1. CALL TO ORDER/ROLL CALL
Mayor Belforte called the City Council /CDC /RPFA joint regular meeting to order at 5:00 p.m.

Amanda Burke, newly elected Community Affairs Senator, Sonoma State University
Associated Students, Inc. (SSU ASI) Legislative Representative provided this report.
ADDITIONAL ITEM:
Mayor Belforte shared contents and presented a Proclamation Recognizing and Honoring the
Sonoma State University Baseball Team as Winners of the 2011 NCAA Division II West
Regional Championship and Congratulations and Best Wishes for the College World Series.

A. Proclamation to Rancho Cotate Winners of Video Contest (1St & 2nd Place)
Following the playing of both videos for this item, Mayor Belforte shared contents and
presented Proclamations Recognizing and Honoring Winners of the Russian River
Watershed Association High School Video Contest to 1st Place Winner Ryan Yanes and
2 °d Place Winner Korbin Bunch.

A. Update of Public Safety Sponsored Activities - Public Safety Director Masterson reported
on recent successful efforts of the 3rd Annual Running with the Pack event for Special
Olympics and the Alisha Ann Ruch Burn Foundation.

Mayor Belforte recommended moving Item No. 10 on Class II Bike Lane Installation on Camino

8. Ordinance for Adoption:
Waive Reading and Adopt Ordinance (introduced May 10, 2011)
A. No. 837 (Uncodified) Adopting a New Rate Structure and Rate Plan for Sewer
Service Charges
ACTION: Moved /seconded (Stafford /Callinan) and carried 4 — 0 — 1 absent (Mackenzie) by
roll call vote to adopt above- titled Ordinance No. 837 as submitted.
As previously indicated, Council concurred to move Item No. 10 forward on the agenda for
handling at this time.
10. CLASS II BIKE LANE INSTALLATION ON WEST SIDE OF CAMINO COLEGIO
Consideration of the installation of a Class II Bike Lane along Camino Colegio with the
elimination of parking on the west side of Camino Colegio from Southwest Boulevard to
East Cotati Avenue to accommodate the Class II Bike Lane
A. Staff Report with opening comments by Director of Development Services /City Engineer
Jenkins and report by Deputy City Engineer Barnes.
B. Public Comments — Mayor Belforte opened public comments for this item at 5:43 p.m.
1 John Wyman, resident, referred to petition with 76 signatures to save parking on the
west side of Camino Colegio and shared comments on pictures distributed at the dais
of traffic on Country Club Drive, and expressed opposition to the proposed bike lane
with loss of parking on the west side of Camino Colegio.
2. Chris Wyman, resident, shared contents of letter from Phillip Holt, Realtor, Century 21
expressing opposition to the proposed bike lane on Camino Colegio, which was
distributed with petition signatures to save parking on west side of Camino Colegio.
3. Maureen Gleeson, resident, shared comments on the need to address safety issues for
any resident in the vicinity including removal of shrubbery for visibility of speed limit
signs and to make parking changes for safer driveways and exits on Camino Colegio.
4. Creighton Bell, resident and Chair of the Bicycle Advisory Committee, expressed
support of the Class II bike lane as reviewed by staff.
5. Gary Melfrich, Santa Rosa, Sonoma County Bicycle Coalition, expressed support of
the proposed Class II bike lane as reviewed by staff.
6. Scott Martino, resident, expressed opposition to the proposed bike lane with loss of
parking on west side of Camino Colegio; recommended stop signs and a speed hump
as described; and indicated this street is too busy for safe biking with or without a
bike lane.
7. Isabel Orozco, resident, expressed opposition to the proposed bike lane as she hasn't
noticed many bikes on Camino Colegio.

