REGULAR MEETING - CALL TO ORDER/ROLL CALL
Mayor Stafford called the joint regular meeting to order at pm, the notice for which being
legally noticed on November 7, 2013.

3. PRESENTATIONS
A. Mayor's Proclamation for Sonoma State University Rotaract Club and their fight to
end polio
Mayor Stafford read and presented the Proclamation. Jessica Schieberl accepted the
proclamation on their behalf.

4. SSU STUDENT REPORT
Libby Dippel, Sonoma State University Associated Students, Inc. (SSU ASI) Legislative
Representative, provided the report which covered the Student Center's opening on
November 13, 2013; the "Out of the Box ": New Work from a New Generation exhibit at
the University Library Gallery; Zarin Mehta hired as the co- executive director of the
Green Music Center; author of Orange is the New Black, Piper Kerman, will speak at
SSU; the annual Mega Hot Lava New Play Festival runs from November 14 to 16, 2013;
SSU named 45"' out of 767 colleges analyzed for greatest lifetime return on investment
by Afford ableCollegesOnline.org; JUMP's Power Hour is November 23, 2013; and SSU
Woman's Soccer Team is headed for the playoffs.
5. DEPARTMENT HEAD BRIEFING
A. Department of Development Services: East Side Trunk Sewer Phase II Project
Update regarding project schedule, traffic control, and outreach presented by GHD
Deputy City Engineer Barnes and Project Executive Iver Skavdal, GHD presented the
update.
B. FY 2013/2014 1St Quarter Update
1. Strategic Plan - Implementation Action Plan Update
Director of Public Safety Masterson presented the update.
C. Casino Mitigation Task Force: Casino Opening Mitigation Update
Director of Public Safety Masterson provided the update.
D. Neighborhood Outreach Meeting — Tuesday, November 19, 2013 at 6:00 pm at the
Rohnert Park — Cotati Library to discuss Maximillian Place and Maurice Avenue
Permit Parking
Lieutenant Strouse provided the briefing.
6. PUBLIC COMMENTS
Peter Alexander spoke about a book Lucky Enough by Eddie Beesley and corruption.

Interceptor Outfall Phase 2 SCWA Spool Replacement Project No.
2011 -04 with Valentine Corporation
ACTION: Moved /seconded (Belforte /Mackenzie) to approve the Consent Calendar.
Motion carried unanimously 5 -0 vote.
8. STANDING COMMITTEE / LIAISON REPORTS

1. Water Advisory Committee, 11/4
Council Member Mackenzie reported a report was received by Dr. Claudia Luke,
Sonoma State University, regarding work being done through a grant received
from the Sonoma County Water Agency. Water supply conditions are a concern
as it has been a dry year.
2. Golf Course Advisory Committee, 11/7
Mayor Stafford reported the committee did not have a quorum but had an
informal discussion on alternatives and process for developing a pedestrian safety
plan for the golf course. Pedestrian safety will be discussed in the future by the
Committee, the Parks and Recreation Commission, and City Council.
Health Action: Council Member Belforte reported there was a concern prior to the
casino opening if adequate urgent care was available. St. Joseph's Urgent Care has
extended hours.
Golden Gate Bridge District: Council Member Belforte reported the District is
considering a toll increase and she is accepting comments.
C. Other Reports
1. Development Agreement Ad Hoe Committee, 10/29 & 11/4
Vice Mayor Callinan reported.
9. COMMUNICATIONS
Council Member Belforte she continues to be asked about the railroad ties located in the
County near Walmart. A private company is responsible for the ties and the County is
aware of the issues and is working on a solution.
Vice Mayor Callinan reported on the Veteran's Day event held at the Community Center.
Mayor Stafford thanked the Rohnert Park Public Safety Officer's Association for running
the campaigning for Measure A.

