A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK,
CALIFORNIA SUPPORTING AN APPLICATION TO THE SONOMA COUNTY
TRANSPORTATION AUTHORITY FOR THE TRANSPORTATION FOR LIVABLE
COMMUNITIES CAPITAL PROGRAM
WHEREAS, the Metropolitan Transportation Commission (MTC) has administered the
Transportation and Livable Communities (TLC) Program since 1998 to fund transportation
projects that support transit- oriented development and smart growth strategies; and
WHEREAS, the Sonoma County Transportation Authority (SCTA) will program federal
Congestion Mitigation and Air Quality (SCTAQ) Improvements Program and Transportation
Enhancement Funds through the TLC Capital Program totaling $4,293,000 over the next three
fiscal years and has released a call for projects for this three -year cycle;
WHEREAS, City Staff has identified improvements within the City Center Area that
would qualify for TLC funding and would assist the City in furthering this Area's development
as a mixed -use, pedestrian - oriented center with linkages to transit opportunities;
WHEREAS, City Staff has prepared an estimate of the cost to complete these identified
improvements and plans to submit an application for the TLC Capital Program;
WHEREAS, Staff is requesting that the City Council support a proposed application to
the SCTA for the TLC Capital Program;
WHEREAS, the City Council of the City of Rohnert Park has reviewed and considered
the information contained in the Staff Report and all relevant materials regarding the proposed
application to the SCTA for the TLC Capital Program to implement plans for identified
improvements to the City Center Area.
NOW THEREFORE BE IT RESOLVED, that the City Council does hereby approve
an application to the SCTA for the TLC Capital Program to implement plans for identified
improvements to the City Center Area,
DULY AND REGULARLY ADOPTED on this 24'x' day of January, 2006, by the City
of Rohnert Park City Council.

SCTA TLC Program
Program Description
The SCTA 71C Program funds transportation infrastructure improvements to pedestrian, bicycle and
transit facilities. The key objectives of this program are to encourage pedestrian, bicycle and transit trips;
support a community's larger infill development or revitalization effort; and provide for a wider range of
transportation choices, improved internal mobility, and stronger sense of place.
Typical TLC capital projects include new or improved pedestrian facilities, bicycle facilities, transit
access improvements, pedestrian plazas, and streetscapes. Funds can be used for project development,
design, right -of -way acquisition, and/or construction. Attached is a list of previously funded projects in
Sonoma County.
Who Can Apply?
Capital Program grants are awarded on a competitive basis. Local governments, transit operators, and
other public agencies are eligible recipients of the federal funds. Community -based organizations and
nonprofits may be co- partners but cannot receive the funds. Grant recipients will be required to take the
capital project through the federal -aid process with Caltrans Local Assistance, and obligate, or commit,
the federal funds by the regional obligation deadline specified by MTC. In addition, grant recipients will
be required to attend a training workshop on project implementation and the federal -aid process.

MTC has allocated $4,293,000 over three years in federal Congestion Mitigation and Air Quality
(SCTAQ) Improvements Program and Transportation Enhancement Funds to Sonoma County.

In an attempt to create a list of eligible projects, applications will be accepted for all grant amounts. As a
practical matter, applicants are advised to keep in mind the yearly and overall allocation of funds (shown
above). A federal local match of 11.5 percent of the total TLC project cost is required. Grant recipients
will be required to take the TLC capital project through the federal -aid process with Caltrans Local
Assistance, and obligate, or commit, the federal funds by the regional obligation deadline specified by
MTC. In addition, grant recipients will be required to attend a training workshop on project
implementation and the federal -aid process.
Eligible Activities
Project activities eligible for funding include bicycle and pedestrian paths and bridges; on- street bike
lanes; pedestrian plazas; pedestrian street crossings; streetscaping such as median landscaping, street
trees, lighting, furniture; traffic calming design features such as pedestrian bulb -outs or transit bulbs;

