The Concurrent Meetings of the City of Rohnert Park for the City Council, the Community
Development Commission and the Rohnert Park Financing Authority met this date for a Regular
Meeting to commence at 6:00 p.m. at the Rohnert Park City Hall, 6750 Commerce Boulevard,
Rohnert Park, with Mayor Vidak - Martinez presiding.
REGULAR MEETING
Call to Order: Mayor Vidak- Martinez called the Regular Meeting to order at 6:04 p.m.
Roll Call: Breeze, Mackenzie, Smith, Stafford, Vidak- Martinez
Staff present for all or part of the Regular Meeting: City Manager Donley, City Attorney Kenyon,
Assistant City Manager Schwarz, Management Analyst Babonis, Public Safety Lieutenant Amato,
Building Official Bruck, Deputy City Clerk Griffin, and Videographer Beltz.
PLEDGE OF ALLEGIANCE:
Joseph Fontes, student from Marguerite Hahn Elementary School, led the Pledge of Allegiance.

1. SONOMA STATE UNIVERSITY (SSU) STUDENT REPORT:
Mayor Vidak- Martinez stated that Nicole Schossberg, SSU Associated Students, Inc. Legislative
Representative, was not present due to illness and will be providing a report at the City Council's
meeting on December 11 th.
2. CHAMBER OF COMMERCE PRESENTATIONS:
Presentation of Certificate of Appreciation by the Chamber of Commerce for Support for the
Sonoma Mountain Art & Wine Festival: Catharine Bramkamp stated that Paula Reinhold,
Chairperson for the Sonoma Mountain Art & Wine Festival, was not in attendance.
Rohnert Park Chamber of Commerce Quarterly Report by Catharine Bramkamp: Ms. Bramkamp
provided an oral update regarding new membership. She ANNOUNCED the Holiday Lights event
on December 1" from 6 -8 p.m. at the Community Library.
3. UNSCHEDULED PUBLIC APPEARANCES /COMMENTS:
A. Joy Carter expressed concerns about fighting and other unsafe, disruptive activities occurring in
Alicia Park.
B. Dawna Gallagher pointed out an error regarding adjournment in the October 23 City Council

Upon MOTION by Vice Mayor Mackenzie, seconded by Council Member Smith, and
UNANIMOUSLY APPROVED, reading was waived and the Consent Calendar, with the
exception of the City Council Portion of the Regular Concurrent Meetings Minutes of November
13, 2007, was ADOPTED.

Mayor - Vidak Martinez amended the "Adjournment" at the bottom of page seven to reflect that
Mayor Pro Tempore Mackenzie adjourned the City Council meeting. Upon MOTION by Mayor
Vidak- Martinez, seconded by Council Member Stafford, the City Council Portion of the Regular
Concurrent Meetings Minutes of November 13, 2007 was UNANIMOUSLY APPROVED AS
AMENDED.

5. LABOR AGREEMENTS AND OUTLINES:
Consideration of (1) Approving the Summary of Terms and Conditions of the Total Tentative
Agreements with the Rohnert Park Employees' Association (RPEA); Rohnert Park Public Safety
Officers' Association (RPPSOA), and the Service Employees International Union (S.E.I.U.) Local
1021; (2) Approving the Outline of Certain Conditions of Employment, Fringe Benefits and Salary
Adjustments for the Confidential Unit; and (3) Authorizing the City Attorney to Amend the City
Manager's Contract to Be Consistent with the Outline of Benefits Provided to Management
Employees:
1. Staff Report: City Manager Donley reviewed the contents of the Staff Report and responded
to Council questions and comments. At the suggestion of Vice Mayor Mackenzie, Council
CONCURRED to schedule an open- session discussion regarding City Council
compensation and other benefits.
2. Public Comments: None.
3. Resolutions for Adoption:
2007 -201 Approving the Summary of Terms and Conditions of the Total Tentative

A MOTION was made by Vice Mayor Mackenzie, seconded by Council Member Smith, to
adopt in toto Resolution Nos. 2007 -201, 2007 -202, and 2007 -203. Under discussion, and FOR
THE RECORD, Council Member Breeze stated that she will be voting against the resolutions
due to this City Council and prior City Council's lack of significant progress in terms of
economic development over the last several years. Mayor Vidak- Martinez read a prepared
statement acknowledging staff's efforts in the negotiations and reviewing reasons for
supporting the resolutions. After Council discussion concluded, reading was waived for said
motion, which was APPROVED 4 -1 with Council Member Breeze dissenting, and Resolution
Nos. 2007 -201, 2007 -202, and 2007 -203 were thereby ADOPTED.
2. CHAMBER OF COMMERCE PRESENTATIONS: [Taken out of agenda order by Mayor

Presentation of Certificate of Appreciation by the Chamber of Commerce for Support for the
Sonoma Mountain Art & Wine Festival: Paula Reinhold, Chairperson of the Sonoma Mountain
Art & Wine Festival, and Linda Canterbury, Co- Chair, shared brief comments and PRESENTED
the City with a framed certificate of appreciation and a poster from the event. They
ANNOUNCED that the Second Annual Festival is scheduled for September 20, 2008.

A. Mike Martinez expressed concerns about fighting and other unsafe activities occurring in Alicia
Park, and he provided recommendations to address said problems
B. Joe Schiebold shared reasons in support of having the City Council work with the School
District to keep two schools, proposed for closure, open.
C. Melodic Mayo discussed the impact of school closures on the City and shared reasons in
support of having the City Council work with the School District on this matter.
D. John Borba expressed concerns about the City's labor agreements and shared comments on
economic development.
6. PARTY ORDINANCE UPDATE:
Evaluation of Public Safety Services Response to Large Parties Two Years Post Implementation of
Party Ordinance:
1. Staff Report: Public Safety Lieutenant Amato reviewed the contents of the Staff Report.
2. Public Comments:
Nate Johnson, Chief of Police at Sonoma State University, expressed campus support to
continue working with Rohnert Park Public Safety, and he indicated that a Landlord Tenant
Committee has been formed.
3. Council discussion/direction: City Council CONCURRED with staff's recommendation to
keep the ordinance in effect and to consider a stricter amendment if party calls increase
significantly.
7. 2007 BUILDING CODE ORDINANCE:
Consideration of Proposed Amendments to Rohnert Park Municipal Code Title 15, Adopting by
Reference the 2007 Edition of the California Building Standards Code, as Amended:
1. Staff Report: City Manager Donley reviewed the contents of the Staff Report.
2. PUBLIC HEARING: Mayor Vidak- Martinez opened the Public Hearing at 7:20 p.m. There
being no members of the public interested in commenting on this matter, Mayor Vidak-
Martinez closed the Public Hearing at 7:20 p.m.
3. Ordinance for Adoption:
No. 794 Adopting the 2007 California Building Standards Code by Reference,
Repealing Section 15.36.010 and Chapters 15.12, 15.13, and 15.30, Amending
Section 15.04.010 and Chapters 15.08, 15.16, 15.20, and 15.24 of, and Adding
Section 15.04.020 to Title 15, "Buildings and Construction," of the Rohnert
Park Municipal Code

