CITY COUNCIL /RPFA /RPD /SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Stafford called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on October 3, 2013. Present: Pam Stafford, Mayor Amy O. Ahanotu, Council Member Gina Belforte, Council Member Jake Mackenzie, Council Member Absent: Joseph T. Callinan, Vice Mayor Staff present: City Manager Gonzalez, Assistant City Attorney Barnhill, City Clerk Buergler, Assistant City Manager Jenkins, Director of Public Works and Community Services McArthur, Public Safety Lieutenant Bates, Traffic Sergeant Johnson, Director of Public Safety Masterson, Community Services Supervisor Herman, General Services Supervisor Kelley, Development Services Manager Ponton, Senior Analyst Atkins, Public Safety Lieutenant John Marty, Detective Pat Fahy, Fire Marshall Adam, Senior Engineering Technician Pedroncelli, Technical Services Division Manager Mazzanti, and Public Safety Lieutenant Strouse. 2. PLEDGE OF ALLEGIANCE Led by Ashton Parnell, Evergreen Elementary Student. 3. PRESENTATIONS A. Mayor's Proclamations Honoring Public Safety Lieutenant John Marty and Detective Pat Fahy on the Occasion of their Retirement Mayor Stafford read and presented the Proclamations to Public Safety Lieutenant John Marty and Detective Pat Fahy. State of the Partnership Update: Sonoma County Energy Watch by Tonya Redfield, PG &E and Sam Ruark, Sonoma County Tonya Redfield, Senior Program Manager with PG &E, and Sam Ruark, Sonoma County Energy Watch Program Manager, provided the update. Joe Warrick, PG &E, provided information on a potential street lighting project he is investigating with the Public Works Department. 4. SSU STUDENT REPORT Libby Dippel, Sonoma State University Associated Students, Inc. (SSU ASI) Legislative Representative, reported on homecoming week, a farmers insurance business grant program, the Department of Theatre Arts & Dance 2013 -2014 season, Department of Physics & Astronomy's Public Viewing Nights at the SSU Observatory, fall 2014 applications are now being accepted, Student Center is opening in less than a month, the Wine Intensive Executive MPA program is developed, Social Sciences is piloting a "Sophomore Year Experience" program, and the Sonoma State's Residential Student Association's "Safe Trick -o- Treat" program on campus for community children. 5. DEPARTMENT HEAD BRIEFING A. Administration: Introduction of Senior Analyst Bryce Atkins Assistant City Manager Jenkins introduced Senior Analyst Bryce Atkins. B. Casino Mitigation Task Force: Casino Opening Mitigation Update Assistant City Manager Jenkins, Traffic Sergeant Johnson, Public Safety Lieutenant Bates, Development Services Manager Ponton, General Services Supervisor Kelley, and Community Services Supervisor Herman provided the update. 6. Motion carried unanimously 4 -0 -1 vote (Callinan Absent). C. City Council Resolutions for Adoption: 4. 2013 -139 Authorizing and Approving an Agreement with Glass Architects for Design Professional Services for the Callinan Sports & Fitness Center Locker Room Rehabilitation Project Director of Public Works and Community Services presented the item. Recommended Action(s): adopt the resolution. ACTION: Moved /seconded (Mackenzie /Belforte) to approve Resolution 2013 -139. Motion carried unanimously 4 -0 -1 vote (Callinan Absent). Council Member Mackenzie stepped away from dais at 6:31 pm. 6. 2013 -141 Authorizing and Approving Two Agreements with the California Highway Patrol for Additional Traffic Control Staffing City Manager Gonzalez presented the item. Recommended Action(s): amend the resolution to authorize and approve one agreement for $48,774.00 dated November 5, 2013 to December 31, 2013. ACTION: Moved /seconded (Belforte /Ahanotu) to approve Resolution 2013- 141 as amended. Motion carried unanimously 3 -0 -2 vote (Callinan and Mackenzie Absent). DRAFT DIGITAL BILLBOARD USE POLICY FOR THE CITY'S 10% ADVERTISING ALLOCATION Director of Public Works and Community Services McArthur presented the item. Recommended Action(s): Provide direction to staff. ACTION: By Consensus City Council directed staff to move forward with a policy incorporating Council's suggestions and bring back for consideration. 9. DISCUSSION REGARDING THE PAPERLESS AGENDA PILOT PROGRAM City Clerk Buergler presented the item. Recommended Action(s): 1. Add remaining Councilmembers to the program 2. Authorize the purchase of an iPad(s) if necessary to continue the paperless packet program, and 3. Extend the program through March 2014 Public Comment: Jud Snyder ACTION: By Consensus City Council directed staff to expand the program to the remaining two Council Members and purchase three (3) iPad devices. The item will come back to Council in 2014 for consideration of a use policy. 10. STANDING COMMITTEE /LIAISON REPORTS A. Standing Committee Reports 1. Development Agreement Ad Hoc Committee Mayor Stafford reported the South East and University District Developments Agreements were discussed. B. Liaison Reports 1. Chamber of Commerce, 9/17 Mayor Stafford reported Assistant City Manager Jenkins and Development Services Manager Ponton were speakers at NoonTimes and the board participated in a retreat to strategize member engagement. 2. Russian River Watershed Association, 9/26 No Report - both members were unable to attend. C. Other Reports Golden Gate District- Council Member Belforte reported on a suicide barrier installation project. Council Member Belforte reported on her attendance at the American Public Transportation Association meeting in Chicago and will forward materials to the Assistant City Manager. Council Member Mackenzie reported on his attendance to the North Coast Resource Partnership conference in Fortuna and received a Sonoma County Water Agency presentation on Copland Creek. Mayor Stafford reported that next week is Curbside Cleanup week. COMMUNICATIONS Council Member Mackenzie communicated City Council received no communication regarding the Every 15 min program at the high school and requested Public Safety notify Council on these events. Council Member Belforte reported receiving a verbal communication regarding a traffic concern at Golf Course West and Fern Avenue and requested Public Safety investigate. Council Member Belforte announced October 9 is the International Walk & Roll to School Day. Mayor Stafford announced October 13 is the Education Foundation car show. 12. MATTERS FROM /FOR COUNCIL A. Schedule study session pertaining to Massage Therapy, Adult Businesses, Card Rooms, and Electronic Message Boards - proposed date of November 12, 2013 at 3:00 pm a. Council discussion /direction City Manager Gonzalez presented the item. By Consensus Council supported the proposed date. B. Scheduling of future agenda item regarding expiring terms of City of Rohnert Park's boards, commissions, and committees — proposed date of November 26, 2013 a. Council discussion /direction City Clerk Buergler presented the item. By Consensus Council supported the proposed date. 13. PUBLIC COMMENTS None 14.