transit stop amenities; way - finding signage; and gateway features. While these discrete activities are
eligible for funding, the SCTA is looking for a capital project that is well - designed, uses a variety of
different design features, results in numerous community benefits, and is part of a community's broader
revitalization and development efforts.
How Will Projects Be Evaluated?
Part]: Project Readiness Criteria
The following criteria will be used to evaluate whether a project will be able to meet the fund obligation
deadline. Projects must secure a federal authorization to proceed with construction by the obligation
deadline set by MTC.
1. Has a collaborative planning process involving the local government agency, community
stakeholders, transit district(s), and others affected by the project taken place? (If the planning
process has not been undertaken, please consider applying in a future cycle once the process is
completed.)
2. Is the project fully funded with TLC capital funds? Is the project dependent upon other funding yet to
be secured? Please provide a project budget showing all funding amounts and fund sources secured
for the project, and describe how any funding shortfalls will be covered.
3. Is the project dependent upon another uncompleted major capital project?
4. What type of environmental document required by CEQA and NEPA will be (has been) prepared, and
when would it be (was it) certified? What environmental issues may require more detailed study?
5. Is the project entirely within the local agency's right -of -way? Are any new right -of -way, permits or
easements needed, and when would it be acquired (from non -TLC sources) if needed?
6. Is there a utility relocation phase within the project area but implemented separately from the project?
7. Have all affected departments within the local government agency, transit agency, and/or other public
agency (1) been involved in the development of the project and (2) reviewed the project to ensure
project feasibility?
S. Is the project difficult to engineer (or has engineering been completed)?
9. Is there significant local opposition that may prevent the project from meeting the funding obligation
deadline?
10. Are there any pending lawsuits related to the project?
Part 2: Basic Eligibility Criteria
All basic eligibility criteria below must be met before a project can be reviewed according to the
evaluation criteria under Part 3. Briefly describe how the project satisfies each criterion. Following grant
approval, the project sponsor will submit a governing board approved resolution confirming the
requirements described below have been met.
I. The project sponsor assures that a local match of at least 11.5 percent of the total project cost will
be available. Projects with greater match will be given a higher ranking.
2. The project sponsor agrees to abide by all applicable regulations, including the National
Environmental Policy Act (NEPA) and the American with Disabilities Act (ADA).
3. The project is well - defined and results in a usable segment, or travel improvement in the project
vicinity. MTC defines a usable segment as a section of public improvements that has defined start
and end points and allows continuous travel from the start point to the end point.
4. The project sponsor understands and agrees to the MTC project delivery requirements as
described in MTC Resolution 3606.
a. Federal funds through the TLC Capital Grants program are fixed at the programmed
amount, and therefore any cost increase would not be funded through TLC.
b. Projects are to be designed and built consistent with the project description contained in
the grant application, and if approved, as programmed in MTC's Transportation
Improvement Program (TIP).
c. A field review with Caltrans Local Assistance will be completed within six (6) months of
grant approval.
d. The appropriate NEPA document for the project will be certified through the office of
Caltrans Local Assistance within twelve (12) months of grant approval.
e. The project design drawings will be submitted to SCTA for review and comment at
various design stages, typically 30 %, 60 %, 90 %, and 100% submittals.
f. A completed Plans, Specifications, and Estimates (PS &E) package will be submitted to
SCTA and Caltrans Local Assistance by no later than April l in the year of regional
obligation deadline.
g. Federal funds will be obligated by the fund obligation deadline established by MTC for
this grant cycle.
h. The "before" and "after" photos of the project will be sent to SCTA and MTC for use in
publications, press releases, reports, etc. about the TLC program.
i. SCTA will be notified immediately to discuss potential project implications that will
affect the delivery of the project.
j. The project sponsor commits to maintaining the project.
Part 3: Capital Evaluation Criteria
If a project meets all the screening factors identified in Parts 1 and 2, it is evaluated according to the
criteria shown below. For each category, a project will be assigned a "high ", "medium ", or "low" rating.
Funding priority is based on the degree to which the project meets these criteria.
1. TLC Program Goals
a. Project addresses one or more TLC program goals, and demonstrates how well the goals are met
2. Community Involvement
a. Project resulted from an inclusive and collaborative planning process with community
stakeholders, including low - income, minority community representatives (if applicable), as
demonstrated by new or strengthened project partnerships, outreach efforts to underrepresented
communities, and innovative planning techniques used to solicit public input.
b. A planning document (such as a transportation -land use plan, urban design/landscape concept
plan, design development plan, specific plan, general plan etc.) from which the project was
derived, or a conceptual design illustrating the project, has been prepared and made available to
the public for review and comment.
c. Project is supported by the local agency (including planning, public works, engineering, traffic,
and/or redevelopment departments/ agencies), transit operator(s), and community stakeholders
who are affected by the project.
3. Project Impact
The project remedies a current or anticipated problem, and will result in one or more of the following
community benefits:
a. Transportation Choices: project provides for a range of transportation options to access jobs,
shopping, recreation and other daily needs
b. Pedestrian and Bicycle Access: project improves direct pedestrian or bicycle access to the
downtown, commercial core, neighborhood; or transit stop /corridor
c. Transit Access: project improves transit accessibility to a major activity center
d. Safety and Security: project reduces the number of pedestrian/bicycle injuries and fatalities, and
addresses safety and security concerns around transit facilities
e. Street Design: project promotes good street design to encourage pedestrian, bicycle and transit
trips such as narrow traffic lanes, wide sidewalks, marked crosswalks, landscape buffers, etc.;
promotes safe road - sharing between bicycles and vehicles; and complies with the American with
Disabilities Act and applicable street design standards
f Traffic Calming: project reduces driving speeds to facilitate safe pedestrian, bicycle, and vehicle
travel and street crossings
g. Streetscape Design: project creates pedestrian. bicycle and transit friendly environments through
street trees, landscape buffers, pedestrian- scaled lighting, wide sidewalks, etc.
h. Community Design: project enhances the look and feel of the community and fosters a strong
sense of place through upgrades to the physical environment and cohesive designs of streets,
buildings, and public spaces
i. Air Quality: project improves mobility via walking, biking, or taking transit, and thus reduces
vehicle trips and improves air quality
j. Economic Development: project acts as a catalyst to generate local economic development
opportunities, particularly within disadvantaged communities
4. Land Use Links
a. Project supports channeling new growth to areas of the region with established infrastructure and
existing residential development, employment centers, and other major activity centers such as
retail and cultural facilities.
b. Project is located in a project area that is currently zoned, or will be rezoned, to support the
development of a diverse inix of housing (particularly high- density, affordable, and /or mixed -
income developments), retail, commercial, or office uses.
c. Project is located in a project area where major transit infrastructure exists or is planned in to
serve the land use developments.
d. Project directs investment to a traditionally low- income community, as demonstrated by Census
data on income and/or poverty level compared to the city or county as a whole.
5. Special consideration will be given to applications with the following features:
• Projects that are within'' /2 mile of a SMART station site or within' / mile of a bus stop
• Measure M projects
• Projects with a larger match.
Application Process
Step 1: SCTA issues a "call for projects" for the 3 years of funding on January 10, 2006.
Step 2: Applicants submit a project proposal'to SCTA for funding consideration. The project proposal
should include amount of TLC funds requested, amount and source of local match, brief description of
sponsor and partner(s), detailed description of the specific capital improvements to be funded by TLC,
how project fulfills evaluation criteria shown above, project finance plan for preliminary engineering,
right -of -way and construction phases, project schedule for preliminary engineering, right -of -way and
construction phases, and project area map and photos.
Step 3: SCTA Advisory Committee evaluates project proposals with assistance from representatives
from a Review "Team.
Step 4: Based on the reconunendations of the Review Team, and funding availability of the overall
program, PAC /TAC will make a funding recommendation to the SCTA Board.
Step 5: Following the Board's approval, grant recipients will enter into a funding agreement with SCTA
that includes a resolution from project sponsor, attend a workshop on project implementation and the
federal -aid process. Sponsors will be required to take the TLC capital project through the federal -aid
process with Caltrans Local Assistance and comply with SCTA's project review process.

