2006/03/28 City Council Resolution (7)RESOLUTION NO. 2006- 87 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING AND APPROVING TASK ORDER 2006 -04 WITH WINZLER & KELLY CONSULTING ENGINEERS FOR ENVIRONMENTAL CLEANUP OF CORPORATION YARD: SOIL INVESTIGATION AND PREPARATION OF CORRECTIVE ACTION PLAN (CAP) AND THE REMEDIAL ACTION PLAN (RAP) WHEREAS, the City is working to cleanup the Corporation Yard located at 600 Enterprise Drive from a former leaking underground storage tank (UST); and WHEREAS, the Sonoma County Department of Health Services- Environmental Health Division (SCDHS -EHD) has requested, in its letter dated May 11, 2005, the City conduct a soils investigation prior to preparation of a Corrective Action Plan (CAP) and a Remedial Action Plan for the environmental cleanup of the City's Corporation Yard; and WHEREAS, Winzier & Kelly has expertise in environmental services including managing soils investigative services, preparation of CAP and RAP documents, and obtaining necessary approvals from the SCDHS -EHD to proceed with the remediation work; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that it does hereby authorize and approve the attached Task Order No. 2006 -04 by and between WuWcr & Kelly Consulting Engineers, a California Corporation, and the City of Rohnert Park, a municipal corporation, for environmental services for the Environmental Cleanup Of Corporation Yard: Soil Investigation and Preparation of the Corrective Action Plan (Cap) and the Remedial Action Plan (Rap) for an amount not to exceed $72,407. BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to execute documents pertaining same for and on behalf of the City of Rohnert Park. SECTION 2 — SCOPE OF WORK The items authorized by this Task Order are presented in Attachment "N'— Scope of Services. SECTION 3 — COMPENSATION AND PAYMENT Compensation shall be as provided in the AGREEMENT between the parties hereto referenced in SECTION 1 above. The total cost for services as set forth in SECTION 2 shall be actual costs (time and materials) based on Consultants' standard labor charges in accordance with the provisions of the AGREEMENT and not to exceed $72,407. SECTION 4 — TIME OF PERFORMANCE The work described in SECTION 2 shall be completed during Fiscal Year 2005/06 or as extended by the City Manager. SECTION 5 — ITEMS AND CONDITIONS All items and conditions contained in the AGREEMENT for professional services between City and Consultant are incorporated by reference. General Description and Background The items authorized by this Task Order are to conduct soils investigations and prepare a Corrective Action Plan (CAP) and Remedial Action Plan (RAP) for the former underground storage tank (UST) that was located in the City's Corporation Yard located at 600 Enterprise Drive. This work is in response to the Sonoma County Department of Health Services - Environmental Health Division's (SCDHS -EHD) May 11, 2005 letter requesting a soils investigation be conducted prior to preparation of the CAP. Upon SCDHS EHD approval of the CAP, Winzler & Kelly will prepare the RAP. The work performed for this Task Order will provide the City with the necessary documents and plans to begin the remedial phase of the environmental cleanup of the corporation yard. The estimated cost for this work is $72,407 and is reimbursable from the State UST Cleanup Fund except for the claim preparation which has a limit of $3,000 per site and the Project Management Task (Task 12). 2. Project Tasks The Scope of Services to perform the work requested in SCDHS -EHD's May 11, 2005 letter and enabling the City to proceed with environmental clean up of the Corporation Yard site is presented below. Task 1 Historical Data Review Task includes reviewing historical soil and groundwater data for assessing potential residual soil contamination remaining in the vicinity of the former tack excavation. This includes conducting file reviews with the SCDHS and the NCRWQCB to obtain available site investigation data from 1989 through 1992. Information obtained from the data review will be used in preparation of a CAP for the site. Task 2 Workplan for Soil Investigation Prepare a letter workplan for the implementation of a soil investigation, which is being required in response to the SCDHS May 11, 2005 letter, which requested that further soil definition be assessed prior to the submittal of a CAP. This task also includes the preparation of a health and safety plan and permitting for the soil borings. Soil and groundwater data obtained from this investigation will be used to evaluate current soil conditions in the vicinity of the former UST over - excavation and