Upon MOTION by Council Member Smith, seconded by Council Member Breeze, and
UNANIMOUSLY APPROVED, reading was waived and Ordinance No. 794 was ADOPTED
BY ROLL CALL VOTE,
8. REFUSE FRANCHISE:
Consideration of a Non - binding Letter of Intent to Rohnert Park Disposal, Inc. to Amend the
Current Refuse Franchise Agreement:
1. Staff Report: Management Analyst Babonis reviewed the contents of the Staff Report.
2. Public Comments:
A. Dawna Gallagher expressed various concerns about the City's one -time increase in refuse
rates to fund the acquisition of new fleet vehicles.
B. Ernie Carpenter, Global Materials, shared comments on amending the "Projects
Funds /Garbage Fund" portion of the Letter of Intent.
3. Resolution for Adoption:
2007 -204 Authorizing and Directing the City Manages- to Execute and Deliver on Behalf
of the City of Rohnert Park a Non - binding Letter of Intent concerning
Proposed Amendment of the Franchise Agreement
A MOTION was made by Vice Mayor Mackenzie, seconded by Council Member Breeze, to
adopt Resolution 2007 -204. Under discussion, and FOR THE RECORD, Council Member
Smith stated that he will be voting against said resolution. He noted his service on the Solid
Waste Subcommittee, and he reiterated his preference for an open bidding process. After
Council discussion concluded, reading was waived for said motion, which was APPROVED
4 -1 with Council Member Smith dissenting, and Resolution 2007 -204 was thereby
ADOPTED.
9. COMMISSION / COMMITTEE / BOARD APPOINTMENTS:
1. Council Acceptance of Resignation by Bicycle Advisory Committee Member Earl Cruser with
Term to Expire December 31, 2008 — JM Nomination: Mayor Vidak- Martinez reviewed the
staff document per this matter.
Council discussion/direction/action: Council CONCURRED to direct staff (1) to send Mr.
Cruser a letter over the Mayor's signature thanking him for his service, and (2) to post a notice
for the opening of this position on the Bicycle Advisory Committee.
2. Review of Terms to Expire December 31, 2007, and Consideration of Sending Letter to
Current Members regarding Interest in Re- appointment: Mayor Vidak- Martinez reviewed the
Staff Report per this matter.
Council discussion/direction: Council CONCURRED to direct staff to send said letter to
current members regarding interest in re- appointment.

Council action: A MOTION was made by Council Member Smith, seconded by Mayor
Vidak- Martinez, to select Vice Mayor Mackenzie as Mayor and Council Member Stafford
as Vice Mayor for 2008. Said motion was UNANIMOUSLY APPROVED.

1. Santa Rosa Plain Conservation Strategy Implementation (California Tiger Salamander)
Committee meeting, 11/21: Vice Mayor Mackenzie provided a brief report.
2. Sonoma State University Subcommittee Tour of Green Music Center Construction Site, 11/27:
Vice Mayor Mackenzie and Council Member Smith provided a brief report and REQUESTED

Summary: The Sonoma County Community Development Commission ( SCCDC) is accepting applications for
HOME CHDO funds for the 2008 -09 program year. The HOME program is a federal program that provides annual
grants to support affordable housing activities that benefit low- and very-low income households. The SCCDC
allocates a portion of Sonoma County's HOME funding to be used by a Community Housing Development
Organization (CHDO). CHDCSR and Burbank Housing Development Corporation (BHDC) are working as
general partners on the Vida Nueva project. Because CHDCSR is qualified as a CHDO, the HOME CHDO
funding application will be submitted by CHDCSR for the Vida Nueva project.
CHDCSR will be submitting a 2008 -09 program year HOME CHDO funding application for $346,176 for the Vida
Nueva project. The project is a 24 -unit permanent supportive housing complex providing affordable housing and
supportive services located at 705 Rohnert Park Expressway West. Construction is underway and is scheduled to
be completed in August of 2008. The Vida Nueva project has received a total of $384,904 in HOME CHDO
funding. If CHDCSR is awarded the full amount they are requesting, the total HOME CHDO funds contribution
will be $731,080 for the Vida Nueva Project.
CHDCSR and BHDC will also he submitting a $600,000 funding request as co- applicants for Mental Health
Services Act (MHSA) project funds. The 2008 -09 HOME CHDO funding request serves as contingency funding in
the event that the MHSA funds being sought are not obtained.

