The Council of the City of Rohnert Park met this date in
regular session .commencing at 7:00 p.m. in the City Offices,
6750 Commerce.Boulevard, Rohnert.Park, with Vice -Mayor
Carbone presiding. The regular session was preceded by an
executive session which commenced at 7:00 p.m,,and at which
all Councilmen, except Mayor Stewart, and City Manager
Callinan were present and which was held to discuss personnel
and litigation matters.
Call to`Order Councilman Roberts called the meeting of the regular session
to order at approximately 7_:34 p.m. and led the pledge of
allegiance.

Approval of Minutes Upon motion of Councilman Hopkins, seconded by Councilman
Cavalli, and unanimously approved, the minutes of February 23,
1981 were approved as submitted.
Approval of' ,Bills Upon motion of Councilman Hopkins, seconded by Councilman
Cavalli, and unanimously approved, the bills presented per
the attached list in the amount of $518,698.58 were approved.

Councilman Roberts referred the Council to City Manager Cal -
linan's Council Meeting Memo dated March 5, 1981 for explanation
of all the matters on the Consent Calendar. At Councilman
Roberts' request Resolution No. 81 -40 was removed from the
Consent Calendar.

Upon motion of Councilman Hopkins, seconded by Councilman

adopted, and the final maps for Crocker Homes,;.Inc. and Maisin
Development Co., listed on the Consent Calendar were approved.
Resolution No. 81 -40 RESOLUTION CALLING FOR SEALED PROPOSALS FOR MISCELLANEOUS CITY
VEHICLES
City Manager Callinan explained the resolution.
Discussion followed concerning propane gas and diesel fueled
vehicles for the Department of Public Safety. Councilman
Cavalli recommended receiving bids for both diesel and propane
vehicles.
Upon motion of Councilman Cavalli, seconded by Councilman
Hopkins, and unanimously approved, reading of Resolution No.
81 -40 was waived and said resolution was approved with the
stipulation that bids be called for propane and diesel vehicles
for Public Safety and a report submitted so a decision can be
made on which to buy when the bid is awarded.
Resolution No. 81 -41 RESOLUTION APPROVING APPLICATION FOR A CALIFORNIA HOMEOWNERS

City Manager CAllinan explained the resolution and requested
that this matter be postponed two weeks in order to obtain

City Manager Callinan explained the resolution and requested

A RESOLUTION OF AWARD OF CONTRACT FOR CHAIN LINK FENCING FOR
STADIUM, PROJECT NO. 1980 -12
City Manager Callinan explained the resolution and reviewed
bids received.
Upon motion of Councilman Hopkins, seconded by Councilman
Roberts, and unanimously approved, reading of Resolution No.
81 -44 was waived and.said resolution was adopted
RESOLUTION ESTABLISHING INSURANCE COVERAGE DEDUCTIBLES
City Manager Callinan explained the resolution, referring the
Council to his Council Meeting Memo dated March 5, 1981. City
Manager Callinan indicated that a copy of Finance Director
Netter's memos and reports concerning this matter had been pro -
vided to each Council member for their review. Discussion fol-
lowed.
Upon motion of Councilman Cavalli, seconded by Councilman
Hopkins, and unanimously approved, reading of Resolution No.
81 -45 was waived and said resolution was adopted.

AN ORDINANCE OF THE CITY OF ROHNERT PARK PROHIBITING THE
DISTRIBUTION OF PRINTED MATERIAL ON PRIVATE PROPERTY AFTER
RECEIPT OF NOTICE FROM THE OWNER (Chapter 9.58, Littering) -
carried from February 23, 1981 meeting.
City Manager: Callinan, referring to his Council Meeting Memo
dated March 5, 1981, explained Ordinance No. 381. Discussion
followed.
City Attorney Flitner, indicated that a separate ordinance could
be prepared concerning the placement of printed material on car
windshields in public_parking lots,.
City Manager Callinan read aloud ,a letter from the Rohnert Park -
Cotati Clarion General 'Manager Dave Riotto in opposition to
Ordinance No. 381.

Mr.-DaV6 Riotto, Rohnert:.Park-Cotati Clarion General Manager,
was recognized and indicated that Mr. Gregorian's complaints
were never brought to his personal attention. Further dis-
cussion followed with Mr. Gregorian participating.
Upon motion of Councilman Roberts, seconded by Councilman
Cavalli, and approved by the following roll call vote, reading
of Ordinance No. 381 was waived and said ordinance was intro-

Councilman Roberts made a motion,Irseconded by Councilman Car-
bone, and unanimously approved, to..direct City Attorney Flitner
to prepare an ordinance regarding prohibiting the placement of

Vic'e'-Mayor Carbon6 read aloud a Proclamation establishing
March 8 through March 14 as Agriculture Week and March 19 as
National Agriculture Day.
Mrs. Phylis Hageman, Sonoma /Marie Cowbelles representative,
was recogni'zed and presented the Council with a basket of food
products produced within Sonoma'and Marin counties.
Vice-Mayor Carbone expressed appreciation on behalf of the City
Council.

