1. CITY COUNCIL SPECIAL MEETING - CALL TO ORDER/ROLL CALL
Mayor Stafford called the City Council special meeting to order at 3:00 pm, the notice for
which being legally noticed on November 7, 2013.
Present: Pam Stafford, Mayor
Joseph T. Callinan, Vice Mayor
Amy O. Ahanotu, Council Member
Gina Belforte, Council Member
Jake Mackenzie, Council Member
Staff present: Interim City Manager Jenkins, Assistant City Attorney Barnhill, City Clerk
Buergler, Development Services Manager Ponton, Lieutenant Taylor, Director of Public
Safety Masterson, Director of Public Works and Community Services McArthur, Senior
Analyst Atkins, Senior Plamler Beiswenger, Technical Services Manager Mazzanti, and
Senior Engineering Technician Pedroncelli.
2. PUBLIC COMMENTS
None.
3. STUDY SESSION: ROHNERT PARK PLANNED GROWTH
Development Services Manager Ponton and Lieutenant Taylor presented the item.
Consultant George Osner, AICP Urban Planning, was available to answer questions.
Recommended Action(s): Receive report, consider casino mitigation issues and provide
direction to staff regarding municipal code amendments.
A. Massage Practitioners and Establishments
Public Comment: none
By Consensus Council supported staffs' recommendations listed in the staff report
regarding Zoning, Non - certified practitioners, and exemptions and directed staff to
look into requiring background checks for practitioners.

Public Comment: none
No action or direction needed as the State of California has a moratorium until 2020.

C. Freeway- Oriented Electronic Message Centers /Billboards (EMC)
By Consensus Council does not support additional freeway- oriented EMCs or
conversion of existing static billboards to EMC.
Public Comment: Tom Jackson, Veale Investment Properties, supports City Council's
direction
4. ADJOURNMENT
Mayor Stafford adjourned the special meeting at 3:55 pm
