A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING
AMENDMENT 4 TO TASK ORDER 2004 -10 WITH WINZLER & KELLY
FOR
FINALIZATION OF THE CITY'S 2005 URBAN WATER MANAGEMENT PLAN
WHEREAS, the City is required by California Water Code Division 6, Part 2.6, Sections
10610 through 10657 to prepare and adopt an Urban Water Management Plan (UWMP) every 5
years; and
WHEREAS, the City has worked with the Sonoma County Water Agency (Agency) and
its consultants for approximately 2 years to develop the UWMP; and
WHEREAS, both the City and Agency agree that the analysis and description required to
complete the UWMP is best completed by the City Engineer and his designees because it relates
to the City's local supplies and management strategies; and
WHEREAS, Winzler & Kelly is most familiar with the City's water supply systems
because of its work on the Citywide Water Supply Assessment;
NOW, THEREFORE, be it resolved by the City Council of the City of Rohnert Park that
it does hereby authorize and approve Amendment No. 4 to Task Order No. 2004 -10 with Winzler
& Kelly Consulting Engineers to include finalization of the 2005 Urban Water Management Plan
for an amount not to exceed $25,000.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed
to execute documents pertaining to same for and on behalf of the City of Rohnert Park.

AUTHORIZATION OF ADDITIONAL ENGINEERING SERVICES
TO FINALIZE 2005 URBAN WATER MANAGEMENT PLAN (UWMP)
SECTION 1— PURPOSE
The purpose of this amended Task Order is to authorize and direct Winzler & Kelly to
proceed with the work specified in Section 2 below in accordance with the provisions of the
MASTER AGREEMENT between the City of Rohnert Park ( "City ") and Winzler & Kelly
( "Consultant ") dated June 27, 2006.
SECTION 2 — SCOPE OF WORK
The additional items authorized by this Task Order are presented in Attachment "N'—
Scope of Services.
SECTION 3 — COMPENSATION AND PAYMENT
Compensation shall be as provided in the AGREEMENT between the parties hereto
referenced in SECTION I above. The additional cost for the additional services as set forth in
SECTION 2 shall be actual costs (time and materials) based on Consultants' standard labor
charges in accordance with the provisions of the AGREEMENT and as shown in Attachment
"B" for an amount not -to- exceed $25,000.
SECTION 4 — TIME OF PERFORMANCE
The work described in SECTION 2 shall be completed during Fiscal Year 2006/07 or as
extended by the City Manager.
SECTION 5 -- ITEMS AND CONDITIONS
All items and conditions contained in the AGREEMENT for professional services
between City and Consultant are incorporated by reference.

SCOPE OF SERVICES
FINALIZE THE 2005 URBAN WATER MANAGEMENT PLAN
1. General Description and Background
California Water Code Section Division 6, Part 2.6, Sections 10610 through 10657 (the Urban
Water Management Planning Act) requires that all public water suppliers with more than 3,000
service connections prepare an Urban Water Management Plan (UWMP) every 5 years.
Historically the City has worked with the Sonoma County Water Agency to participate in the
preparation of a single document that covers all of the Agency's contractors. The Agency began
the UWMP preparation process in 2004 and hired a consultant to prepare an individualized
document for each of its contractors. Over the course of the past 2 years, it has become clear that
because of the complexity of the City's supply sources (which include groundwater and recycled
water in addition to Agency supply); it would be efficient for the City to utilize the Agency's
initial draft document in order to independently complete its UWMP. The City will continue to
coordinate with Agency staff, its consultants and other contractors on a coordinated presentation
of the Agency's water supply.
2. Project Tasks
Task I Prepare Administrative Draft of the UWMP
Using the MS Word files provided by the Agency and working from both the Citywide Water
Supply Assessment and supplemental demand information developed by the Agency, Consultant
shall prepare an administrative draft of the UWMP for review by City staff and the City
Attorney.
The administrative draft will be delivered as an MS Word file to facilitate review.
Task 2 Finalize the UWMP
The Consultant will finalize the UWMP based on comments received from City staff and the
City Attorney. The budget includes an allowance for preparing graphics and preparing an Urban
Water Shortage Contingency Plan to implement the provisions of Municipal Code Section 13.66.
If the City is able to secure either graphic files or a draft of the Urban Water Shortage
Contingency Plan from the Agency, the Consultant's level of effort will be reduced accordingly.
Fifteen hard copies, one copy ready original and one CD of the Final UWMP and will be
delivered to the City.
Task 3 Assist with Adoption
The Consultant shall assist the City with the adoption process including, assisting in coordination
with other agencies, responding to comments received end preparing for and attending the
required public hearing.
Consultant share prepare an MS Powerpoint presentation for City's use.
