RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING A NEGATIVE DECLARATION FOR THE PROPOSED THIRD
AMENDMENT TO THE REDEVELOPMENT PLAN FOR THE ROHNERT PARK
REDEVELOPMENT PROJECT
WHEREAS, the Community Development Commission of the City of Rohnert Park (the
"CDC ") has proposed an Third Amendment (the "Amendment" ) to the Redevelopment Plan for
the Rohnert Park Redevelopment Project (the "Project ") which would increase the limit on the
amount of bonded indebtedness which may be outstanding at any one time; and
WHEREAS, an initial study has been made to determine whether the proposed
Amendment will have a significant effect on the environment; and
WHEREAS, based on the results of the initial study, a Negative Declaration has been
prepared and submitted to and considered by the CDC and City Council in connection with the
proposed adoption by the City Council of an ordinance adopting the Amendment; and
WHEREAS, the CDC has reviewed,, considered and determined that the Negative
Declaration complies with the requirements of the California Environmental Quality Act (Public
Resources Code Section 21000 et seq.), the Guidelines for Implementation of the California
Environmental Quality Act (14 Cal. Code Regs. Section 15000 et seq., hereinafter the "State
CEQA Guidelines ") and local procedures adopted by the CDC pursuant thereto; and
WHEREAS, on November 14, 2006, the CDC and the City Council held a joint public
hearing on the proposed Amendment, including the Negative Declaration, and the CDC and City
Council considered all comments and testimony received pertaining thereto;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROHNERT
PARK DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. The City Council has reviewed and considered the information contained
in the Negative Declaration and hereby approves the Negative Declaration.
Section 2. Based upon the Negative Declaration and comments and testimony
received pertaining thereto, the City Council hereby finds and determines that the proposed
Amendment will not have a significant effect on the environment. The City Council further
finds and determines that the Negative Declaration does not contain any evidence that the project
(the Amendment) will have any potential adverse effect on wildlife resources.

Section 3. Upon approval and adoption of the Amendment by the City Council, the
City Clerk, in cooperation with the Secretary of the CDC, is authorized and directed to file a
Notice of Determination with the County Clerk of the County of Sonoma, pursuant to the
provisions of Public Resources Code Section 21152 and Section 15075 of the State CEQA
Guidelines, together with the Certificate of Fee Exemption as required pursuant to Title 14,
California Code of Regulations, Section 753.5(c).
