2006/11/14 City Council Resolution (4)RESOLUTION NO. 2006- 260 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING AND APPROVING AMENDMENT 1 TO THE AGREEMENT WITH BRELJE AND RACE ENGINEERS FOR ENGINEERING SERVICES FOR TANK BOOSTER STATION IMPROVEMENTS PROJECT WHEREAS, the City completed the Water Model Study in September 2004; and WHEREAS, the Water Model Study recommended tank booster pump improvements to maintain adequate water system service, and WHEREAS, Brelje and Race Consulting Engineers have extensive water system design engineering expertise and are familiar with the Rohnert Park water system, and WHEREAS, the city authorized and agreement with Brelje and Race Consulting Engineers to design improvements to the City's Booster Pump Stations, and WHEREAS, the scope of the project changed to include additional necessary features. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that the attached agreement with Brelje & Race Engineers for the Tank Booster Pump Improvements Project for an amount not to exceed $46,000 is authorized and approved. BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to execute documents pertaining same for and on behalf of the City of Rohnert Park including changes up to 10% of the revised contract value. ATTEST: City Clerk CITY OF ROHNERT PARK Mayor BREEZE: AYE FLORES: AYE MACKENZIE: AYE VIDAK- MARTINEZ: AYE SMITE_] AYES: (5) NOES: (0) ABSENT: (0) ABSTAIN: (0) CITY OF ROHNERT PARK Proposed Amendment to Agreement for Services for Booster Tank Upgrades Project No. 2003 -12 The Agreement for Services between the City of Rohnert Park and Brelje & Race for the Booster Tank Upgrades Project, dated November 8, 2005, includes multiple tasks including performing a Needs Assessment, preparation of 50 %, 90% and final construction documents, bidding assistance, and engineering services during construction. Task 1, the Needs Assessment and attendance at a subsequent meeting to discuss /confirm the direction and scope of the design effort prior to commencement of other tasks, has been completed. During the meeting City staff identified desired changes to the project scope that will require engineering services not in the original scope- Those additional services required by the revised project scope are as follows: Additional Services ffaAs 2 t txoughA6 1. Design services associated with modification of the booster pump station at Tank No. L 2. Design services associated with replacement of pressure reducing valves, with new larger units, and associated piping at Tank Sites 6 and 7. 3. Perform additional research and site investigations at each tank and booster pump site due to lack of record information on the locations of existing utilities. 4. Perform additional investigations and design services associated with the replacement of the level sensing device in all tanks_ It has been determined that the type of device varies throughout the system and will require individual assessments and design solutions. 5. Research and investigate whether reusing the existing booster pumps and motors at Tank Nos. 3 and 4 is compatible with replacement of the existing fluid drives with VFD drives. New Task 7 1. Provide SCADA system check -out, trouble - shooting and start - -up services. 2. Update SCADA system graphics layout at the central host station to eliminate currently erroneous graphics and add to or provide new graphics to reflect booster tank upgrades. Also, in order to respond to staff questions regarding the adequacy of the existing generators at Tank Nos. 6 and 7 and requests for tank upgrades at other sites the manhours expended to complete the Needs Assessment (Task 1) exceeded the original estimate. These items were not included in the original scope of engineering services - The requested increase to the not -to- exceed compensation amount also addresses this issue. The additional services described in this amendment would be performed on a time and material basis in accordance with the terms set forth in the Agreement for Services. The requested adjustment to the not -to- exceed compensation amount is $46,000, from $85,000 to $131,000. A Revised Cost Tabulation and associated Estimated Hours Summary are provided herewith -n the same format as submitted with the original proposal. The compensation adjustment breaks down as follows: approximately $3,000 for Task 1 services; additional civil and electrical services estimated at $22,000 for Tasks 2 through 6 (items 1 — 5 above); and $21,000 for Task 7 (new).