Requested Council Action: Approve the attached resolution establishing a new classification of
Project Manager, job description and salary range, and authorize recruitment for three positions.
Summary:
At the Rohnert Park City Council work session on September 25, 2007, the Public Works
Director /City Engineer presented a work plan to address Engineering Division staffing levels needed
to carry out project commitments and priorities as previously approved by the Council this year. The
Council expressed its support for the work plan recommendation to recruit five new positions,
including two administrative positions and three project manager level positions.
As part of implementing the recruitment recommendation, the Engineering Division proposes a new
classification of Project Manager to provide project management expertise for successful delivery
of capital projects. The Project Manager would be supervised by the Deputy City Engineer.
A draft position description detailing duties and responsibilities is attached
Rationale for new classification
The proposed positions would be responsible for capital project delivery for general plan
implementation; maintenance and rehabilitation of existing infrastructure; and construction of assets
that support redevelopment.
Among public agencies in the geographic area surrounding Rohnert Park, there are few comparable
non - engineer project manager classifications. Most agencies utilize journey -level engineers for work
equivalent to that being contemplated for these proposed positions. Capital project delivery is
performed by civil engineers in the public works or engineering departments, who are directly
involved in the design and engineering of projects, or oversee internal staff or consultants for this
purpose. While this makes sense for most engineering projects, there are other types of projects —
buildings, park development, street maintenance, and community enhancement projects — that may
require neither an engineering license nor architectural certification to manage a project to
completion. For this reason, staff proposes that a project manager classification be created to allow
non - engineers to qualify and apply for this type of work in the City.
In addition, competition to recruit qualified professional engineers in the region continues to be steep
with many recruitments for engineers going unfilled. A non - engineer Project Manager classification
would open up the job to a broader base of qualified applicants. Staff believes that there may be
project managers who have extensive experience through construction and related industries who
would be qualified to fill one or more of the proposed project manager positions.
At this time one position would be advertised for recruitment focusing on Community Development
Commission projects such as the City Center Plaza, Community Center Campus Improvements,
Corridor Study projects, etc. Depending on the success of the recruitment for the first Project
Manager, future positions would be filled at either the Project Manager or Civil Engineer level. The
Personnel Officer (i.e. City Manager) will determine the timing of the recruitments.
Salary range
Staff proposes placing the Project Manager classification at the salary range of 90X, currently
$6078 - -$7388 monthly.
Compared externally (See Table 1), the proposed salary range is within +/ -5.6% of salaries of
journey -level engineer and project managers in Santa Rosa, Windsor, Petaluma, Sonoma County and
Napa. (Novato's and American Canyon's salaries for the comparable classifications are well below
the next comparable salary offered by Santa Rosa, and would not be competitive for in the recruiting
market.)
Compared internally, the salary range is 2.7% below the Civil Engineer classification (currently
vacant) and 22.2% below the Deputy City Engineer, which is a management position and the direct
supervisor of the proposed Project Manager. This salary range should provide both a competitive
salary offering in the recruitment market, while maintaining internal equity and grade differential for
currently filled positions.

Plans, organizes, coordinates and executes various capital projects and maintenance
programs for the City of Rohnert Park.
DISTINGUISHING CHARACTERISTICS
The Project Manager has the responsibility to administer and coordinate the design and
construction of complex projects through final construction and enforcing contract
compliance. The Project Manager works closely with various design and engineering
consultants, developers, builders, public agencies, and contractors to ensure that City
ordinances and standards are upheld and project schedules are met.
SUPERVISION RECEIVED/EXERCISED
General supervision is provided by the Engineering Division management staff.
Rusponsibilities include providing administrative oversight to contractors or consultants
and may include the direct and indirect supervision of technical and support services
positions.
ESSENTIAL DUTIES
• Plans, coordinates, and manages engineering and construction of infrastructure,
facilities, and maintenance projects; manages projects from program planning
through final acceptance of construction and warranty period.

City and Clinic, attached hereto and incorporated herein as Exhibit A ( "Agreement ").
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Rohnert Park that
it hereby authorizes and approves the Agreement, which grants the Clinic a one - year deferral of its
obligation to pay the development fees assessed on the Project;
BE IT FURTHER RESOLVED that the deferral of collection of the $11,158.87 in
development fees for a period of one year will allow the Clinic to continue to provide essential
healthcare services to low- income residents of the City of Rohnert Park; and

THIS AGREEMENT FOR DEFERRAL OF PAYMENT OF
DEVELOPMENT RELATED FEES ( "Agreement ") is dated as of December ,
2007 ( "Effective Date ") and entered into between- the City of Rohnert Park, a California
municipal corporation ( "City ") and tThe Jewish Community Free Clinic, a California
nonprofit corporation ( "Clinic ").
RECITALS
A. Clinic is pion =niii intends to perform renovation work ( "Project ") at 490 City
Center Drive, which is located on that certain real property located in the City of
Rohnert Park, California ( "Property "), as more particularly described on
Exhibit "A" attached and incorporated by reference into this Agreement.
B. In connection with the Project, Clinic is obligated to pay City certain fees ( "City
Fees "), as more particularly defined in this Agreement, which are usually assessed
by City in connection with the issuance of a building permit.
C. Clinic has requested that the City defer collection of the City Fees assessed in
connection with the Project.
D. City has agreed to defer payments of the City Fees in accordance with the terms
and conditions of this Agreement.
AGREEMENT
NOW, THEREFORE, for good and valuable consideration, receipt of which is
hereby acknowledged, the parties agree as set forth below.
1. Incorporation of Recitals. The foregoing recitals are incorporated by reference
into this Agreement, as though fully restated herein.
2. City Fees.
"City Fees" means the following fees assessed by the City in connection with the
Project:

The total amount of the City Fees is Eleven Thousand One Hundred Fifty -Eight

3. Deferral and Payment of City Fees.
Clinic may defer payment of the City Fees for no later than the first anniversary
of the Effective Date ( "Due Date "). In the event City does not receive payment of the
City Fees by the Due Date, Clinic will be deemed to be in default under this Agreement
and City shall be entitled to seek any and all remedies in accordance with Section 10
hereunder.
4. Payment of Development Fees.
Clinic, and its successors and assigns, hereby unconditionally promises and agrees
to pay City when due all development and impact fees on the Project, except for the City
Fees, which shall be paid by Clinic in accordance with Section 3 of this Agreement.
This Agreement does not, and shall not be construed to, modify the amount of City Fees
and other development and impact fees assessed on the Project.
5. No Joint Venture Relationship.
The relationship between City and Clinic is not that of a partnership or joint
venture. Clinic is not and shall not be construed to be the agent of the City for any
purposes in connection with this Agreement.
6. Entire Agreement.
This Agreement constitutes the entire Agreement between the parties.
7. Severability.
If any term, provision, covenant or condition of this Agreement is held by a court
of competent jurisdiction to be invalid, void or unenforceable, the remainder of the
provisions shall remain in full force and effect and shall in no way be affected, impaired
or invalidated.
8. Notices.
Notice is considered given either (1) when delivered in person to the recipient
named as below, or (2) two days after deposit in the United States mail in a sealed
envelope or container, either registered or certified mail, return receipt requested, postage

and postal charges prepaid, or (3) the next business day if sent by nationally recognized
courier service addressed by name and address to the party or person intended as follows:

9. Assignment.
Clinic shall have no right to assign its rights or obligations under this Agreement
without the written consent of City, which may be withheld in City's sole discretion.
10. Remedies
In addition to any other remedy provided by law or granted elsewhere under this
Agreement, the City may elect to seek in a court of appropriate jurisdiction such
injunctive orders as are necessary to secure performance by Clinic, and its successors and
assigns if any, of its commitments and obligations under this Agreement. In any such
action, the City shall, in addition to injunctive relief, be entitled to the full scope of
remedies afforded by law, including such damages as are allowed for breach of this
Agreement.
Clinic agrees to pay the following costs, expenses and attorneys' fees paid or
incurred by the City or adjudged by a Court: (a) all out -of- pocket costs and expenses, and
attorneys' fees paid or incurred in the drafting and negotiation of this Agreement;
(b) costs of suit and such sums the Court may adjudge as attorneys' fees in any action to
enforce payment of all or any amounts due under this Agreement; and (c) costs of suit
and such sum as the Court may adjudge as reasonable attorneys' fees in any other
litigation or controversy connected with the enforcement of this Agreement.
11. Headings Not Part of Agreement; Interpretation
The headings used in this Agreement are not part of the Agreement and will not
be considered in this interpretation. The words "include" and "including" shall in all
instances be interpreted as though followed by the words "without limitation." This
agreement shall be construed and enforced in accordance with the laws of the State of
California.

