonoma County II Mayor Stafford read and presented the certificates to the following graduates present: Natalie Alves, Public Safety Dispatch Nicholas Barber, Information Systems Catherine Colburn, Finance Dianna Delgy, Development Services Nargiza Rakhimi, Public Safety Nelle Herman, Community Services Jessica Schieberl, Senior Center Mickey Zeldes, Animal Shelter 3. PUBLIC COMMENTS Sue Piland announced the Baby Back Rib Challenge community event which benefits Love in a Shoebox September 29, 2013 at the Rohnert Park Community Center. 5. CONSENT CALENDAR A. City Council Resolutions for Adoption Wilfred Avenue Widening Project: 1. 2013 -069 Accepting Grant of Easement and Right of Way from Tesconi Properties, LLC, located at 80 Wilfred Avenue (APN 045- 075 -001) City Council Resolutions for Adoption for the Wilfred Avenue Widening Project: ACTION: Moved /seconded (Callinan/Mackenzie) to approve the Consent Calendar. CITY OF ROHNERT PARK DIGITAL FREEWAY SIGN AGREEMENT City Manager Gonzalez and Director of Public Works and Community Services McArthur presented the item. City Manager Gonzalez noted minor corrections and clarifications to the staff report. Recommended Action(s): Staff recommends the City Council Adopt a Resolution Authorizing and Approving the Master Lease Agreement by and between the City of Rohnert Park and Veale Investment Properties dba B.P.O of California for the financing, installation, operation, and maintenance of the City of Rohnert Park's digital billboard. Tom Jackson, General Manager of Veale Investment Properties, and Kurt Veale were available to answer questions. City Council considered continuing the item. Jackson stated they are not in support of continuing the item and in exchange for approving the Master Lease tonight, they are willing to pay an additional $50,000 within six months after the commencement date of the Master Lease so that the City can amend the Master Lease to remove Veale's obligations related to the Community Center Sign. ACTION: Moved /seconded (Stafford / Ahanotu) approve and adopt Resolution 2013- 070 approving Master Lease subject to addition of clarifying language regarding further vetting of the community center sign by community and Council; and possible consideration of Master Lease amendment at a future date regarding Community Center Sign. Motion carried unanimously by a 5 -0 vote. The Economic Development Committee will meet to discuss the community center sign portion of the agreement. 7. STANDING COMMITTEE / LIAISON REPORTS A. Standing Committee Reports 1. Economic Development Committee, 4/16 Council Member Ahanotu reported the Committee asked staff to come up with three or four Committee goals. 2. Education Committee, 4/22 Vice Mayor Callinan reported the Committee met with Robert Haley, Ed.D., Superintendent Cotati Rohnert Park Unified School District and discussed the District's bond measure; status of Credo High School; and District properties for sale. B. Liaison Reports 1. Mayors & Councilmembers Committee, 4/11 Council Member Ahanotu reported on his report to the Committee which included the Sister City visit and various events happening in the Rohnert Park Community. 3. Library Advisory Board, 4/16 Director of Public Safety Masterson reported on the outcome of the open house events March 20 and 23. Chamber of Commerce, 4/16 Mayor Stafford reported on the continued increase to membership. 4. ABAG General Assembly, 4/18 Council Member Ahanotu reported the ABAG 2013 -14 budget was approved and the integration of transportation into new developments. C. Other Reports Council Member Belforte reported on the Golden Gate Bridge District. Traffic is still adjusting to the new toll configuration.