8. Chris LeCompte, resident, expressed opposition to the proposed Class II bike lane
with loss of parking on the west side of Camino Colegio.
9. April Gambino, resident, expressed understanding concerns of both sides and shared
comments recommending no parking at the north corner of Camino Colegio.
10. Vincent Hoagland, resident, expressed support of the proposed Class II bike lane.
11. Carlos Pinia, resident, commented on safety factors of bike lanes and parking
provisions and recommended- taking more time for further evaluation and examination
of this item.
12. Pat Britton, resident, speaking as a bicyclist, expressed support of Type II bike lanes
but also concern about neighbors losing their parking.
C. Resolution for Adoption:
1. 2011 -42 Approving Installation of a Class II Bicycle Lane on the West Side of
Camino Colegio
ACTION: Moved /seconded (Stafford /Ahanotu) to adopt above - titled resolution as submitted.
Council discussion ensued expressing differing opinions on this item and
concluded in motion withdrawn (Stafford).
ACTION: Moved /seconded (Callinan /Ahanotu) not to move forward with this proposal,
failed 2 — 2 dissenting (Stafford and Belforte) — 1 absent (Mackenzie).
ACTION: Moved /seconded (Belforte /Stafford) and carried 4 — 0 — 1 absent (Mackenzie) to
bring this item back for further study to either consider putting the bike lane on
the east side or to develop an alternative that would make use of the monies that
the City is going to get to continue a bike lane that would go all the way through
and continue the north /south route.
9. CALIFORNIA BUILDING STANDARDS CODE (Cal Green) — Consideration of
Adoption of Tier 1 Residential and Non - Residential Voluntary Measures to Supplement the
2010 Edition of California Building Standards Code, Cal Green Appendix A4 and A4 Tier 1
Level for Residential and Non - Residential New Construction

B. Liaison Reports
1. Sonoma County /City Solid Waste Advisory Group (SWAG), 5/16 mtg. (PS)
Council Member Stafford reported on this meeting including the Research Group
finished their work looking for approval from Council representatives. City Managers
and the Research Group agreed they need to present their report to each City Council
for direction on what they want to do. They are proposing to lower the outflow and
there are still a lot of questions on whether or not to open the landfill. The next step is
to come back to the City with a report so Council can decide how it wants to go.
2. Senior Citizens Advisory Commission, 5/19 mtg. (PS)
Council Member Stafford advised this meeting was cancelled due to lack of a quorum.
C. Other Reports
1. Council Member Stafford shared comments on the following events:
a. Memorial Day Ceremony to be held at the Community Center on Monday,
May 30th at 9:30 a.m. with the Community Band playing; and
b. 2011 Business Showcase by the Chamber of Commerce, Thursday, May 26th
at the DoubleTree Hotel from 5:00 p.m. to 7:00 p.m. She distributed to
Council the Chamber's Rohnert Park Map recently developed show casing
Rohnert Park Farmers Market on the front.
2. Mayor Belforte reported on the following events she attended:
a. Tzu Chi 45th Anniversary which also celebrated Buddha's birthday a week ago
Saturday in Santa Rosa;
b. Legislative Days on May 18th where she met with several Senators including
meeting with Senator Mark Leno on discussion of SB 34 (Simitian) California
Water Resources Investment Act of 2011;
c. Willie Brown was at an event at Santa Rosa Memorial Hospital luncheon honoring
Gene Traverso for his community work and Mayor Belforte welcomed Willie
Brown to the community and thanked him for speaking at the event;
d. Recent event for Wolfee Awards for Sonoma State University Student Athletes at
the Community Center; and
e. Volunteer Event at the Animal Shelter a week ago Friday.

13. COMMUNICATIONS - None
14. MATTERS FROM /FOR COUNCIL
1. Mayor Belforte shared comments on items as follows:
a. With reference to recent newspaper article, recognized efforts of the Cultural Arts
Commission and Public Works adding a mural to H Pool and commended the program
to offset graffiti.
b. Commented on new business coming to town at Sonoma Mountain Village that will
take up 120,000 square feet, operate 24 hours a day /7 days a week, and have over 100
jobs. She commended efforts of City Manager Gonzalez, former Interim Assistant
City Manager Dunn, Council Member Stafford, and Sonoma Mountain Village for
helping to bring this business, Innovative Molding, to town.
15. PUBLIC COMMENTS
Mayor Belforte invited public comments at 6:53 p.m.
1. Rev. Michael Vosler, United Church of Christ, commented on completing their first year
in Rohnert Park, complimented the community as a great place to live and volunteer
efforts, commended the Council on efforts with the financial crisis, and indicated waiting
to see where the train station will go and how the State Farm property will be developing.

Mayor Belforte recessed the meeting at 6:55 p.m. to closed session to consider:

Mayor Belforte reconvened this meeting at 8:06 p.m. with all Council Members present
except Vice Mayor Mackenzie.
18. MAYOR'S REPORT ON CLOSED SESSION (Government Code § 54957.1)
Mayor Belforte advised Council reviewed matters as listed on the agenda for closed session
and there was nothing to report from closed session.
