REGULAR MEETING - CALL TO ORDERIROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:10 pm, the notice for which being
legally noticed on March 6, 2014.

Staff present: City Manager Jenkins, City Attorney Kenyon, City Clerk Buergler,
Director of Public Works and Community Services McArthur, Senior Analyst Atkins,
Interim Development Services Director Ponton, Finance Director Walsh, Human
Resource Director Perrault, Director of Public Safety Masterson, Community Services
Manager Miller, and Theater Manager Abravaya.
2. PLEDGE OF ALLEGIANCE

3. PRESENTATIONS
A. Mayor's Proclamation: Recognition for Outstanding Service presented to Wes
Classen for his Transportation Services to the Rohnert Park Seniors
Mayor Callinan read and presented the proclamation to Wes Classen.
B. Mayor's presentation of a Proclamation: National Surveyors' Week in the City of
Rohnert Park March 16 -22, 2014

Mayor Callinan read and presented the proclamation to Mike Ford, California Land
Surveyor Association - Sonoma County Chapter President.
4. SSU STUDENT REPORT
Libby Dippel, Sonoma State University Associated Students, Inc. (SSU ASI) Legislative
Representative, announced the play "She Kills Monsters" will resume after spring break;
the Academic Success Fee proposal has been abandoned; student government elections
were held and Dippel will introduce the candidate taking her place at a future Council
meeting; a Sonoma State Student was crowned Miss Sonoma County; the Stomp Out
Student Loans scholarship campaign; the University Store has officially moved to the
second floor of the Student Center; the University Art Gallery is opening a new exhibit
called West Coast Ink: Printmaking from San Diego to Seattle which will close April 13,
2014; the student government Senate passed a resolution calling for more watering
stations to decrease single use plastic bottles and consistent waste bin colors to help
identify waste receptacles, and Dippel provided copies of the STAR.

A. Public Works & Community Services: Spreckels Performing Arts Center - Annie Get
your Gun production update
Theater Manager Abravaya presented the update.
B. Public Safety: Restorative Justice Program Breakfast
Director of Public Safety Masterson presented the briefing.

5. 2014 025 Approving a Job Description and Salary Range for Executive Assistant
to the City Manager and Adjusting the Allocated Position from
Secretary II to Executive Assistant to the City Manager (PULLED by
Belforte)
ACTION: Moved /seconded (Belforte /Mackenzie) to approve the Consent Calendar.
Motion carried unanimously by the following 5 -0 vote: AYES: Belforte,
Mackenzie, Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS:
None, ABSENT: None.
A. Approval of Minutes for:
1. City Council /RPFA /Successor Agency Joint Regular Meeting February 25, 2014
Council Member Stafford noted two amendments to the Minutes 1) Lieutenant
Bates did not attend the meeting therefore did not present Item 6.D and 2) Item 8
change the number of locations for banner placement for Rohnert Park based
activities from four to three. Recommended Action(s): approve the minutes as
amended.
ACTION: Moved /seconded (Belforte /Stafford) to approve the February 25,
2014 meeting minutes, as amended. Motion carried unanimously
by the following 5 -0 vote: AYES: Belforte, Mackenzie, Stafford,
Ahanotu, and Callinan NOS: None, ABSTAINS: None, ABSENT:
None.
C. City Council Resolutions for Adoption:
5. 2014 -025 Approving a Job Description and Salary Range for Executive
Assistant to the City Manager and Adjusting the Allocated Position
from Secretary II to Executive Assistant to the City Manager
Recommended Action(s): adopt the resolution.
Council Member Mackenzie stated for the record that the expectation of the
individual chosen to fill the position understand that he or she is the
administrative support for the City Council Members and the level of service will
not diminish.
Council Member Belforte stated for the record that it is not the position or the
level of support but the salary increase she opposes.
ACTION: Moved /seconded (Stafford /Belforte) to approve Resolution 2014-
025. Motion carried by the following 4 -1 -0 vote: AYES:
Mackenzie, Stafford, Ahanotu, and Callinan NOS: Belforte,
ABSTAINS: None, ABSENT: None.

8. SONOMA COUNTY LIBRARY AMENDED JOINT POWERS AGREEMENT
(JPA) REVIEW ADVISORY COMMITTEE PROPOSED GOVERNANCE
City Manager Jenkins presented the item. Recommended Action(s): City Council's
liaison to the countywide committee reviewing the Sonoma County Library System Joint
Powers Agreement requested City Council direction on a proposal to allow Sonoma
County and City of Santa Rosa to appoint one voting member each and one additional
voting member selected by the two agencies.
ACTION: By Consensus (none opposed) City Council directed the City Liaison to
vote to approve the proposal.
9. SPRECKELS PERFORMING ARTS CENTER (PAC) BUDGET AMENDMENT
Director of Public Works and Community Services McArthur and Theater Manager
Abravaya presented the item. Recommended Action(s): Approve Resolution 2014 -026,
authorizing the use of unrestricted PAC Endowment Fund monies and amending the FY
2013 -14 Operating Budget for the PAC in the amount of $32,500 to facilitate theater
productions.
Public Comment in support of the item: Kim Norts representing the Friends of PAC and
Denise Elia -Yen.
ACTION: Moved /seconded (Callinan /Stafford) the recommended action.
Motion carried unanimously by the following 5 -0 vote: AYES: Belforte,
Mackenzie, Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS:
None, ABSENT: None.
10. CASINO MITIGATION CONTRIBUTION PLAN: FY 2015 -2017
Senior Analyst Atkins presented the item. Recommended Action(s): Consideration of and
provide direction on a draft Casino Mitigation Contribution Plan, a strategic planning
document establishing the goals for initial distribution of mitigation funds in Fiscal Years
2015 -2017.
ACTION: By Consensus (none opposed) City Council supported moving forward
with the Casino Mitigation Contribution Plan and bring back for further
Council consideration.
11. PUBLIC HEARING: (NO EARLIER THAN 6PM — Noticed 2/28 and 3/7 2014)
ADOPTION OF AMENDMENTS TO PROPOSED COMMUNITY FACILITIES
USER FEE SCHEDULE
Community Services Manager Miller presented the item. Recommended Action(s):
Conduct public hearing and consider adopting a resolution approving a modified
recreational facility rental and program user fee schedule and rescinding Resolution No.
2012 -106.

Council Member Stafford reported on an art show exhibit at the library, the City
Manager was the NoonTimes speaker, and Wes Classen's performance with the
Vintage Choir and the Community Band's joint concert.
Golden Gate Bridge — Council Member Belforte reported the toll will increase in July
and the suicide barrier is about 90% complete.

Mayor Callinan requested announcing City Council meetings on the Highway 101 digital
billboard.
A. Budget FY 2014 -15 — Proposed Workshop Schedule
City Manager Jenkins presented the item. The first budget workshop will be Tuesday,
April 22, 2014 1:00 — 4:30 pm. The item will come back at the March 25, 2014
Council meeting.