12. Modifications to Agreement
This Agreement may be modified or amended only by subsequent written
agreement signed by each of the parties to this Agreement. Minor modifications of this
Agreement may be signed by the City Manager, so long as the basic intent, scope and
intent are not materially altered.

Clinic and each person executing this Agreement on behalf of Clinic does hereby
covenant and warrant that (a) Clinic is duly organized and validly existing under the laws
of the State of California; (b) Clinic has and is duly qualified to do business in California;
(c) Clinic has full power and authority to enter into this Agreement and to perform all of
its obligations hereunder; and (d) each person (and all of the persons if more than one

SUBJECT: BUILDING FEES FOR JEWISH FREE CLINIC
BACKGROUND:
At the October 23, 2007 City Council meeting, Gerard Guidice, requested that the
Council consider. waiving the building. fees for the Jewish Free Clinic's tenant
improvements for their proposed location on City Center Drive. The cost of the' building
fees is approximately $4,500. One option i mentioned to the City Council at the meeting
was considering the use of Community Development Commission (CDC) funds to' pay
these fees. After researching the requirements tied to receiving CDC funds, I have
determined that it would be more costly for the Jewish Free Clinic to accept CDC funds.
The clinic is financially better off not accepting CDC funds primarily due to the State
Labor Code requiring the use of prevailing wages on all tenant improvement work.
A separate issue that needs to be brought to the attention of the City Council is the clinic
requires a conditional use permit to operate in a mixed -Use zoned area. This permit
requires approval by the Planning Commission, which is scheduled for the December
13, 2007 meeting.
ANALYSIS:
An alternative to using CDC funds is for the City to defer the building fees to a later date
(e.g., up to 12 months) when the Jewish Free Clinic's cash flow situation has improved.
This fee deferral would require findings of public benefit. Based on the clinic's mission
and after brief consultation with the Assistant City Attorney, 1 believe it is possible to
make these findings. Furthermore, 1 am recommending a fee deferral versus a fee
waiver due to the .fact the City will be paying an outside consultant to process the
building permit.
RECOMMENDATION:
I am requesting Council direction to prepare fee deferral authorization with necessary
public benefit findings for approval by the Council at a future meeting.

I am sure that you are aware of the recent recommendation of Barbara Vrankovich, superintendent of
schools for Cotati - Rohnert Park for the closure of two elementary schools, Gold Ridge Elementary and
La Fiesta Elementary. This recommendation is startling for the patents and students alike, but what is
more startling is the impact that these projected closures will have on our city.
Prospective buyers with families will be looking for communities that support education in an active
way. The closure of elementary schools will not provide a supportive environment that families are
looking for. If I were in the position to buy a home at this time, I would be looking at communities with
proactive school boards and programs within the schools. Cities such as Sonoma, Petaluma, Santa Rosa,
and Windsor all have schools with different arrays of educational programs for their schools. These
include immersion schools, arts and science based education, and small school size. Cotati - Rohnert
Park has only Tech High, with few supporting programs at the middle and elementary schools. I would
think twice about buying in a community that cannot keep schools open along with many other parents.
Rohnert Park will not look very good to potential buyers.
The city of Rohnert Park has a master plan that includes each neighborhood build around an elementary
school. This began to change with the closure of Richard Crane Elementary in 2005. 1 bought my home
in 1999 near this school with the intent of sending my children to Richard Crane. I was happy to find
Gold Ridge Elementary and its school community. The master plan was broken for me once before and
is quickly coming to another upset. The recommendation from the superintendent will only make
negative changes. The city will need to change its theme; it will no longer be able to say that
neighborhoods are planned with elementary schools in mind. As city council members, you support
what this city supposedly stands for, neighborhood education. What is the master plan for closing
schools?
Recently the city and the school district have been talking about land exchange, the land that Gold Ridge
Elementary sits on for land near the high school, if the rumor mill is correct. When the city began the
bargaining agreement for this land, was it aware of the school districts intent to close the school? The
district has been talking about closing two schools for at least three years now. Surely, the intent to keep
to the master plan of the city with its neighborhoods built around elementary schools was brought to
light during the negotiations. I am unaware of the school district's intentions for the facilities if Gold
Ridge closes. Does the city know what will become of the land and its building? Are you aware of the
plans that the school district has for the land? What about the plans for the land that now houses La
Fiesta? I am sure that the city is interested.in what the school district is planning on putting near a pool
and a park. What will become of the vacant buildings on this site?
While the city council does not have the final say in the closure of schools, it can provide input to the
school board when they are considering the recommendations of the superintendent. I encourage you to
support the local schools and the master plan that you represent as city council members. Talk to the
school board members when you meet with them in the community. Write to the school board and let

them know you support what the city stands for, not the breakdown of communities. Go to the school
board meeting on December 4u' at Creekside Middle School and speak up during the public comments.
Provide leadership and vision to the school board members so that they will support their communities
and schools. Help to grow Rohnert Park as the community that listens to its members and provide your
input to maintain the schools and the community.

