Present: Pam Stafford, Mayor Joseph T. Callinan, Vice Mayor Amy O. Motion carried unanimously 5 -0 vote. B. Rohnert Park District Resolutions for Adoption: 1. 2013 -001 Granting Quit Claim Deed from Rohnert Park District to City of Rohnert Park, Corporation Yard Property, APN 143 - 051 -044 C. City Council Resolutions for Adoption: 1. 2013 -086 Accepting Quit Claim Deed from Rohnert Park District, Corporation Yard Property, APN 143 -051 -044 ACTION: Moved /seconded (Callinan/Mackenzie) to adopt Rohnert Park District Resolution 2013 -001 and Rohnert Park City Council Resolution 2013 -086. Motion carried unanimously by a 5 -0 vote. 6. 2013 -091 Authorizing and Approving a Financing Agreement with Exchange Bank for a Five -year Term for the Purchase of Exercise Equipment for the Callinan Sports & Fitness Center ACTION: Moved /seconded (Callinan/Belforte) to adopt Resolution 2013 -091. Motion carried unanimously by a 5 -0 vote. D. Approval of the Foxtail Golf Course Draft Performance Measurement Criteria and Monitoring Plan Disclosure of potential conflict on Item 5.D: Council Members Ahanotu and Belforte, Vice Mayor Callinan, and Mayor Stafford announced they have a potential conflict of interest because they reside within 500 feet of the golf course. Pursuant to the rule of necessity to establish a quorum, there was a random selection process September 13, 2011 where Belforte and Stafford were selected to participate. ACTION: Moved /seconded (Mackenzie /Belforte) to approve the Performance Measurement Criteria and Monitoring Plan. Motion carried unanimously by a 3 -0 vote (Did not vote: Ahanotu, Callinan). REVIEW OF PROPOSED CITY BUDGET FOR FISCAL YEAR 2013 -14 Accounting Supervisor Kwong and Finance Director Orme presented the item. Recommended Action(s): direction to staff to finalize the proposed city budget FY 2013- 2014 for City Council adoption at its regularly scheduled meeting of June 25, 2013. ACTION: By consensus City Council directed staff to finalize the proposed city budget FY 2013 -2014 as submitted and prepare a resolution to declare a fiscal emergency for City Council consideration. 7. FORMATION OF A CITY COUNCIL DEVELOPMENT AGREEMENT AD HOC COMMITTEE AND MAYOR'S APPOINTMENTS TO THE COMMITTEE Mayor Stafford presented the item. Recommended Action(s): discuss and consider formation of a Development Agreement Ad Hoc Committee for a limited term. ACTION: By consensus City Council supported the Mayor's creation of a Development Agreement Ad Hoc Committee for a one -year term. ACTION: Mayor Stafford appointed Vice Mayor Callinan and herself. 8. NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PHASE II STORMWATER PERMIT Management Analyst Tacata and Deputy City Engineer Barnes presented the item. Recommended Action(s): Consider staff report and direct staff to submit a letter notifying the North Coast Regional Water Quality Control Board ( "Regional Board ") of the City of Rohnert Park's intent to participate in the Phase I Permit of the Co- Permittees of City of Santa Rosa, County of Sonoma, and Sonoma County Water Agency. Callinan stepped away from dais 7:30 pm returned 7:31 pm ACTION: By consensus, City Council authorized staff to submit a letter of intent to the North Coast Regional Water Quality Control Board of the City's intent to participate in the Phase 1 Permit of the Co- Permittees. 9. SONOMA CLEAN POWER City Manager Gonzalez presented the item. Recommended Action(s): Discuss and provide direction. Public Comment in support of moving forward: John Haig, resident and Chairman of Solar Sonoma County, and Ann Hancock, Climate Protection Campaign. ACTION: Moved by Council Member Mackenzie to direct staff to bring this item back June 25 to adopt a resolution to join the JPA and introduce an ordinance that establishes the ability of Rohnert Park citizens to become participants of the Community Choice Aggregation Program. Motion died due to a lack of a second. Motion died due to lack of a second. ACTION: Moved /seconded (Belforte /Ahanotu) to direct staff to vet the item and bring it back at a future date for Council consideration. Motion carried by a 3 -2 vote (No: Mackenzie, Callinan). 10. PUBLIC HEARING: (Noticed May 31 and June 7, 2013) WEED ABATEMENT PROTEST HEARING Fire Marshal Adam presented the item. Recommended Action(s): conduct the required protest hearing and adopt the resolution finding no defensible protests and ordering the abatement of the noticed lots or properties. Public Hearing Opened 7:53 pm Public Hearing Closed 7:53 pm ACTION: Moved /seconded (Belforte /Mackenzie) to adopt resolution 2013 -092 Ordering the City Manager to Abate Weeds Constituting a Nuisance within the City. Motion carried unanimously by a 5 -0 vote. 11. GOLD RIDGE SCHOOL SITE Immediately following the announcement of Item 11, Vice Mayor Callinan announced he would be recusing himself from the dais due to a conflict of interest which arises because he owns property within 500 feet of the Gold Ridge site. Callinan left the meeting. Mackenzie stepped away from dais 7:55 pm and returned 7:58 pin. Director of Public Works and Community Services McArthur and Community Services Supervisor Herman presented the item. Recommended Action(s): Provide direction on the long -term use of the facilities and grounds at the former Gold Ridge School site. ACTION: By consensus, City Council directed staff to reach out to the community regarding Alternative 2: Operate programs in the multi -use building and leave the portable and administration buildings closed (current model); Alternative 3: Operate programs in the multi -use building and demolish the portable and administration buildings; and Alternative 4: Operate as a comprehensive recreation center by continuing to utilize the multi -use room for program operations, lease the administration and portable buildings, and report back to City Council. STANDING COMMITTEE / LIAISON REPORTS A. Liaison Reports 1. Sonoma County Library JPA Review Advisory Committee, 5/31 Council Member Ahanotu reported the consensus of the Committee is to have each council nominate a representative to serve on the Library Commission and that the County Library Advisory Board should have representation also. Ahanotu will continue to report as these issues are worked through. 2. Sonoma County Transportation Authority and Regional Climate Protection Authority, 6/10 Council Member Mackenzie reported receiving the Sonoma County Clean Power presentation. The Greenhouse Gas Reduction Implementation Plan has been renamed Climate Action 2020. The Regional Climate Protection Authority Board has a workshop scheduled August 29, 2013. B. Other Reports Council Member Belforte reported on a Golden Gate Bridge toll billing issue and that the bolts are good on the Bridge. Mayor Stafford reported Mary's Pizza in Rohnert Park was recognized by various entities for the company's success; on her tour of SoCo Nexus (Sonoma Mountain Business Cluster); and Women in Business received a defensive tactics demonstration by Rohnert Park's Public Safety Department. Council Member Ahanotu reported the Cotati / Rohnert Park Library Advisory Board is looking for community members to serve on the board; on the Bike Rodeo held Saturday; and the Farmers' Market is open Fridays. Council Member Mackenzie reported the library opened 10 years ago tomorrow and they will be holding a special event from 5 pm to 7 pm June 12, 2013. 13. COMMUNICATIONS 14. MATTERS FROM /FOR COUNCIL Council Member Callinan brought forward a concern from a resident on the north golf course regarding issues created by the natural habitat and requested the Golf Course Committee address the issue. 15. PUBLIC COMMENTS None. 16. CLOSED SESSION A.