for the preparation of a CAP. Task 3 Field Work/Soil Investigation Perform a soil investigation to evaluate the vertical and lateral extent of residual soil contamination at the site as required by SCDHS. Notification and site visit for USA marking as required. Contract a concrete coring company and core hole in building as proposed. Hire a private utility company to clear all of the boring locations. Temporary soil borings (maximum of 6) will be drilled and completed to a depth of approximately 12 feet below ground surface (bgs). One soil boring will be located inside the current structure adjacent to the former UST pit. Estimate groundwater at 12 feet bgs. Soil samples will be collected from depths of 4, 6, 8, and 12 feet bgs and submitted to a certified laboratory for analysis of TPH -G and BTEX by EPA Test Methods 8015M/8015 and oxygenated compounds by EPA Test Method 8260B. Data obtained from this investigation will be used to evaluate the vertical and lateral extent of residual soil within the vadose zone and be used in the assessment for corrective action for the site. Also includes sampling of the spoils, profiling, and coordination for disposal. Task 4 investigation Letter Report Prepare brief summary report of the soil boring and sampling results. Data results presented in this report will be used for the preparation of a CAP. Report will include standard operating procedures, site map with boring locations, table of results, and a discussion and conclusions section. Task 5 Corrective Action Plan Prepare CAP for evaluating three cost- effective remedial alternatives for the site. CAP will include geologic cross- sections, groundwater and soil extent maps, groundwater trend graphs, mass calculations for total dissolved -phase contaminants remaining, and a cost comparison of three viable remediation alternatives required by the NCRWQCB. Task 6 Remedial Action Plan and Bid Package Prepare a RAP and Bid Package for the installation of a remedial system. The RAP will be based on the approval of the CAP from the NCRWQCB. The RAP will include a detailed design of the approved remedial alternative for the site. The Bid Package will be sent to three qualified contractors based on their experience with the selected remedial measure. Task 7 Quarterly Groundwater Sampling Events Perform four quarterly groundwater monitoring and sampling events for 6 monitoring wells (MW -4 through MW -9). Task includes collecting field measurements for DO and ORP prior to purging and sampling the wells for the purpose of evaluating aerobic degradation activity. Task also includes sampling and profiling the purge water for disposal from the site. Task 8 Quarterly Monitoring Reports Prepare three groundwater monitoring and sampling reports for the 1st, 2nd, and 3rd Quarters of 2006. Reports will summarize the analytical data, include a contour map, a contaminant TPH- G/Benzene/MTBE concentration map, and conclusions. Task 9 Annual Reports Prepare an annual report to summarize groundwater monitoring for the hydrologic year completed. This will include potentiometric maps, iso- concentration maps, groundwater contaminant trend graphs, conclusions, and recommendations. 02056 -060 2 Attachment Task Order 20064 Task 10 Quarterly Groundwater Disposal Profile and coordinate the disposal of the quarterly purge water generated from the five sampling events. Task 11 State UST Cleanup Fund Reimbursement #6 Prepare and submit the State UST Cleanup Fund Reimbursement # 6 for the corrective action conducted at the site. Winzler & Kelly will need the assistance of the City of Rohnert Park in providing the necessary backup and cancelled checks that are required. Additional reimbursements will be prepared (if directed) for similar costs described below. Task 12 Project Management and CIP Oversight Consultant will communicate to the City the project objective, gather background information, and solicit comments and questions from the City. Consultant will prepare a Council Agenda Transmittal report and resolution for Council consideration of this Task Order and for Council approval for bidding the project. 3. Schedule The ,anticipated schedule is shown in the table below. Fee The work described above will be completed on a time and materials basis for a not -to- exceed budget of $72,407. Direct costs are to cover project expenses including office consumable$ and expenses. The estimated costs associated with performing each task are summarized in Attachment I. Any additional services not included in this Scope of Services will be performed only after receiving written authorization from the City and a corresponding budget augmentation.