I am a parent of a student at Gold Ridge Elementary School. When I heard Dr. Vrankovich's recommendation that
Gold Ridge and La Fiesta schools close next year I was very upset. I strongly believe that closing amny of our district's
schools is not in the best interest of the district, the students, or the Rohnert Park Community. I am writing you this
letter to ask for your support, and to request that you make that support known to the Cotati - Rohnert Park Unified
School District Board.
With just a little research, I have found substantial evidence to support the ideas that smaller schools are better for
students and teachers, and students are negatively impacted by transitions from one school to another. School closures
will result in larger, more crowded schools, fewer students attending neighborhood schools, more traffic problems, and
more parents choosing to leave the school district all together. If we continue on this trajectory, it is likely that we will
be in this same position a few years from now. We are moving further and further away from an important aspect of
the Rohnert Park plan - neighborhoods centered on small schools that foster a sense of community connection. This is
no way to encourage families to stay in Rohnert Park, or to encourage new families to move here.
The Criteria for School Closure presented at the November 13th board meeting did not address many issues that
identify a quality school or a quality school district. These include: student participation in extracurricular activities;
students' sense of belonging; community involvement; staff relations and collaboration; student performance; and the
level of staff interest in student success. At smaller schools where communities already exist, these qualities are
evident. When communities are broken up and students are disrupted, these qualities are lost. School closures will
result in loss of communities that already exist at Gold Ridge and La Fiesta, and drastic changes in the schools that are
required to absorb those student populations.
There are many people in this community who are willing to work together with the school board to come up with a
better solution for our schools. Please join us in asking the CRPUSD board to help maintain our quality community
schools, and look for another way to solve our budget issues.

I am writing this letter to express my deep concern over the recent decision by the school
district's superintendent to close two of our City's elementary schools.
As a third generation resident of Rohnert Park, a parent of school age children and a local
homeowner I firmly believe this recommendation is the wrong choice for our City. In
addition to these closures adversely affecting my family, I feel that a decision such as this
will adversely affect our City as a whole. The decision to close two elementary schools
changes the friendly, planned nature of our city. I would like to see the City Council
practice due diligence in protecting not only our City's friendly reputation, but also
protect our City's valued heritage.
I think it is ironic; here we are getting ready to celebrate the 50th anniversary of the
completion of the first neighborhoods built in Rohnert Park. Neighborhoods that were
designed embracing the unique vision of Paul Golis where single family homes are
clustered around a park and an elementary school. But the celebration I have to say has
become bitter- sweet because at this very moment the community is in an uproar over the
recommendation to close two of our elementary schools. I wonder what Paul Golis would
think? -WIVr"elebrating his vision while at the same time contemplating squashing the
ideals that were so important to him. What happened to "No child should have to walk
more than 1/3 mile to school; the school would be the nucleus of a cohesive community ".
Now, I understand that the Cotati- Rohnert Park Unified School District is in financial
predicament due to current low student enrollment and projected future low enrollment. I
am aware that the District has been working with The Fiscal Crisis & Management
Assistance Team to find a solution. It is my feeling that the problem of declining
enrollment and subsequent financial distress is an issue that can not be overcome with the
simple cut and dry solution of closing two of our elementary schools. It's not always just
about the bottom line. If it was, our pools would be gone, our golf - course would be gone
and many other City treasures would be long gone too. The recommendation does not
take into account the core values of our City, our heritage and the negative impact a
decision like this will have on the future of our City.
I would like to ask the City Council for your thoughts on the recommendation and find
out what influence the City Council has on the final decision? Also, I would like to know
how closing two elementary schools fits into the master plan and how you see this
decision affecting our community's integrity, our heritage and the allure of the City we
call home.
In an effort to preserve the special nature of our City, I propose that instead of closing
any of our elementary schools we consider this.
1. Bring the 6t' graders back to the elementary school. It is my feeling that these
children are too young to be thrown into an environment where they have to start
making choices about sex, drugs and violence. Let's bring them back to the
elementary school and give them one more year to develop the maturity to better
handle these pressures.
2. Move the 7'h and 8h graders from Mountain Shadows middle school to Creekside.
Right now the children are segregated. It is a breeding ground for animosity and
possible gang affiliation. The discontent carries over to the high school and
violence is inevitable. It is my feeling that if we bring them together at an earlier
age and not separate them there will be less discontent later on.
3. Close down Mountain Shadows and use the facility to accommodate local
recreation. It could be an extension of the Burton Recreation Center. The gym, the
mini -gym and the multi -use room all could be used to house indoor sporting
events. There has been talk in the City about needing more space for this. The
classrooms could be used for any number of things and the fields could continue
to be used for City sports.
4. An in -depth study needs to be done to determine if low enrollment is due to the
lack of children in the area or if it is because children are attending neighboring
Districts. One of my children attends a local pre- school where we have a large
percentage of families opting for the Waldorf style of education. Rohnert Park
does not offer this so these families enroll at the Live Oak Charter School in
Petaluma. We are talking about families of 3 and 4 children all going to Petaluma
for the Waldorf education. We have other families that transfer to Penngrove for a
number of reasons. Manley, the reputation of Rancho is not that great and parents
want to start their children off in a district they know they are going to end up in
so that their children can make friends that will carry on into later years. We need
to address the question, why are the children leaving the district, where are they
going and what will it take to keep them here. Until this question is fully
answered we will never gain control over the sustainability of student enrollment.
5. Work on the reputation of Rancho Cotati so that families want to start their
children off in elementary schools here in Rohnert Park. There is a general feeling
of dissatisfaction and a collaborative feeling among members of the community
that the education available at Rancho is substandard and seriously lacking. I was
a student of Rancho and had several friends' graduate who could barely read or
write so I can relate to these feelings. We are now the generation with school age
children and thoughts of our experience at Rancho loom in our minds. The
thought of having to send my children to Rancho used to make me cringe. I
decided to send my children to school in Rohnert Park anyway because I am
willing to help change the negative aspects of Rancho so that it can be a more
positive experience then what I had. If the reputation of Rancho does not change,
I will send them to high school somewhere else.
6. The choice to close Mountain Shadows is a better choice for the City because
children of this age are better able to handle such a transition. They are mature
enough to understand what is going on. They are old enough to manage
transportation issues. There is a positive effect on bringing the children of this age
together. We can close Mountain Shadows without harming our City. The Junior
High is a transitional time anyway. The children are leaving one school for
another. It is a new chapter for them. It wouldn't be the intrusion, the invasion of
stability, the scary event that it will be for the elementary school children. Plus,
the facility could be transformed into something great for the entire City's benefit.
Benefits that would ensure the City's commitment to family and recreation.
I hate to see any of our school's close. I understand that lack of funding is a serious issue
and that something must be done to address the crisis. I think there are a lot more options
than just the simple cut and dry (bottom line) option of closing two of our elementary
schools. I think our options need to be more seriously evaluated before we do serious
damage to our City and to our children. Please don't let that happen. I can assure you that
if the face of our City changes, and it will change if two elementary school's are closed,
the problem of declining enrollment will only get worse because the young families who
have been struggling to make it here (where the cost of living and housing are just so
high) we will give up and leave Rohnert Park. We stay because we love our City and it is
worth the struggle to raise our family in a planned community where parks, recreation
and schools are treasured.