CITY OF ROHNERT PARK PUBLIC SAFETY SITE
Development Services Manager Ponton presented the item. Recommended Action(s):
Adopt Resolution to Adopt a Negative Declaration for the Public Safety Facility Site
General Plan Amendment and Stadium Area Master Plan Final Development Plan
Amendments; and Adopt Resolution to Approve an Amendment to the General Plan
Land Use Diagram on a Portion of APN 143- 040 -124 from Regional Commercial to
Public /Institutional; and Introduce an Ordinance Amending the Stadium Area Master
Plan Final Development Plan for a Future Location of a City Public Safety Site.

ACTION: Moved /seconded (Ahanotu /Mackenzie) to waive full reading and
introduce by reading title of Ordinance 872 of the City Council of the City
of Rohnert Park, California Amending the City of Rohnert Park Stadium
Area Master Plan Final Development Plan to Reflect the Change in Land
Use for the Public Safety Facility Site.
Motion carried unanimously by a 5 -0 roll call vote.
12. PUBLIC HEARING: (NO EARLIER THAN 6PM - Noticed 11/1/2013)
REDWOOD EQUITIES SITE
Development Services Manager Ponton presented the item. Applicant Ken Blackman
with Redwood Equities Investments was available to answer questions. Recommended
Action(s): 1) Adopt Resolution to adopt a Mitigated Negative Declaration for the
City of Rohnert Park Joint Regular Meeting Minutes November 12, 2013
for City Council / Rohnert Park Financing Authority /Successor Agency Page 5 of 6
Redwood Equities General Plan Amendment, Zoning Amendment, and Stadium Area
Master Plan Final Development Plan Amendments; 2) Adopt Resolution to approve
amendments to the Land Use Diagram of the City of Rohnert Park General Plan for the
project site from Public /Institutional to High Density Residential; 3) Introduce Ordinance
to rezone the project site from Public Institutional (P -1) to Planned Development (PD)
and amend the City of Rohnert Park Zoning Map; and 4) Introduce Ordinance to amend
the City of Rohnert Park Stadium Area Master Plan Final Development Plan reflecting
the addition of 3.0 acres to the Master Plan.

ACTION: Moved /seconded (Ahanotu /Mackenzie) to adopt Resolution 2013 -154
Adopting the Mitigated Negative Declaration for the Redwood Equities
General Plan Amendment, Rezoning, and Stadium Area Master Plan Final
Development Plan Amendments.
For the record Council Member Mackenzie discussed possible noise issues
caused by the wastewater treatment pumps and the animal shelter. The
need exists to require notice be given to potential residents regarding noise
and the existence of the shelter. The goal is to avoid residents coming to
the City Council and complaining about noise and stating they were not
told. Ponton stated that as standard practice staff reviews the disclosure
statement given to prospective buyers and tenants and these matters will
be sighted in the disclosure statement. Council Member Mackenzie's
wanted the records to show his questions were asked and staff answered.
Council Member Mackenzie stepped away from dais 7:07 pm
Motion carried unanimously by a 4 -0 -1 vote (Mackenzie Absent).
Ken Blackman stated they are aware of the noise and conducted a noise
study. The earth berm assists with reducing noise and will use appropriate
building materials to reduce noise issues.
ACTION: Moved /seconded (Belforte /Ahanotu) to adopt resolution 2013 -155
Approving an Amendment to the Land Use Diagram of the City of
Rohnert Park General Plan for the Project Site from Public /Institutional to
High Density Residential.
Motion carried unanimously by a 4 -0 -1 vote (Mackenzie Absent).

by reading title of Ordinance 873 of the City Council of the City of
Rohnert Park, California Rezoning the Project Site from Public

Institutional (P -I) to Planned Development (P -D) and Amending the City
of Rohnert Park Zoning Map.
Motion carried unanimously by a 4 -0 -1 roll call vote (Mackenzie Absent).

ACTION: Moved /seconded (Belforte /Ahanotu) to waive full reading and introduce
by reading title of Ordinance 874 of the City Council of the City of
Rohnert Park, California Amending the City of Rohnert Park Stadium
Area Master Plan Final Development Plan to Reflect the Addition of 3.0
Acres to the Master Plan.
Motion carried unanimously by a 5 -0 roll call vote.
