2006/03/14 City Council Resolution (15)RESOLUTION NO. 2006-.80 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK. AUTHORIZING AMENDMENT NUMBER TWO TO THE MEMORANDUM OF AGREEMENT (MOA) WITH THE CITY OF ROHNERT PARK AND THE ROHNERT PARK PUBLIC SAFETY OFFICERS' ASSOCIATION (RPPSOA) WHEREAS, the City wishes to encourage sworn Public Safety personnel to live within the City or within a reasonable distance from the City in order to respond quickly in the event of an emergency; and WHEREAS, the City considers a reasonable distance to be living in the incorporated areas of Windsor, Santa Rosa, Rohnert Park, Cotati, Petaluma or Sebastopol or living in the unincorporated areas that are within 10 driving miles per Mapquest of any of the Rohnert Park Public Safety stations; and WHEREAS, the Department of Public Safety's Mission Statement is to be the safest city and having sworn Public Safety personnel living in the community where they also work will help advance this mission; and WHEREAS, the City has found it necessary to provide additional monetary incentive to Public Safety applicants to encourage them to relocate to our community given the competitive job market for sworn officers combined with the lack of available and affordable housing in the north bay area; and WHEREAS, the City will initiate a new "In- district" Stipend in the amount of $150 per month for current and future sworn Public Safety personnel and discontinue the current "Residency" Stipend of $60 per month for sworn personnel; and WHEREAS, the above has been discussed with and approved by the RPPSOA as required by the meet and confer laws of the State; and WHEREAS, attached as Exhibit A to this resolution is a side letter agreement implementing this Amendment Number Two to the MOA with the City of Rohnert Park and the RPPSOA. It will go into effect on April 1, 2006 and terminate on June 30, 2007, unless reauthorized by the City Council. If it is not reauthorized, then the affected employees will receive the "Residency" Stipend amount approved for all RPPSOA unit members. NOW, THEREFORE, BE IT RESOLVED by the Rohnert Park City Council that Amendment Number Two of the MOA with the City of Rohnert Park and the RPPSOA is approved and the City Manager is authorized to execute this amendment. Residency All employees residing within Rohnert Park shall receive a $60 per month residency bonus. At the discretion of the City Manager, said residency bonus may be increased. Side Letter — It is agreed that Section 13 shall be modified to read: 13. Residency 13.1 All employees in the bargaining unit, with the exception of sworn personnel including Public Safety Officers and Public Safety Sergeants, shall receive a $60 per month residency bonus. At the discretion of the City Manager, said residency bonus may be increased. 13.2 All sworn Public Safety personnel, i.e. Public Safety Officers and Public Safety Sergeants, shall receive a $150 per month "in- district" Stipend if they physically reside within the incorporated areas of Windsor, Santa Rosa, Rohnert Park, Cotati, Petaluma or Sebastopol or reside within the unincorporated areas that are within 10 driving miles per Mapquest of any one of the Rohnert Park Public Safety stations. The Director of Public Safety will determine eligibility for the "In- district" Stipend effective April 1, 2006. The "In- district" Stipend shall terminate on June 30, 2007, unless reauthorized by the City Council.
