2006/03/14 City Council Resolution (2)RESOLUTION NO. 2006 - 68 A RESOLUTION OF THE COUNCIL OF THE CITY OF ROHNERT PARK, CALIFORNIA SUPPORTING THE PRESERVATION OF THE EXISTING COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM WHEREAS, for more than thirty years America's cities, including both small and large in California, have used Community Development Block Grant (CDBG) grants to create jobs, provide affordable housing, eliminate blight and generate new economic investment, and WHEREAS, CDBG funds have played a critical role in community and economic development in the City of Rohnert Park; and WHEREAS, CDBG funds represent a catalyst for creating more affordable housing, CDBG funds have made it possible for the City of Rohnert Park to provide a housing rehabilitation program and a home earthquake resistant program for low and moderate - income households; and WHEREAS, the CDBG program offers a mechanism for building public infrastructure, for example the program has enabled the City of Rohnert Park to rehabilitate existing aging recreational facilities to meet public health standards and American Disabilities Act requirements; and WHEREAS, the CDBG program has increased the quality of life in the City of Rohnert Park, by designating almost $500,000 dollars for necessary infrastructure projects and housing programs since 2001 which most likely would not have been possible absent CDBG funding, and WHEREAS, the President has proposed to reduce the CDBG program to $3.03 billion - 25 percent lower than its current funding level of $4.18 billion; and WHEREAS, without proper funding for CDBG, the economic well being of the City of Rohnert Park and other communities in California will be threatened. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Rohnert Park that the council request that Congress enact a FY 2007 budget and appropriations package that fully funds CDBG at no less than the $4.18 billion, which is equal to the FY 2006 allocations.
