1. CITY COUNCIL /RPFA /SUCCESSOR AGENCY TO THE CDC JOINT
REGULAR MEETING - CALL TO ORDER/ROLL CALL
Mayor Stafford called the City Council /RPFA /Successor Agency joint regular meeting to order
at 5:24 pm, the notice for which being legally noticed on May 10, 2013.

Absent: None
Staff present: City Manager Gonzalez, Assistant City Manager Jenkins, City Attorney
Kenyon, City Clerk Buergler, Accounting Supervisor Kwong, Director of Public Safety
Masterson, Director of Public Works and Community Services McArthur, Community
Services Manager Miller, and Development Services Manager Ponton.
2. PRESENTATION
A. Certificate of Recognition honoring Dan and Sue Farren
Mayor Stafford read and presented the Certificate of Recognition to Dan and Sue
Farren for their swift professional response which was paramount in saving the life of
8 -year old Matthew Henry during a medical emergency at a Cal Ripken Baseball
League game.
B. Mayor's Presentation of a Proclamation Supporting the 350 Home and Garden
Challenge

Mayor Stafford read and presented the Proclamation encouraging residents to grow
food, conserve water, and save energy. Karen Gardner, 350 Home & Garden
Challenge Coordinator, and Susan Adams, Planning Commissioner, received the
Proclamation.
C. Sonoma County Water Agency presentation of the Sonoma Clean Power program
Sonoma County Supervisor Zane introduced the item. Sonoma County Supervisor
Carrillo provided comments. Steve Shupe, Deputy County Counsel; Cordel Stillman,
Deputy Chief Engineer Sonoma County Water Agency; and Geof Syphers,
consultant, presented the item.
Public Comment in support of the item: Woody Hastings, Richard Pope, Isaac Freed,
Duane Hartley, Lora Neffson, Alison Healy, Ann Hancock, Suzanne Smith, Dee Dee
Bridges, Bob Williamson, and June Brashares.
3. DEPARTMENT HEAD BRIEFING
A. Budget FY 2012/2013 3`a Quarter Update
1. Financial Update — Budget Revenue and Expenditure Report
Accounting Supervisor Kwong presented the item.
Mackenzie stepped away from dais 7:00 pm and returned 7:02 pm
2. Strategic Plan - Implementation Action Plan Update
Director of Public Safety Masterson presented the item.
By consensus, City Council reordered items and moved Item 9 forward.
9. PROPOSED BUDGET FY 2013 -14 COMMUNITY SERVICES
Director of Public Works and Community Services McArthur and Community Services
Manager Miller presented the item. Recommended Action(s): Receive the Swimming
Pool Status Report Update and direct staff to continue to operate City swimming pools as
currently operated.
Public comment in support of the item: Madeline Dee, Fran Krueger, Jane Weill, Patrice
Howell, Susan Banning, and Katie Bonning.
ACTION: Moved /seconded (Callinan/Belforte) to open the pool two days per week
for the full season. Motion was amended to direct staff to perform a
comprehensive study assessment of the aquatic needs of the City of
Rohnert Park taking into consideration the possibility of lifeguard less
pools and other mechanisms to meet future needs.
Motion carried by a 4 -1 -0 vote. (Stafford. No)

7. 2013 -077 Authorizing and Approving a First Amended Employment
Agreement for the Director of Public Safety
ACTION: Moved /seconded (Mackenzie /Ahanotu) to approve the Consent Calendar.
Motion carried unanimously 3 -0 -2 vote (Belforte and Callinan absent).
Callinan returned 8:50 pm and Belforte returned 8:52 pm
6. SUMMARY AND KEY COMPONENTS OF THE DRAFT PLAN BAY AREA
STRATEGY FOR A SUSTAINABLE REGION
Development Services Manager Ponton presented the item. Recommended Action(s):
Receive report.
ACTION: By consensus, City Council directed staff to forward staff's analysis to the
Metropolitan Transportation Commission (MTC) and Association of Bay
Area Governments (ABAG) within the comment period ending May 16,
2013.

