2006/06/27 City Council Resolution (12)RESOLUTION NO. 2006- 174 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING A JOB DESCRIPTION AND SALARY RANGE FOR THE POSITION OF HOUSING AND REDEVELOPMENT MANAGER WHEREAS, the Human Resources Department has completed a classification and compensation review of the position of Housing and Redevelopment Project Manager in the Community Development Department; and WHEREAS, the City Manager as the Personnel Officer for the City has reviewed the classification study and recommends the position be reclassified to Housing and Redevelopment Manager; and WHEREAS, the City has created a job description (attached) for the position, conducted a salary survey, and met with the appropriate employee bargaining unit, the Rohnert Park Employees' Association (RPEA), as required; and WHEREAS, the City Manager recommends the position be designated exempt under the Fair Labor Standards Act (FLSA), report to the Community Development Director, and be placed at the following RPEA salary range and rate: POSITION RANGE MONTHLY SALARY Housing & Redevelopment Manager 92X $6,075 - $7,385 WHEREAS, the City Manager recommends retaining the position of Housing and Redevelopment Project Manager in the event of a future need; and NOW, THEREFORE, BE IT RESOLVED by the Rohnert Park City Council that the above is hereby approved. DISTINGUISHING CHARACTERISTICS The Housing and Redevelopment Manager is a single position class responsible. for housing and redevelopment functions, managing and performing a variety of activities connected with the development, implementation and monitoring of affordable housing programs, commercial redevelopment projects, and low and moderate income housing funds of the City's redevelopment agency (CDC). The incumbent works independently under.limited supervision, exercising a great deal of independent judgment. SUPERVISION RECEIVED /EXERCISED General supervision is provided by the Director of Community Development. Assignment instructions and /or direction may be received from the City Council, the RAB and /or the CDC. The incumbent may also directly supervise assigned staff. ESSENTIAL JOB FUNCTIONS (These duties are a representative sample; position assignments may vary) • Develops, analyzes, recommends and implements goals, objectives, policies and priorities for affordable housing projects and redevelopment projects and programs • Analyzes, applies and interprets ordinances, laws, rules, regulations, and legislation related to affordable housing and redevelopment programs and issues • Plans, organizes, implements and directs improvements to existing housing and redevelopment projects and programs; monitors compliance with federal, state and local laws and regulations • Develops, implements, and amends CDC's "Five -Year Implementation Plan" and /or Redevelopment Plan as necessary; ensures and monitors program /project compliance with Redevelopment Plan, federal, state laws and regulations City of Rohnert Park Housing and Redevelopment Manager Page 2 of 5 Pages • Directs the development and implementation of affordable housing project agreements; recommends development projects and financing options for the low and moderate income housing funds for increasing and improving the supply of affordable housing to meet CDC goals and objectives, ensuring appropriate affordable housing incentives and requirements are included • Directs the development and implementation of redevelopment programs and projects; reviews and analyzes documents to determine financial feasibility of proposed projects and recommends financing alternatives • Manages real estate transactions, including property disposition activities; facilitates City /CDC negotiations with landowners and developers for housing and redevelopment purposes; reviews proposals within the project area and the City to evaluate the feasibility of proposed projects seeking CDC /City assistance • Coordinates various development tasks associated with real estate acquisitions, including environmental review documents and engineering reports and documentation; reads and interprets detailed project plans and specifications to determine compliance with codes and ordinances • Analyzes, recommends and assists in the development and implementation of economic development programs, projects and strategies, particularly as they relate to redevelopment projects • Assists with development and administration of CDC Budget; analyzes and recommends projects and programs for funding; provides data regarding approved programs and projects • Prepares, coordinates and submits Annual Report as required by Health and Safety Code • Prepares and monitors program budgets, grants and loan applications • Attends on -site and off -site meetings and makes public presentations • Consults with and maintains effective relationships with citizens' organizations, public officials, consultants, developers, other cities and county agencies, and others to develop and implement housing and redevelopment projects City of Rohnert Park Housing and Redevelopment Manager Page 3 of 5 Pages • Consults with City Attorney, consultants, and hearing examiner /arbitrator as necessary • Monitors contract compliance of program contractors • Acts as Secretary for the RAB; develops and prepares agendas; receives, reviews, analyzes, and prepares recommendations regarding petitions for rent control hearings • Composes, prepares, and presents technical and other reports, correspondence, bulletins, resolutions, agreements, and proposes changes to codes, ordinances, rules and regulations • Responds to and resolves complaints between residents, contractors or landowners • Trains, supervises and evaluates work of assigned staff, and participates in the selection of staff • Schedules work and solves problems QUALIFICATIONS Sufficient education and /or experience to oversee affordable housing and redevelopment projects. Education and /or Experience: Positions in this class typically require: Bachelor's Degree from an accredited college or university with academic course work in public administration, business administration, real estate, planning, urban studies, geography, economics, architecture, or closely- related field and three years of professional redevelopment, planning, or housing development experience in a public or private setting, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job listed above. Some familiarity with affordable housing policies and procedures is highly desirable. Knowledge of: • Considerable knowledge of the principles and practices of housing development and affordable housing policies and programs • Housing and urban development programs and California Redevelopment Law and regulations City of Rohnert Park Housing & Redevelopment Manager Page 4 of 5 Pages • General knowledge of public administration, finance, budgeting, and accounting Skill to: • Use spreadsheets and word processing software packages, organizing data and materials, and preparing reports and documents Ability to: • Plan and implement affordable housing development projects and redevelopment programs and projects • Analyze facts and draw logical conclusions • Review and analyze financial documents and information • Interpret and apply a variety of government rules, laws, and policies while performing a variety of administrative assignments • Independently perform difficult, complex, and specialized housing studies and coordinate housing development projects • Take responsibility and exercise good judgment in recognizing scope of authority • Create and maintain appropriate and accurate records • Write clear and concise correspondence and reports • Clearly, accurately, and in a professional manner, communicate program policies and procedures to the public and make presentations in public • Establish work priorities and realistic time deadlines • Work without close supervision or direction in the accomplishment of housing and redevelopment goals and objectives • Respond courteously, efficiently, and effectively to questions and inquiries from elected officials, members of boards, commissions and the public • Select, train, supervise and evaluate assigned administrative support staff • Follow oral and written directions • Learn and utilize new technology • Establish and maintain cooperative working relationships Licensing Requirements: (positions in this class typically require) • Valid California Driver's License if driving is required Working Conditions: Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, stooping, and lifting in the performance of daily activities. The position also requires grasping, repetitive hand movement, fine coordination in preparing and reviewing statistical reports and data, using a computer keyboard. Additionally, the position requires near, far, and color vision in reading reports and City of Rohnert Park Housing & Redevelopment Manager Page 5 of 5 Pages using the computer. Hearing is required when providing phone and face -to -face customer service and participating in meetings. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.
