A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING A CHANGE TO THE STREET NAME OF WILFRED AVENUE TO
GOLF COURSE DRIVE WEST, WITHIN ROHNERT PARK'S SPHERE OF
INFLUENCE AND URBAN GROWTH BOUNDARY, BETWEEN DOWDELL AVENUE
AND LANGNER AVENUE
WHEREAS, Wilfred Avenue and Golf Course Drive are described as east -west
roadways which historically served as connections to and from the freeway (US -101), and;
WHEREAS, Wilfred Avenue street name was renamed to Golf Course Drive West,
between Redwood Drive and Dowdell Avenue by Rohnert Park City Council Resolution No.
2010 -87 adopted August 10, 2010, and;
WHEREAS, Wilfred Avenue currently ends its easterly terminus at Dowdell Avenue,
and;
WHEREAS, Wilfred Avenue Right of Way, between Dowdell Avenue and Stony Point
Road is included in the City of Rohnert Park's street inventory, pursuant to Quitclaim Deed
conveyed from the County of Sonoma to the City of Rohnert Park recorded as Document number
2013034294 of Official Recorders, Sonoma County Recorder, and;
WHEREAS, the City of Rohnert Park is improving, controls and maintains the segment
of Wilfred Avenue between Dowdell Avenue and Stony Point Road, pursuant to Joint Exercise
of Powers Agreement between the City of Rohnert Park, the County of Sonoma and the
Federated Indians of Graton Rancheria, Paragraph 4.3.4, pursuant to Rohnert Park City Council
Resolution No. 2012 -113, adopted September 25, 2012, and;
WHEREAS, Wilfred Avenue Right of Way, between Dowdell Avenue and Stony Point
Road, which is inclusive of the segment between Dowdell Avenue and Langner Avenue is
included in the City of Rohnert Park's street inventory, pursuant to Quitclaim Deed conveyed
from the County of Sonoma to the City of Rohnert Park recorded as Document number
2013034294 of Official Recorders, Sonoma County Recorder, and;
WHEREAS, on August 21, 2013 the City provided advanced mailed notice to adjacent
property owners of the proposed name change soliciting input and advising them of the City
Council's consideration of the matter on September 10, 2013, and;
WHEREAS, the City Council took public comment and considered renaming the street
at a duly noticed public meeting of the City Council on September 10, 2013, and;
WHEREAS, pursuant to Government Code Sections 34091.1 and 34092, local
governments may change the name of streets within their jurisdictions, provided a legislative
body approves the change in the form of a resolution, promptly forwarded to the County Board of
Supervisors by the City Clerk.
WHEREAS, the name change is exempt from review under the California
Environmental Quality Act pursuant to CEQA Guidelines sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the environment) and
15060(c)(3) (the activity is not a project as defined in Section 15378), and;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert
Park that, pursuant to the authority granted in California Government Code section 34091.1 and
Streets and Highways Code section 5026 to rename an existing public street, it does hereby
authorize and approve changing the street name of Wilfred Avenue, between Dowdell Avenue
and Langner Avenue, to Golf Course Drive West.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed
to execute any and all documents as may be necessary pertaining to the above - referenced name
change for and on behalf of the City of Rohnert Park. The Director of Public Works is hereby
directed to take whatever steps are required by law to notify the public of said name change,
including providing any required notices, and proceed to make physical improvements to the
street that reflect the intent of this resolution. The City Clerk is hereby directed to promptly
forward a copy of this final resolution to the County Clerk, as required by Government Code
Section 34092.
DULY AND REGULARLY ADOPTED by the City Council of the City of
Rohnert Park this lot" day of September 2013.