Elementary Schools. This recommendation is appalling to me, my school community, and my
family members. I would like to bring this to the attention of the Rohnert. Park City
Council as I believe this decision will negatively impact our community for years to come.
Rohnert Park was a planned city build to encourage and foster communities around the
schools and parks built for families. This slow and gradual closure of schools is taking
the allure of small communities away from our city. I have grownup in Rohnert Park and
chose.to raise my children here. The decision to close these schools is going to affect
home values in the area, the allure of the city to new home buyers and families and
ultimately the initial plan that was established for our city so many years ago..
I am one in a community who has come together, united in the desire to keep our schools
open. We would like.to invite the Rohnert Park City Council to join in our fight to keep
our schools open. We will not stand by peacefully and watch the implications of this
decision which will change the way our children live their daily lives.
There are several articles available which clearly point to the importance of smaller
schools which emulate communities for children to develop and grow. How is it that the
school district can utilize their poor financial planning as an .excuse to take this
opportunity away from our children? If you recall the closure of Richard Crane in 2002,
there have not been any changes or improvements made to keep this from happening again.
So in another 4 -5 years will we be re- evaluating and making choices on another elementary
school?
I join many families in my desire for a small school with a tightly knit school community,
supported by excellent teachers and staff. I have found this in Goldridge as many others
have done in the other schools in the CRPUSD. Education for my children is MY choice... a
choice that I thought about and researched for many years prior to my entrance into the
CRPUSD system and I know that I am not alone. It breaks my heart to know that my school,
my community, my children's world is on the brink of being shattered. The stars have
aligned in Goldridge Elementary School. The parent involvement, the heart of.the students
who attend, the phenomenal educators who commit to educating our students, the tremendous
support staff ... all of these things contribute to the success of this school. Teachers
who talk amongst each other to ensure that our children are well prepared for subsequent
grades, a principal that knows the names of all of the children, and students who truly
believe in their hearts, that their school is #1 all make this community a goldmine.
Please take the time to understand the implications that these school closures will have
on the city of Rohnert Park and join in our fight to retain our small communities.

Hello,
I'm a bit confused about the case being made for the casino in RP. What I'm understanding from the
arguments supporting a casino is that the only way for Rohnert Park to be "economically /financially
viable" is to have the casino. The question then would be, has the city been so financially mismanaged
that the only (easy) solution is the casino? Or, does the argument, and the same logic, really apply to all
cities such that every city ultimately needs to have a casino?
A recent add in the the Press Democrat put out by "Friends of the Federated Indians of Graton
Rancheria" to show support for the casino listed an advisory board member who is a manager at the
Redwood Credit Union (Efren Carrillo). It didn't make sense to me why my credit union would support
an institution that runs counter to the principles for which it stands (financial responsibility, secure
investment, etc.) As a college educated professional, I must somehow be missing something in the
supporting argument.
I would have thought that the entire principle of gambling was the wrong kind of message to send uai
children, especially in a community that is built around the whole concept of supporting and promoting
family. For the city to embrace and promote personal financial risk - taking (and the resultant negative
effects) as part of its community identity means that we raise our kids in an environment where
gambling forms a basis for. accepted risk - taking behavior in general. Although the casino is being
billed as something bigger than a gambling venue, it is gambling nonetheless that makes its existence
possible. Again, I must be missing something here in not understanding the convincing arguments
justifying a casino in my city.

Please accept my resignation as a member of the Bicycle Advisory
Committee. It has been an honor to have served the City of Rohnert Park
for more than five years in this capacity, and to be the appointee of Jake
Mackenzie. It is also a pleasure to work with the City Staff, especially
Darren Jenkins and Eydie Tacata.
These are exciting times for bicycle planning. We are =`beginning to see
the humble bicycle as an alternative and ecologically beneficial means of
transportation, and not just a child's toy or means of recreation. The
present emphasis on adding bike lanes whenever new overlays are
installed is a step in the right direction. We need not forget the health and
recreational benefits of cycling while seeing it as as the wave of the future
in getting people from one place to another with low environmental
impact.
I will remain interested in Rohnert Park's efforts in the area of improved
bicycle use and safety and hope that the Council will continue to help
provide the resources necessary.

The meeting was called to order at 6:32 P.M. Chair Harrow, and members Bird, Griffin and Pekkain
were present. The June 19, 2007 minutes were approved and there were no unscheduled public
appearances. Abel Sagon did attend, and did have comments, but stated that he would defer his
comments until later, when the items came up for discussion.
During this time Jim Pekkain announced that he would be resigning his position effective December
31, 2007. He said that Mike Schwarz would be willing to serve. Michael Harrow asked staff to acquire
a copy of the lease agreement for him. He also asked that we schedule the vacancy on the next agenda
so Jim's position on the committee could be filled.

Course Conditions
Jon Lafever handed out, and briefly went over, the USGA Green Section Turf Advisory Service Visit
Report dated June 27, 2007. He noted that in July they were hit heavily with disease and heat stress.
This affected the north course most severely. They sprayed numerous applications of herbicides and
pesticides. They acquired tissue samples (grass) and sent them out for examination. It was found
that they contained (3) different types of fungus. They also acquired and sent out water samples and
soil samples. They do not have results for either yet. Jon noted that they are on top of the problem
and that they plan to implement significant changes in 2008 related to preventative maintenance.
Jim Pekkain: Asked Jon about additional recommendations that CourseCo may wish to pursue in
response to USGA findings. He wants to see specifics from CourseCo. Jim asked about staffing
levels. Per Jon, there are 18 current staff and six full -time staff for a total of 24. They will increase by

Jim sited Section 917, Exhibit E of the lease agreement. He asked if a tree maintenance plan was ever
provided to the City. If so, has it been amended? If not, he would like to see a proposal.
Mike Harrow:
Mike said that he wants to see the dead trees, where possible, cut down to the ground. He wants Jon
to respond to USGA report with specific recommendations for course of action.
General Course Operations
Levine was out of town, Jon reported in his absence.
Jon noted that in August everyone was playing the south course versus north and that this has had an
impact on earnings. He did say that the September budget is right -on. Jon continues to be very
proactive with respect to gathering /recruiting players.

