Present: Pam Stafford, Mayor Amy O. Ahanotu, Council Member Gina Belforte, Council Member Absent: Joseph T. Callinan, Vice Mayor Jake Mackenzie, Council Member Staff present: Assistant City Manager Jenkins, Assistant City Attorney Barnhill, City Clerk Buergler, Finance Director Orme, Director of Public Works and Community Services McArthur, Utility Services Supervisor Bracewell, Director of Public Safety Masterson, Technical Services Division Manager Mazzanti, Economic Development Manager Babonis, and Development Services Manager Ponton. 2. PLEDGE OF ALLEGIANCE Led by Cal Ripken League Baseball Under -9 Team. 3. DEDICATING A MOMENT OF SILENCE Mayor Stafford dedicated a moment of silence in memory of Dennis McCormack of the Sister Cities Relations Committee. 4. PRESENTATIONS A. Mayor Stafford read and presented a Proclamation recognizing the Cal Ripken League Baseball Under -9 Team, winners of the Pacific Southwest Regionals Championship. Sister Cities Relations Committee- Student Ambassador to Hashimoto Emily Wood and Masakazu Shizuka, Hashimoto's student ambassador to Rohnert Park, introduced themselves and briefly reported on their experiences. They will be at the Farmers' Market Friday, August 16, 2013, at the Sister Cities Committee booth. 5. DEPARTMENT HEAD BRIEFING A. Budget FY 2012/2013 4th Quarter Update 1. Financial Update - Budget Revenue and Expenditure Report Director of Finance Orme provided the update. 2. Strategic Plan - Implementation Action Plan Update Director of Public Safety Masterson provided the update. B. Department of Public Works and Community Services: Department of Public Safety Roof Replacement Project Update. Director of Public Works and Community Services McArthur and Utility Services Supervisor Bracewell provided the update. 6. PUBLIC COMMENTS Technical Services Division Manager Mazzanti provided an update of the National Night Out held on August 6, 2013; next year's event will be August 5, 2014. Ray Arnold expressed concern regarding communications or the lack thereof from the SMART Train representatives. 7. CONSENT CALENDAR A. Approval of Minutes for: 1. Motion carried unanimously 3 -0 -2 vote (Callinan and Mackenzie Absent). C. City Council Resolutions for Adoption: 2. 2013 -116 Approving and Adopting the Memorandum of Agreement for Service Employees' International Union (SEIU) Local 1021 for the period July 1, 2013 through June 30, 2014 ACTION: Moved /seconded (Ahanotu /Belforte) to approve the Consent Calendar. Motion carried unanimously 3 -0 -2 vote (Callinan and Mackenzie Absent). 8. TRANSFER OF CERTAIN HOUSING ASSETS AND FUNCTIONS OF THE FORMER COMMUNITY DEVELOPMENT COMMISSION Economic Development Manager Babonis presented the item. John Haig, Sonoma County Community Development Commission Successor Agency Manager, was available to answer questions. Recommended Action(s): Consider Approving Letter of Intent by and between the Sonoma County Community Development Commission and the City of Rohnert Park for the Purpose of Continuing a Due Diligence Process and Negotiating Terms for the Transfer of Certain Housing Assets and functions of the Former Rohnert Park Community Development Commission ACTION: Moved /seconded (Belforte /Ahanotu) to adopt Resolution 2013 -119, to approve letter of intent by and between the Sonoma County Community Development Commission and the City of Rohnert Park for the Purpose of Continuing a Due Diligence Process and Negotiating Terms for the Transfer of Certain Housing Assets and functions of the Former Rohnert Park Community Development Commission. Motion carried unanimously by a 3 -0 -2 vote (Callinan and Mackenzie Absent). 9. BOARD / COMMISSION / COMMITTEE APPOINTMENT Mayor Stafford presented the item. Recommended Action(s): consideration of Mayor Stafford's nomination and appointment of the following candidates: Daniel A. Blanquie, Leah Conde, Matthew Weinstein, or Patricia M. Miller to fill one (1) vacancy on the Planning Commission with a term expiring December 31, 2014. ACTION: Mayor Stafford nominated Daniel A. Blanquie and Council Member Ahanotu supported, Council Member Belforte abstained (Callinan and Mackenzie Absent). Nomination passed; Blanquie was appointed to the vacant Planning Commission seat. LIBRARY JOINT POWERS AGREEMENT (JPA) REVIEW ADVISORY COMMITTEE PROPOSED GOVERNANCE Council Member Ahanotu presented the item. Recommended Action(s): provide direction to City Liaison regarding updates to the JPA Library System governing document. ACTION: By consensus, City Council supported Council Member Ahanotu moving forward with supporting the Sonoma County Library JPA Review Advisory Committee's recommended changes to the JPA. (Callinan and Mackenzie Absent) 11. URGENCY ORDINANCE /ORDINANCE FOR INTRODUCTION Director of Public Safety Masterson presented the items. Recommended Action(s): Consider Ordinance amending the regulations in Chapter 9.48 of the Rohnert Park Municipal Code governing loud parties to take effect immediately and waive full reading and introduce an Ordinance by reading title to amend the regulations in Chapter 9.48 of the Rohnert Park Municipal Code governing loud parties. Public Comment in Support of the Ordinance: Amy Miller, James Christmann, Jane Weill, and Kathleen Jones. Public Comment in Opposition of the Ordinance: Adam Rosenkranz, Mac Hart, Libby Dippel, and Ace Vindiola. ACTION: Moved /seconded (Ahanotu /Belforte) to waive full reading and adopt by title only Ordinance No. 862 Amending Chapter 9.48 (Alcohol Offenses /Loud Parties) of the Rohnert Park Municipal Code to Amend Provisions Relating to Penalties for Multiple Responses to Loud or Unruly Parties, Gatherings, or Similar Events and Declaring the Urgency thereof. Title read by Mayor Stafford. Motion carried unanimously by a 3 -0 -2 roll call vote (Callinan and Mackenzie Absent) ACTION: Moved /seconded (Belforte /Ahanotu) to waive the full reading and introduce by title only Ordinance No. 863 Amending Chapter 9.48 (Alcohol Offenses /Loud Parties) of the Rohnert Park Municipal Code to Amend Provisions Relating to Penalties for Multiple Responses to Loud or Unruly Parties, Gatherings, or Similar Events Title read by Mayor Stafford. STANDING COMMITTEE / LIAISON REPORTS A. Liaison Reports 1. Mayors & Councilmembers, 8/8 Council Member Ahanotu reported that the next meeting will be in Rohnert Park 2. October 10, 2013. Russian River Water Shed Meeting, 7/25 Mayor Stafford reported on a campaign to prevent the spread of invasive quagga and zebra mussels. B. Other Reports Council Member Belforte reported on the Sonoma County Health Action Committee. Mayor Stafford reported on the Pacific Islander Festival, SCAYD, and Copeland Creek Cleanup, Public Safety swearing in, National Night Out, and announced a photography art show at the library. 13.
