A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
ADOPTING A NEGATIVE DECLARATION FOR THE PROPOSED AMENDMENTS
TO THE CITY OF ROHNERT PARK MUNICIPAL CODE, TITLE 17 (ZONING
ORDINANCE), FILE NO. PL2005 -066MC (SIGN ORDINANCE AMENDMENTS)
WHEREAS, the Council of the City of Rohnert Park updated the Municipal Code Zoning
Ordinance in 2003; so as to expedite the update, review of the Signage Ordinance was postponed;
and
WHEREAS, the Department of Community Development has analyzed and
comprehensively updated the Signage Standards including the following Chapters of Title 17
(Zoning Ordinance): Chapters 17.04 (Definitions), 17.07 (Land Use Footnotes /Special
Provisions), and 17.27 ( Signage Standards); and
WHEREAS, on March 10, 2006, Planning Staff conducted an Initial Study on the possible
environmental consequences of the proposed project in accordance with Public Resources Code,
Division 13 (CEQA) and the California Code of Regulations, Title 14, Chapter 3 (Guidelines);
and
WHEREAS, the Study, in its final form, did not identify any significant adverse impacts on
the environment which would result from the proposed amendments; and
WHEREAS, a notice of the intent to adopt a Negative Declaration was thereafter duly
posted and published and an opportunity for the public to comment was given before the public
hearing was conducted on the matter; and
WHEREAS, the Council of the City of Rohnert Park has reviewed and considered the
initial environmental study, the findings, determinations and recommendations of the Planning
Commission and Planning Staff, the proposed Negative Declaration, the oral and written staff
reports, and comments, statements and other evidence presented by all persons, including
members of the public, who appeared and addressed the Council on the proposed amendments
and Negative Declaration for this project at the public hearing held on June 27, 2006 and the
comments and materials submitted prior thereto; and
WHEREAS, the Council of the City of Rohnert Park, based upon the record before it,
including, but not limited to the Initial Study, the findings and the comments received on the
proposed Negative Declaration determines that there is not substantial evidence that the project
will have a significant effect on the environment and that the Negative Declaration, as proposed,
reflects the Councils' independent judgment and analysis.
NOW, THEREFORE BE IT RESOLVED, THAT THE CITY COUNCIL OF THE CITY
OF ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. Recitations. That the above recitations are true and correct.

SECTION 2. Findings. The City Council, in approving the proposed amendment to
Rohnert Park Municipal Code, Title 17 (Zoning Ordinance), Chapters 17.04 (Definitions), 17.07
(Land Use Footnotes /Special Provisions), and 17.27 (Signage Standards), makes the following
findings, to wit:
A. That a duly noticed public hearing has been held to receive and consider public
testimony regarding the proposed Municipal Code amendment.
B. There is no evidence, substantial or otherwise, that the project will have a
significant effect on the environment, therefore a Negative Declaration may be approved
by the Council which reflects the lead agency's independent judgment and analysis. The
City of Rohnert Park Planning Department shall maintain the record of the proceeding on
which this decision is based.
C. Pursuant to CEQA statutes, an Initial Study was prepared for this project and
indicates that the project will not have a significant effect on the environment, and a
Negative Declaration may be adopted.
