A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING AND APPROVING
AMENDMENT NO. 2 TO THE AGREEMENT WITH
BRELJE & RACE ENGINEERS FOR CONSTRUCTION PHASE SERVICES FOR THE
ROHNERT PARK BOOSTER PUMP STATION IMPROVEMENTS PROJECT
PROJECT NO. 2003-12
WHEREAS, the City of Rohnert City entered into an agreement with Brelje & Race
Engineers ( "Consultant'') for design and construction of improvements services dated November
8, 2005, through Resolution No. 2005 -329; and
WHEREAS, the City identified desired changes to the project scope and authorized and
approved Amendment No. I to the Agreement on November 14, 2006, through Resolution No.
2006 -260; and
WHEREAS, the City now requires additional professional services from the Consultant
to perform construction management and inspection services.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Rohnert
Park that it does hereby authorize and approve Amendment No. 2 to the agreement with Brelje &
Race Engineers for construction phase services for the Booster Pump Station Improvements
Project No. 2003 -12 for an amount not to exceed $63,330.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed
to execute this amendment in substantially similar forn to the attached amendment for and on
behalf of the City of Rohnert Park.

THIS AMENDMENT is made and entered into as of the 22nd of May, 2007, by and
between the City of Rohnert Park (hereinafter referred to as the "City") and Brelje & Race
Engineering (hereinafter referred to as the "Consultant ").
WHEREAS, the City entered into an agreement with Consultant, dated November 8,
2005, for design and construction of improvements services; and
WHEREAS, the City identified desired changes to the project scope and authorized
and approved Amendment No. 1 to the Agreement on November 14, 2006; and
WHEREAS, the City has requested additional professional services from the
Consultant to perform construction management and inspection services.
NOW THEREFORE, the City and the Consultant for the considerations hereinafter
set forth, mutually agree as follows:
Consultant shall perform those services as described in the Scope of Engineering Services for
Construction Management, dated April 20, 2007, and attached as Exhibit "A" and the
Preliminary Task and Work Hour Estimate, dated April 20, 2007, and attached as Exhibit
"B" within the time frames stated therein and for an amount not -to- exceed $63,330.
IN WITNESS WHEREOF, the parties hereto have caused this Amendment to be
executed as of the day and year first above written.

SCOPE ENGINEERING SERVICES
FOR
.CONSTRUCTION MANAGEMENT
April 20, 2007
INTRODUCTION
The City of Rohnert Park completed a Water Model Study Report in 2004 that
recommended improvements to the City's seven (7) booster pumping stations which are
located at the City's water storage tank facilities_
In November 2005, the City retained Brelje & Race to perform preliminary site reviews
and need assessments at each site, inventory and identify existing facilities, recommend
improvements, review findings and recommendations with City staff, and prepare the
improvement plans and a contract book for the improvements that City staff determined
should be implemented. The project will be advertised for bid soon and construction is
expected to begin early this summer_
This Scope of Engineering Services is for Construction Management Services for the
Booster Pump Stations Improvement Project and includes bidding assistance services,
services during construction and post construction services_ Improvements will take
place at all seven (7) booster pump station sites and at the central control computer at the
City corporation yard. The contractor will be required to limit shut downs and
improvement work to a maximum of two (2) booster pump station sites that are in
different City water pressure zones at one time and to complete all work within 150
calendar days.

SCOPE OF ENGINEERING SERVICES
Brelje & Race would perform the following tasks for this project.
Task 1 - Bidding Assistance Services
I . Distribute bid documents
2. Review and respond to bidder questions and requests for information
3. _ Conduct pre - construction meeting and lead tour of sites
'4. Prepare and distribute addenda, as needed
5. Attend bid opening and tabulate bids
6. . Review bids and check bidder references
7. Recommend award
Task 2 — Services During Construction
8. Monitor and update construction schedule and progress
9. Attend construction meetings (assumed to be held b17 weekly)
10. Prepare daily construction reports
11. Log, review and process shop drawings
12.Observe construction (assumed to average 4 hours /day)
13. Log, review, process and respond to requests for information
14. Assist Contractor with programming issues
15. Log, review and process change order requests
16. Review and process progress payment requests
17. Observe start up and testing
Task 3 — Post Construction Services
18. Assist with final acceptance and closeout of project
19. Prepare record drawings
20. Review Operation and Maintenance Manuals
The performance and completion of all tasks would be subject to the review, direction
and approval of City staff.

PROJECT PERSONNEL
PIDject construction management services will be led by Brelje & Race with assistance
with .WHK Engineering. The team of Brelje & Race and WHK Engineering performed
the preliminary site reviews and needs assessment, inventoried and identified. existing
facilities, recommended improvements, reviewed findings and recommendations with
City staff, and prepared the improvement plans and a contract book for the improvements
that City staff determined should be implemented.
The personnel who will be involved in construction management services are Tom Yoko(
and Rich UlTommaso from Brelje & Race and Ray Wong from WHK Engineering, all of
whom. have been involved in the development of the project and in the preparation. of the
improvement plans_ Additionally, it is possible that Charlie Fisher; an engineer who has
over 40 years .of construction experience, will also be.involved. Mr. Fisher has been with
Brelje &Race for 30 years. More information regarding Mr_ Fisher's experience will be
provided upon request_
ESTIMATED FEE
The work within this scope of engineering services is proposed to be completed on a time
and material basis in accordance with our current rate schedule, a copy of which is
attached. For the construction management services included in this scope of services, a
total amount of $63,000 has been estimated_ A preliminary task and work hour estimate,
which is the basis for this estimate, is attached_