SCTA Project Review Requirements
Transportation for Livable Communities (TLC)
The SCTA is required to review and approve the final project designs for TLC capital projects to
ensure that projects are consistent with the conceptual designs submitted as part of a sponsor's
application to the SCTA. SCTA requests project sponsors use the following process to involve
SCTA in project design review:
Project Management
1. Project sponsor provides SCTA with a staff contact list that identifies its multi - department
project development team, including staff involved in planning, traffic engineering, electrical,
landscaping, project management, and compliance with Caltrans /federal funding requirements.
2. Project sponsor invites SCTA to all design development meetings.
3. Project sponsor notifies SCTA as soon as possible if complications in project design arise with
respect to project cost, scope and /or environmental review.
Field Review and Environmental Review
1. Project sponsor obtains CEQA and NEPA clearance for the project.
2. Project sponsor completes a field review through Caltrans Local Assistance within six (6)
months of SCTA grant approval. The Local Assistance Procedures Manual contains the field
review, preliminary environmental studies (PES), and other forms required in the federal -aid

3. Project sponsor sends a copy of the CEQA and NEPA clearance documents to SCTA for our
record.
Design Review
1. Project sponsor provides SCTA with "before" (existing conditions) photographs of
project.
2. 2. Project sponsor meets with SCTA to review project design at 30 %, 60 %, 90% and
100 %. A set of plans should be sent to SCTA for review and comment (full or half -sized
plan sets are acceptable).
When reviewing your design drawings, SCTA staff is looking to see if the plan addresses the
transportation issues —such as pedestrian safety, bicycle travel, transit access, etc.— identified in
your grant application, and is consistent with the design concepts proposed in your grant
application to tackle these issues. We expect to provide a majority of our review comments on
the 30% submittal, and look to the 60% and 90% submittals to flush out all design details. For
the 30% submittal, we are looking for a design development level drawing with proposed design
elements (such as trees, pedestrian- scaled lighting, etc.) properly located and labeled and their
relationship to each other clearly shown. It would be also be helpful if you also provide the
following information and appropriate cut sheets in the 30% submittal and later refine them in
the 60% and 90% submittals:
- Plantings: street tree spacing, variety type and size (minimum size 24" box), type and size of
other plant materials, mulch treatment, tree grates, etc.

