REGULAR MEETING - CALL TO ORDER/ROLL CALL
Mayor Stafford called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on July 18, 2013.
Present: Pam Stafford, Mayor

Absent: Gina Belforte, Council Member
Staff present: City Manager Gonzalez, City Attorney Kenyon, City Clerk Buergler,
Development Services Manager Ponton, Finance Director Orme, Director of Public
Works and Community Services McArthur, Director of Public Safety Masterson,
Technical Services Division Manager Mazzanti, and General Services Supervisor Kelly.
2. PLEDGE OF ALLEGIANCE

3. PUBLIC COMMENTS
Sherrie Klingbail expressed concern regarding the Holly Manor evictions.
Mac McCaffry spoke regarding water conservation and those that do not have water
meters do not have the ability to measure water use.
Joseph Mesenbrink expressed concern regarding speeding on Circle Drive and requested
installation of speed bumps and expressed concern regarding vehicles being parked in
bike lane on Camino Colegio and requested the curbs be painted red.

ACTION: Staff will investigate the traffic issues on Circle Drive and Camino Colegio
and report back to Council.

4. 2013 -112 Authorizing and Approving the First Amendment to the Antenna
Site License Agreement with New Cingular Wireless PCS, LLC, for

a Telecommunication Tower Located at Northern Fire Station, 5200

ACTION: Moved /seconded (Callinan /Mackenzie) to approve resolutions 2013 -111
and 2013 -112. Motion carried unanimously 4 -0 -1 vote (Belforte Absent).
City Council directed staff to agendize using some of the lease revenue to
cover the expense ($2,600) of opening the M Pool.
5. REVIEW OF THE PRELIMINARY LAND USE PLAN FOR THE UNIVERSITY
DISTRICT SPECIFIC PLAN AMENDMENT
Development Services Manager Ponton presented the item. Kevin Pohlson, Brookfield
Homes, the applicant, presented the plan. Recommended Action(s): Review the
Preliminary Land Use Plan for the University District Specific Plan Amendment and
provide any comments to staff and applicant.
ACTION: The plan amendment will be agendized at a future meeting.
Mackenzie stepped away from dais 6:32 pm and returned 6:33 pm.
6. INTERIM URGENCY TAXICAB MORATORIUM ORDINANCE
Director of Public Safety Masterson presented the item. Recommended Action(s): adopt
an interim urgency ordinance to impose a moratorium on the issuance of any new taxi
permits or driver permits pending the conclusion of the City's study.
ACTION: Moved /seconded (Callinan/Ahanotu) to waive full reading and introduce
by title only Ordinance 855 Establishing a Temporary Moratorium on and
Prohibiting the Issuance of Permits or Other Entitlements for Vehicles for
Hire — Including Taxicabs and Other Public Transportation Vehicles —
and /or Drivers Permits to Operate Such Vehicles Pending the Review and
Possible Amendment of the City's Existing Regulations Governing Such
Businesses and Activities, to Become Effective Immediately.

7. LANDSCAPE SERVICE ALTERNATIVES FOR CITY FACILITIES AND
PROPERTIES
Director of Public Works and Community Services McArthur and General Services
Supervisor Kelly presented the item. Recommended Action(s): provide direction on
future landscape service delivery alternatives for City parks, streetscape, pathways, and
public facilities.
ACTION: City Council directed staff to move forward with alternative 1, 2, and 3
and to bring back more information including costs of outsourcing

landscape services for the entire City and the feasibility of converting high
intensity landscape areas to low intensity.

INTERIM URGENCY ORDINANCE ESTABLISHING TEMPORARY
MORATORIUMS ON SPECIFIED LAND USES
Development Services Manager Ponton presented the item. Recommended Action(s):
discuss and direct staff to draft interim urgency ordinances to place a temporary forty -
five (45) day moratorium on the issuance of permits or entitlements for the establishment
or operation of adult entertainment businesses, massage establishments, check cashing
establishments, pawn shops, cyber cafes, and electronic message centers. Further, direct
staff to return with the interim urgency ordinances as soon as possible for City Council
consideration and adoption.

9. CONTINUATION OF CURRENT SALES TAX BALLOT MEASURE
City Manager Gonzalez presented the item. Recommended Action(s): Adopt a resolution
Calling an Election to ask the Voters of the City of Rohnert Park to Approve the
Continuation of an Existing General Transactions and Use Tax of One -half Cent; (2)
Approving the Form of the Ordinance to be Submitted to the Voters; (3) Requesting that
City of Rohnert Park Joint Regular Meeting Minutes July 23, 2013
for City Council/Rohnert Park Financing Authority /Successor Agency Page 6 of 7
the board of supervisors of the county of Sonoma consolidate the election with the
Established Election to be Held on November 5, 2013; and (4) Directing the County
Elections Department to Conduct the Election on the City's Behalf.
ACTION: Moved /seconded (Mackenzie /Callinan) to adopt Resolution 2013 -114.
Motion carried unanimously by a 4 -0 -1 roll call vote (Belforte Absent).
10. DISCUSSION OF THE PAPERLESS AGENDA PILOT PROGRAM
City Manager Gonzalez and City Clerk Buergler presented the item. Recommended
Action(s): Review program and consider granting an extension through September 2013.
ACTION: Council directed staff to extend the pilot program through September 2013
and allow other Council Members to participate in the pilot program.
11. STANDING COMMITTEE /LIAISON REPORTS
A. Standing Committee Reports
1. Economic Development, 7/15 (Stafford /Ahanotu)
Mayor Stafford reported the committee discussed goals and vacancy rate.
2. Education, 7/16 (Stafford /Callinan)
Vice Mayor Callinan reported the committee evaluated the City's Alcohol
Offense /Loud Parties ordinance and is recommending changing the time allowed
between gatherings from 60 days to 120 days.
B. Liaison Reports
1. Chamber of Commerce, 7/16
Mayor Stafford reported the Chambers remains active.
2. Golf Course Oversight Committee, 7/15
Mayor Stafford reported the committee discussed conditions and performance
measures for the Golf Course and the committee membership.
Sonoma County Library JPA Review Advisory Committee, 7/22
Councilmember Ahanotu reported he will be asking the City Council to provide
direction regarding proposed updates to the JPA Library System governing
document at the August 13 meeting.
C. Other Reports
Council Member Mackenzie reported that he and Council Member Ahanotu attended
the second Gold Ridge site community meeting.