Jim Pekkain:
Jim pressed for information regarding their budget in terms of rounds. It used to be $g per round
versus the $22 they charge now. Jon noted that there are fewer rounds today, so even though the per -
round prices are higher, revenues are down. Jim asked about their rent. Jon said he thinks they pay
about $12,500 per month, plus a portion of gross receipts by department if they exceed a certain
amount.
Finally, Jim asked about the. Capital Projects. Jon noted that there were about 25 projects costing
approximately $5,417,500.
Mike Harrow:
Mike asked about Capital Project Funds. John told him that the Capital Reserve will be held until
about 2010. He also asked about how the committee was formed. Jim provided him with details.

Jim Pekkain:
1) Jim asked about cracked concrete. Jon said that north 15,16, and 12 will be repaired. May be
in the spring.
2) Jim asked about foliage, in the north course (14 & 12), at the creek. He expressed concern
about potential flooding. Jon noted that they are aware of this and that they are currently in
discussions over how they will address this problem and when.
3) Jim noted that CourseCo's lease agreement says that they are responsible for maintaining the
sides'-of the creek. Jon noted that when they have worked on this in the past, the homeowners
came out and complained. He said that the Water Protection Agency came out and told them —
CourseCo — what they had to leave.
4) Jim asked about soil sampling and said that this was in the lease agreement, under Exhibit 2F.
Jon noted that this is being done.
Mike Bird:
1) Mike asked about the north course. He wanted to know why the water was so deep on the
cart path. Jon noted that they bad a concrete contractor looks at this. He recommended
keeping the path more wet. The water, which is used to keep the path intact, is simply
showing up more due to seasonal dryness.
Jerry Griffin:
1) Had nothing to report.
Abel Sagon (Public Comment):
Abel clearly stated that he wants to see a list and dates of what CourseCo plans to do in terms of CIP
Projects. Jon noted that in 2oo8 issues may begin to be addressed, he needs dollars. Jon noted that
they are looking at using an incremental approach to projects and that they would address the worst
first.

Mike Harrow directed Jon to just do the ones that are really bad. Jon said that they will spend
approximately $40,000 this year to mitigate problems.
Items for Next Meeting:
1) Capital Project List with anticipated completion dates and funding. If no funding, say so.
Abel asked that this list be prioritized.
2) Vacancy
3) Staff inspection, report on compliance with lease.
Staff needs email addresses of committee members. Should be placed on next agenda under items
from staff, along with the staff inspection.
In closing, Abel expressed his, and the other golfers, extreme dissatisfaction with the condition of the
course. Jim noted that there was a time when the greens were top notch. Jon noted that with the
exception of August, they would be again. Jim pointed to Exhibit 9.3.b on City inspections and
clarified that they were to be performed on or about October 1St. Jim asked that Jon provide, at least
once a year, an update to Presidents of the individual clubs.

As a City Council, our most important task is to be forward - thinking, conned h
long -term sustainable future of Rohnert Park.
We provide guidance with the policies we set, as demonstrated by our discussions and the
votes we cast.
No matter what goals we set or strategies we pursue, we have to do so in a way that takes
into account the need for balanced budgets with sufficient reserves to operate during
difficult times.
In January of 2007 we unanimously directed our management staff to negotiate fair
contracts with our bargaining units, with special attention to be paid to the costs of
medical care coverage for our employees and retirees.
At our last meeting we acknowledged the hard work of our staff and the acceptance by
membership vote of every bargaining unit to implement generous and fairly bargained
compensation packages that will allow us the opportunity to achieve balanced budgets in
the foreseeable future.
A majority of us never doubted that this needed to be done and its accomplishment
reflects well upon each Councilmember who supported staff and the membership of our
bargaining units who voted in accordance with well - established collective bargaining
principles for the fair resolution of these negotiations.
During this past year the City of Rohnert Park lost some valuable employees, through
either retirement or seeking a better personal opportunity.
We owe a special debt of gratitude to Cas Ellena for her excellent, albeit too brief, service
on behalf of Rohnert Park residents prior to her leaving to serve the community of
Winters.
Through her efforts, the Community Development Commission was re- energized and
with the funds available from the bonds issued in 2007, much good has already been done
in Rohnert Park and even more will be accomplished in the years ahead.
Much more can be said about 2007 and 1 will now listen as others do so. Thank you.
During the year ahead many choices will be made that we can not even anticipate at this
time.
It is clear that it will be a difficult budget year for the State of California and we will
share in that pain locally as well.
Early in 2007 we engaged in facilitated discussions among the Council with Dr. Mathis,
which were valuable sessions for us all.
It is my hope that further sessions with Dr. Mathis will take place during 2008 as we seek
to continuously improve.
In 2008, we will be moving into our new City Hall, renovating an existing office building
on Avram Avenue to LEED (Leadership in Energy and Environmental Design) Gold
standards, thus setting an example for effective governmental use of capital
improvements to reduce future operational costs in an efficient manner.
The environment for our residents coming to City Hall and our staff working in City Hall
will be significantly improved by the completion of this project.
There will be much more for us to report upon a year from now and I look forward to
listen to my fellow Councilmembers forecast for 2008. Thank you.