- Irrigation: irrigation must be proposed for projects with street trees and other plantings. (At
the 30% submittal, we only expect to see notation that irrigation will be provided. Subsequent
submittals should show the irrigation on the plans.)
- Materials and Finishes: paving material and design, crosswalk treatments, curb extensions,
bicycle lane designations and signage, bus stop locations with/without shelters, etc.
- Pedestrian - scaled Lighting: spacing, type, and color of pedestrian- scaled lighting (preferred
height of 12 foot for standards) and banners (if applicable)
- Site Furniture and Signage: location/placernent, type, and quantity of trash receptacles,
benches, bollards, bus shelters, newspaper kiosks, bicycle racks, etc.
1. A final PS &E package is to be sent to SCTA for design review approval and Caltrans Local
Assistance for final approval.
2. With 100% design if approved and receipt of before photographs, SCTA will send a
confirmation letter of approval to project sponsor and Caltrans Local Assistance. Caltrans Local
Assistance will not process the PS &E package and E -76 for construction requests until the
project sponsor completes the SCTA design review process.
Fund Obligation
1. Projects approved must meet MTC's obligation deadlines.
Project Delivery
1. Project sponsor moves forward with advertising the project and awarding a construction
contract immediately after receipt of an E -76 for construction. SCTA expects the project to be
constructed and operational within one year of receipt of an E -76 for construction.
2. If, after construction bids have been received on the project and issues arise which will affect
the delivery of the project, project sponsor contacts SCTA immediately to discuss potential
project implications.
3. Once the project is constructed, project sponsor provides SCTA with "after" (implementation)
photographs of project.
4. Project sponsors are requested to invite SCTA to participate in any public ceremonies held in
connection with the project.

(The resolution below only needs to be completed for TLC projects after they are approved by
SCTA. It does not need to be submitted with the application.)

AUTHORIZING THE FILING OF AN APPLICATION FOR FEDERAL SURFACE
TRANSPORTATION FUNDS THROUGH THE METROPOLITAN TRANSPORTATION
COMMISSION'S TRANSPORTATION FOR LIVABLE COMMUNITIES PROGRAM FOR
(project name) AND COMMITTING THE NECESSARY LOCAL MATCH FOR THE
PROJECT(S) AND STATING THE ASSURANCE OF (name of organization)
TO COMPLETE THE PROJECT
WHEREAS, the regulations promulgated thereunder, eligible project sponsors wishing to
receive federal transportation grants for a project shall submit an application first with the
appropriate metropolitan transportation planning organization (MPO) for review and
consideration in the MPO's Transportation Improvement Program (TIP); and
WHEREAS, the Metropolitan Transportation Commission is the San Francisco Bay Area's
MPO; and
WHEREAS, (applicant) is an eligible project sponsor for federal transportation funds; and
WHEREAS, (applicant) wishes to receive federal transportation funds through SCTA's
Transportation for Livable Communities (TLC) Program's capital grants for the following
project: (project description)
WHEREAS, the SCTA requires a resolution stating the following:
1) the commitment of necessary local matching funds of 11.5% may be required; and
2) that the sponsor understands that the federal funding through the TLC program is fixed at the
programmed amount, and therefore any cost increase cannot be expected to be funded through
the TLC program; and
3) the assurance of the sponsor to complete the project as described in the application, and if
approved, as programmed in MTC's TIP; and
4) that the sponsor understands that funds must be obligated obligation deadline for TLC capital
projects, or the project may be removed from the program.
NOW, THEREFORE, BE IT RESOLVED by (governing board name) that (applicant) is
authorized to proceed with the federal -aid process with Caltrans for TLC funding in the amount
of ($TLC request) for (project description); and
BE IT FURTHER RESOLVED that (governing board) by adopting this resolution hereby
states that:
1) (applicant) will provide ($ match amount) in local matching funds; and
2) (applicant) understands that the TLC Program funding for the project is fixed at ( $ TLC
amount), and that any cost increases must be funded by the (applicant) from local matching

funds, and that (applicant) does not expect any cost increases to be funded through the TLC
program; and
3) (project name) will be built as described in this resolution and submitted application and, if
approved, for the amount shown in the Metropolitan Transportation Commission Transportation
(MTC) Transportation Improvement Program (TIP) with obligation occurring within the
timeframe established below; and
4) The program funds will be obligated by MTC's obligation deadlines for TLC capital projects.
BE IT FURTHER RESOLVED that a copy of this resolution will be transmitted to the SCTA.
