A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING CHANGE OF EMPLOYEE UNIT FOR
ONE MANAGEMENT ANALYST POSITION
WHEREAS, there are two full -time Management Analyst positions in the City,
one in Engineering /Public Works and one in Finance; and
WHEREAS, these two Management Analyst positions are both currently in the
Rohnert Park Employees' Association (RPEA); and
WHEREAS, the City Manager /Personnel Officer would like the Management
Analyst position assigned in Finance to assist with confidential work projects related to
employee relations and to sit in on employee negotiation meetings, and recommends
this position be moved to the Confidential Unit; and
WHEREAS, there would be a slight difference in pay and benefits by moving this
position to the Confidential Unit as indicated below:

WHEREAS, the Management Analyst assigned to the Confidential Unit would
also receive an additional fringe benefit of 16 hours of Personal Leave per fiscal year.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Rohnert Park that moving the existing Management Analyst assigned to Finance to the
Confidential Unit with the corresponding increase in monthly salary and the addition of
16 hours of Personal Leave per fiscal year is hereby approved effective the next payroll
period and the attached, updated job descriptions are also approved.
DULY AND REGULARLY ADOPTED by the City Council of the City of Rohnert
Park this 13th day of March, 2007.

DEFINITION
Performs a variety of responsible, confidential, analytical and administrative duties in
support of the City Manager and Director of Administrative Services, including
conducting research, financial analysis and reviews, preparation of reports, and
administering assigned administrative areas, special projects and programs; provides
information and assistance to the public on certain programs; performs other duties as
required.
DISTINGUISHING CHARACTERISTICS
The Management Analyst has the responsibility to provide professional level services
by performing a variety of administrative, analytical and financial duties in such areas as
fiscal operations, grant administration, contract compliance review, human resources,
payroll, risk management, auditing, legislative analysis, and other assigned programs or
projects. The incumbent frequently serves as the City's primary resource in assigned
areas of responsibility and for identifying and analyzing complex problems and
recommending and implementing solutions.
SUPERVISION RECEIVED /EXERCISED
Direction is routinely provided by the Director of Administrative Services; however,
assignments may be received from the City Manager. May provide supervision to
assigned staff or volunteers and provide administrative oversight to contractors.
ESSENTIAL JOB FUNCTIONS
• Conducts research and analysis of operational issues, including data collection,
financial analysis, legislative analysis, and procedural review, including working
with confidential information related to employee relations, workers'
compensation, payroll and benefits
• Conducts internal and external financial and operational -audits
• Develops and monitors internal control procedures for various - departments
• Monitors contract and licensing compliance
• Prepares comprehensive reports and presentation materials for City Council,
agency boards, and other public meetings, including recommendations based on
analysis of gathered data
• Drafts resolutions, ordinances, contracts, leases, agreements and other related
documents for assigned projects and areas of responsibility
May assist in negotiation of contracts; employee negotiations; form and
database design; development of procedures and tracking systems as necessary
related to assigned projects and programs
Administers grants and compliance to financial reporting requirements

• May write or assist in grant writing; serves as liaison with community groups,
private businesses and organizations, governmental agencies, and similar

• Receives and responds to complaints, questions, and requests for information
from the public and others related to assigned programs
• May supervise support staff and volunteers
QUALIFICATIONS
Experience /Education /Training:
Sufficient experience, education and training in the management of complex public
organizations to perform the duties of Management Analyst. A typical way of obtaining
the required qualifications is to possess the equivalent of a Bachelor's Degree in Public
or Business Administration or a closely related field from an accredited college or
university and two years of increasingly responsible experience involving financial and
program analysis, including the preparation of reports in a municipality.
Knowledge of:
• Codes, regulations, ordinances and laws affecting City policies, financial
activities and liability issues
• Principles, practices and methods of program management, accounting,
auditing, financial management, record keeping, capital budgeting, data
processing standards, budget preparation and administration, and financial
projection
• Accounting and auditing standards, procedures and regulations
• Legislative process
• Public relations and education techniques and methodology
• Principles and techniques of data collection, statistical analysis, and report
preparation
• Human Resources, Payroll, and Risk Management
Skill to:
• Type at a minimum rate of 50 net words per minute
• Utilize computer software programs

analysis using a computer keyboard. Additionally, the position requires near vision in
reading reports and using a computer; hearing and speaking is required when
interacting with the public and others. The incumbent often juggles multiple projects,
works under the pressure of deadlines and works around office noise and interruptions.