Reflections on 2007 File:
It's now 10 years since I first started writing down
these reviews of the year gone by. Are they any the
better for the passage of time- some amongst you
clearly think not. That, as you know, has never
deterred me from speaking my mind. So here's what
I see in my rearview mirror as we covered many a
mile in 2007.
Revenues
Yes , we , at least most of us, supported our Chamber
of Commerce and their efforts to encourage and
welcome new businesses to our city. And it would
seem that Economic Development is not dead in our
city e.g.
Incubator businesses at SMV, a new hotel across the
freeway, a new childrens' party store in our Sonoma
Gateway shopping area and many more.
Partnerships /Cooperation
This is a tricky area to discuss— we have intricate
relationships as a city not just with our businesses
and our business people, but also with our neighbours
and our partners in governance and public
enterprises. SSU is such a neighbour and partner. Our
success as a city in the future is inextricably linked to
the university . Our success in the future depends on
our schoolchildren and their education. Our success
in the future depends on intergovernmental
cooperation , whether it be a tribe , a city or a county.
We had substantive discussions on issues yet
unresolved with S SU. We did not have sufficient
discussions with others.
Increase Safety
We see a continuing effort on the part of Public
Safety to make us the safest city on the 101. We also
recognize the needs of other communities and we
can truly be proud of our officers' work in this year's
Southern California fires. As our sworn.officers and
special units work to expand our efforts, recruitment
continues to challenge the city as it does other
jurisdictions The recently signed contract will keep
us competitive in this challenging area.And the
swearing in of 8 new officers is cause for
congratulations.
Maintain /Increase Infrastructure
This year has seen a number of efforts come to
fruition or get underway. I'm sure the Mayor will
have mentioned these. Let me just emphasize that the
continuing efforts of our engineering and community
development staff are creating the structure we need
to implement our plans and house our citizens.
Sustainability
We are now the Green and Friendly City. This is no
empty boast. We are past the tipping point ; the years
to come will show that these efforts were correct and
important. I'm particularly proud of our SSU /City
connection, forged by Building Official Peter Bruck
as he completed his Masters degree and drafted our
Green Building ordinance all in one fell swoop.
Oh , by the way , during this year we didn't find any
secret stashes of dollars anywhere. We did work
towards stabilizing the city's financial status. The
need to do this has been and remains clear. What a
pity the clear desire and consistent direction of the
council over months of difficult negotiations was
repudiated in a public vote by one council member at
the very end of the process.
Other events throughout the year show us as a local
government body actively engaged in issues of
importance to our city and disengaged from
issues which do not concern us.
Finally as we enter Election Year 2008 remember the
words of Edmund Burke, " It is a general popular
error to imagine the loudest complainers for the
public to be the most anxious for its welfare"
By the way, despite what you may have heard, it is
my intention to run for office in this city in next years
election.

These remarks are personal and represent my views
as I am seated for the third time as your mayor Sorry
,Jud ,it's going to seem like a long time one more
time..
First of all and as is only fitting I will thank my wife
and friend and counselor Barbara Mackenzie for
being all of the above . As is our wont, on November
3 0th, we celebrated our 23 rd Anniversary of being
together in Hawaii . As always we reflected on our
good fortune . It is certainly mine to be with Barbara.
I love you.
Staff have been thanked .I add my thank you. It was
a difficult year. I believe we have survived. The
agreements reached finally bring us back on the road
to fiscal sanity. For us on the council all we debate is
for nought until it is executed by the staff of the City
of Rohnert Park. Thank you Steve and Dan and
Michelle and Beth and Judy and Terri the list goes
on.
It is the best political job to be the Mayor of one's
home town said local commentator Dick Spotswood
but this past weekend he added,
" Serving as a town's mayor can be either
tremendously rewarding or maddeningly frustrating.
It all depends on timing and the town's condition
when the new mayor takes the gavel."
As always we the seated council will be debating in
public and as warranted in closed session, matters
which are our purview under the laws of the state and
our own policies and ordinances. Cities in California
can continue to heed the words of the late Dan
Curtin, "a city need not go to the Legislature every
time it has a problem: more likely the city has that
power in its own hands ...powers that encompass
building, aesthetics, sign abatement, growth control
and the like. This power is a broad expansive power.
There is NO right to develop in California; it is a
privilege
We've just heard reflections on our city's condition
in 2007. We find it generally to be in good condition
structurally , in good heart politically but have ,
legitimate concerns about our future. Concerns in
2008 can be looked at through our chosen lenses ,
ever present behind and above us. I guess we're_
going to have them engraved in our new City Council
Chambers , possibly in gold or platinum leaf.

"It's the Economy, stupid" was a slogan from 15
years ago. Still holds true. In our case it's also the
Lawsuits. We will be greatly impacted by the
resolution of the OWL suit against our city. In blunt
terms , we cannot implement our General Plan with
its economic benefits until we resolve this issue with
our Water Supply assessment. We will implement
our Economic Development Action Plan.
Partnerships
We will need to resolve issues dealing with waste
water treatment with SSU and the City of Santa
Rosa. We will attempt to close out the CTS
Implementation Plan activities- hope springs eternal ,
does it not! The County of Sonoma must be engaged
on issues dealing with Canon Manor, the Casino,
Open Space and revenues as they attempt to
implement a strategy calling on us the cities to do
more and they, the county, to do less..The FIGR
represents another government with whom we will be
dealing. Their offices are in our city, we have an
MOU with them and we will deal openly with their
tribal council.
Safety
Recruitment of new officers will be continue to be a
major task as well as the re- creation of our command
staff. As befits a program which represents more than
half of our budget we will pay close attention
throughout the year.
Infrastructure
The sinews of our city are being expanded. The new
Eastside Trunk Sewer project is under way
,aggressively using Redevelopment monies in order
that we will be ready to take advantage of legal relief
hopefully granted to us in this new year. Go down the
street and see the frame work of our new council
chambers — hopefully next year this ceremony will be
in our new ,green digs.
Sustainability
This is the keystone to our efforts for future citizens
of Rohnert Park. We are the green and friendly city.
Our efforts are being recognized . We will measure
our progress and report back regularly.
In all of these efforts , we , as a council , have agreed
to give budgetary priority to these five areas and to
measure the performance of our city manager
according to a Work Plan agreed to by us as a
council.
. As the year progresses , so will we measure our
performance and carefully examine our financial
state. At our first meeting of 2008 , I expect to
elaborate on our direction for the coming year. With
Vice mayor Stafford and the rest of the council , I
look forward to a happy and prosperous 2008.
And I ask for 3 wishes to be granted. Aladdin
evidently had all the wishes he wanted. We Rohnert
Park mayors with our one year term of office have
more modest allocations in the wish department.
Wish #1
I wish that our critics in the media and in the public
realm would do their homework and not rely upon
selective memory of recent events and outmoded
models of civic finance. Mayoral succession and city
hall financing legal constraints come to mind.
Wish #2
I wish for continued success in our efforts to combat
Greenhouse Gas. Emissions and to develop a
sustainable community. Under our past Mayor's
leadership we've let our figurative light shine .
We must be pragmatic in . our search for sensible
solutions to our environmental problems . The
council should continue to push for actions by
regulatory bodies which do not increase our footprint
on this planet
Wish #3
I wish ,above all, for a collaborative and fiscally
conservative approach to solving our problems . We
can no longer pretend that there's enough money to
continue the multiplicity of jurisdictions and special
districts in this county. Why not start by creating the
City Of Rancho Cotate?
And of course one final wish , the mayoral
prerogative , you know!
