CITY COUNCIL /RPFA /RPD /SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Stafford called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on September 5, 2013. Present: Pam Stafford, Mayor Joseph T. Callinan, Vice Mayor Amy O. Ahanotu, Council Member Gina Belforte, Council Member Jake Mackenzie, Council Member Absent: None Staff present: City Manager Gonzalez, Assistant City Attorney Barnhill, City Clerk Buergler, Assistant City Manager Jenkins, Director of Public Works and Community Services McArthur, Community Services Manager Miller, Senior Engineering Technician Pedroncelli, and Acting Director of Public Safety Taylor. 2. PLEDGE OF ALLEGIANCE Led by Andy Adams, Evergreen Elementary School. 3. PRESENTATIONS A. Mayor's Proclamation Proclaiming September 28, 2013 Russian River Cleanup Day Proclamation will be mailed. B. C. Founders' Day 2013 Jennifer Wiltermood and Shari Lorenz, Co- chairs of Founders' Day 2013 Committee, provided an overview of the event and participation opportunities. 4. SSU STUDENT REPORT Libby Dippel, Sonoma State University Associated Students, Inc. (SSU ASI) Legislative Representative, reported the opening of the Student Center will be in November 2013, the Green Music Center season opens September 15, 2013, she has been doing outreach to various campus groups regarding the change in the City's party Ordinance to 120 days, AS Government has been promoting the organization, and the University Art Gallery is opening an exhibit, "25 Years, 25 Artists." 5. DEPARTMENT HEAD BRIEFING A. Department of Public Works and Community Services: Callinan Sports & Fitness Center Update Community Services Manager Miller provided the update on the fitness equipment upgrade and announced a grand opening event will be held early October 2013. 6. Motion carried unanimously 5 -0 vote. C. City Council Resolutions for Adoption: 1. 2013 -127 Approving and Adopting the Memorandum of Agreement for Rohnert Park Public Safety Officers' Association (RPPSOA) for the period July 1, 2013 through June 30, 2014 ACTION: Moved /seconded (Belforte /Mackenzie) to approve Resolution 2013 -127. Motion carried unanimously 5 -0 vote. C. City Council Resolutions for Adoption: 5. 2013 -131 Approving a Change to the Street Name of Wilfred Avenue to Golf Course Drive West, within Rohnert Park's Sphere of Influence and Urban Growth Boundary, between Dowdell Avenue and Langner Avenue Senior Engineering Technician Pedroncelli presented the item. Recommended Action(s): adopt the resolution. ACTION: Moved /seconded (Belforte /Mackenzie) to approve Resolution 2013 -131. Motion carried unanimously 5 -0 vote. S. COUNCIL CONSIDERATION OF SUPPORTING EFFORTS TO REDUCE AND PREVENT GUN VIOLENCE City Manager Gonzalez presented the item. Recommended Action(s): Provide direction to staff. Public comment in support of the item: Susan Moore, President of the Brady Bill Campaign of Sonoma County, and Regina Brennan. ACTION: Moved /seconded (Stafford /Belforte) to write a letter to U.S. Congressman Mike Thompson telling him we look forward to a comprehensive approach to the gun issues. Motion amended to include sending letter to U.S. Senator Dianne Feinstein. Motion carried unanimously by a 5 -0 vote. MAYORS' & COUNCILMEMBERS' ASSOCIATION MATTERS Mayor Stafford presented the item. Recommended Action(s): support two of the four letters of interest for appointments to the North Bay Division, League of California Cities, Executive Board. ACTION: Mayor Stafford expressed support for Chris Albertson, City of Petaluma Vice Mayor and Susan Harvey City of Cotati Councilmember. Vice Mayor Callinan, Councilmembers Ahanotu and Mackenzie agreed. Council Member Belforte opposed. (4 -1 -0) 10. STANDING COMMITTEE / LIAISON REPORTS A. Standing Committee Reports 1. Education, 9/5 Vice Mayor Callinan reported topics of discussion were the casino opening; traffic concerns due to the casino and Green Music Center; the party ordinance; and the way finding signs. B. Liaison Reports 1. RAN, 8/28 Mayor Stafford reported the main topic of discussion was the budget. 2. Health Action Committee, 9/6 Council Member Belforte reported the Sonoma County Food System Alliance will hold a meeting at the Sonoma County Fairgrounds September 16, 2013 1:30- 5:30 pm. Health Action is looking for a change to the City's General Plan to include the health policies. The City Manager and Belforte are considering drafting a letter to educate the County on what the City currently does to contribute to health. Council Member Belforte, as Council's Liaison, will continue to advocate for assistance from the County to support mental health issues that exist in Rohnert Park. City Council supported her advocacy. Health Action Committee program information was provided to Council. C. Other Reports Council Member Mackenzie reported on a Regional Climate Protection Authority special meeting held the end of August. The implementation of Climate Plan 2020 is proceeding. A Climate Action 2020 Stakeholders Advisory Group is being formed and by October 1, 2013, Council Member Mackenzie must identify three stake holders to represent Rohnert Park. The City Clerk's Office will assist getting the information to the community. Council Member Mackenzie reported the Sonoma County Transportation Authority nominated him to be a representative to California Association of Councils of Government (Calcog). Council Member Ahanotu reported September 16, 2013, will be the next Sonoma County Library JPA Review Advisory Committee meeting; board representation will be a topic of discussion. If City Council, City Manager, or City Attorney have any City of Rohnert Park Joint Regular Meeting Minutes September 10, 2013 for City Counci"ohnert Park Financing Authority /Successor Agency Page 5 of 5 feedback regarding the Draft JPA, please let him know. City Manager Gonzalez pointed out Rohnert Park is not a member of the current JPA and staff analysis will be needed if the City is to join the JPA. Mackenzie supports the City joining the JPA. Council Member Belforte reported on the impact to the Golden Gate Bridge with the closure of the Bay Bridge. 11. COMMUNICATIONS Council Member Mackenzie submitted a certified letter he received from Raymond Arnold a resident regarding SMART and double tracking. He anticipates receiving a revised plan for the double track relocation. SMART will attempt to keep residents well informed. Council Member Mackenzie, as a member of the SMART Board, will contact the General Manager of SMART regarding covering the pylons near Walmart before the rain comes. 12. MATTERS FROM /FOR COUNCIL Vice Mayor Callinan asked about the status of the electronic freeway sign. City Manager Gonzalez reported staff will follow up. Staff is working on a policy addressing the City's portion of advertising for Council's discussion and direction. City Council is supportive of allowing the advertising of the High School home football games on the sign and others until the policy is adopted. 13. PUBLIC COMMENTS None 14.