7. PRIORITY DEVELOPMENT AREA AWARD OF CONTRACT
Development Services Manager Ponton presented the item. Recommended Action(s):
Approve Resolution Authorizing and Approving Consultant Services Agreement with
AECOM Technical Services for the preparation of the Central Rohnert Park Priority
Development Area Plan and Environmental Analysis.
ACTION: Moved /seconded (Callinan/Belforte) to adopt resolution 2013 -078.
Motion carried unanimously by a 5 -0 vote.
8. PUBLIC HEARING: (NO EARLIER THAN 6PM)
REVIEW AND COMMENT ON THE CONCEPTUAL LAND USE PLAN FOR
THE NORTHWEST SPECIFIC PLAN
Development Services Manager Ponton presented the item. Recommended Action(s):
Staff recommends that the City Council review the Conceptual Land Use Plan for
Northwest Specific Plan (NWSP) and provide comments on the Plan for consideration
during the Specific Plan review and approval process.

ACTION: By consensus, City Council directed staff to move ahead with studying the
plan as presented for the Environmental Impact Report (EIR).
Moved /seconded (Belforte /Callinan) to extend the meeting and that items can be discussed,
deliberated, and action taken before 11:00 pm. Motion carried unanimously by a 5 -0 vote.
10. STANDING COMMITTEE / LIAISON REPORTS
A. Standing Committee Reports
1. Economic Development, 5/3
a. Update and discussion of proposed new electronic sign at the Community
Center
Council Member Ahanotu reported staff received instruction to come back
with 2 or 3 designs and the item will come before City Council.
2. Waste & Recycling Committee, 5/9
Council Member Ahanotu reported the Committee received an update on the
Sonoma County Waste Management Agency Single Use Plastic Bag Ban
ordinance.
B. Liaison Reports
1. Russian River Watershed Association, 5/2
Council Member Mackenzie reported the Student Video Contest winners were
awarded, the work plan was approved, and a presentation was received regarding
Phase II Storm Water Permit Update from the North Coast Regional Water

Quality Control Board. The Water Issues Subcommittee will hear the item and
come to City Council with a recommendation.
2. Sonoma County Library JPA Review Advisory Committee, 5/3
Council Member Ahanotu reported receiving various community reports
regarding library structure; the committee reviewed existing JPA and expect to
have a decision May 31, 2013.
3. Water Advisory Committee, 5/6
Council Member Mackenzie reported on the Water Supply Coordination Council.
The State Water Board has issued an order for interim flow changes in the
Russian River. Reduced flows will be seen. Mandatory conservation has not been
issued at this time.
4. Sonoma County Transportation Authority and Regional Climate Protection
Authority, 5/13
Council Member Mackenzie reported receiving the Sonoma County Clean Power
presentation, and a presentation from Sonoma County Transit regarding their
plans for expanding service, and discussed the Draft Plan Bay Area.
C. Other Reports
Mayor Stafford reported that the Sonoma County /City Solid Waste Advisory Group
(SWAG) has dissolved. At the last meeting the group discussed the high quality
landfill liner. The group encouraged City Councils to support the proposal from
County for the landfill and supports elected officials serving on the Sonoma County
Waste Management Agency.
11. COMMUNICATIONS
A. Letter of support for SB 510 (Jackson) Land use: subdivisions: rental mobilehome
park conversion
12. MATTERS FROM /FOR COUNCIL
Council Member Mackenzie requested that a resolution and accompanying ordinance
allowing the citizens of Rohnert Park to participate in Sonoma Clean Power and
authorize a member of the Council to be appointed to the JPA be on a future agenda for
discussion and action. City Council Concurred.
Vice Mayor Callinan requested adding to a future agenda a review of the Council's
conflict of interest policy as it pertains to the Golf Course and Council Member
participation. City Council Concurred.
Vice Mayor Callinan requested that the formation of a Development Agreement Review
Committee be added to a future agenda. City Council Concurred.

Mayor Stafford expressed condolences over the death of Eugene Fallis a City of Rohnert Park
employee of almost 20 years.
15. REVIEW AND CONSIDERATION OF DRAFT FOXTAIL GOLF COURSE
PERFORMANCE MEASUREMENT REPORT
ACTION: Moved /seconded (Mackenzie /Ahanotu) to defer the Item to the May 28,
2014, Regular City Council Meeting.
Motion carried unanimously by a 4 -0 -1 vote. ( Belforte absent)