Communications Communications per the attached outline were brought to the
attention of the City Council. No action was taken on any
communications except as specifically noted in these minutes.
Statements of City Manager Callinan reported that Statements of Economic
Economic Interests Interests'had been filed'by the various city employees required
to file same,

City Manager's City Manager Callinan referred the Council to his memo dated
Report March 5, 1981 for explanation of all matters on the City
Manager's Report section of the meeting's agenda.
Youth Advisory City Manager Callinan reported that he had not yet received
Commission information regarding format for the Youth Advisory Commission
but that he would look into the matter. Mr. Callinan recom-
mended that the Council appoint a liason to the Commission
Ladybug Pool City Manager Callinan informed the Council of the Ladybug Pool
Dedication dedication on March 28, 1981 and inquired who the Council
would like to be master of ceremonies for the event. It was
the consensus of the Council that Dave O'Brien, the Chairman
of the Parks and Recreation Commission, be the master of
ceremonies for the event.
Rohnert Park Farms City Manager Callinan, referring to his Council meeting memo
Contribution dated March 5, 1981, informed the Council of an unsolicited
contribution to the city of $100 from Mr. Grossi of Rohnert
Park Farms. Mr. Callinan indicated that a letter from the
Mayor would be sent to Mr. Grossi thanking him for his contri-
bution. Discussion followed.
It was the consensus of the Council to use the $100 contribu-
tion to plant a grove of trees and mark it with a plaque in
appreciation of Mr. Grossi's past contributions.
CATV Survey Results City Manager Callinan reviewed the results of a recent cable
TV services survey in the city's newsletter. Discussion fol-
lowed.
Stadium Update City Manager Callinan referred the Council to his Council
meeting memo dated March 5, 1981 concerning the Rohnert Park
Stadium and briefly commented that the field was in good shape.
Mayor's and City Manager Callinan reported on a Mayor's and Councilmen's
Councilmen's Meeting Association of Sonoma County meeting to be held March 12, 1981
at the La Fontana Restaurant, Santa Rosa,
Mobile Home Advisory City Manager Callinan brought to the Council's attention that
Committee Extension the Rohnert Park Mobile Home Advisory Committee was due to
expire on February 25, 1981 and recommended that the Council
extend same another six months.
Councilman Roberts made a motion, seconded by Councilman
Hopkins, and unanimously approved to extend the Rohnert Park
Mobile Home Advisory Committee an additional six months.

Hydrant Flushing
Councilman Cavalli briefly commented on the Public Works De-
partment's flushing of fire hydrants and inquired if it would
be possible to notify residents in advance of the flushings.

The City of Rohnert Park, as you are aware, is self - insured by a joint powers agreement
with several cities, i.e. Redwood Empire Municipal Insurance Fund. This self- insurance
program is structured under what is called the pooling concept.
1) Each city assumes its own losses (including loss adjusting expenses) to a level
commensurate with its financial size, but at least to $1,000 per loss.
2) A central pool, or self - insurance fund, is created and funded by all partici-
pating cities. This pool pays all losses (including the pro rata share of loss
adjusting expenses) between each individual retention ( or deductible) level
(step No. 1 above) and:
a) $25,000 for all property losses, such as fire, theft, damage to agency -
owned motor vehicles, etc.
b) $100,000 for all liability losses. This includes general liability, auto
liability, false arrest and errors and omissions.
c) $100,000 for all workers' compensation losses.
3) Excess insurance is purchased by the pooling authority (the Fund) and pays for
all catastrophe losses from:
a) $25,000 to $2 million for all property losses.
b) $100,000 to $10 million for all liability losses.
c) $100,000 to $5 million for all workers' compensation losses.
Claims administration services are purchased from an outside claims administration
service frim for the adjustment of all workers' compensation losses. Loss preven-
tion and property adjusting services are purchased on a when- needed basis.
The recommended approach to the retention or deductibles a city should assign is to
retain a risk to its maximum tolerable level. With this maximum retention each city
has taken the opportunity to be self - insured for its own losses, but yet having the
insurance necessary for thos larger or catastrophic claims.
The following is a general recap of the premiums proposed for the 1981 -82 policy
year beginning 3/1/81 for Workmen's Compensation, Property and Liability Insurance.
In each case a comparison of premium dollars and savings will be shown for our
current retention amounts and the proposed increased to the retention amounts.

It is also estimated that by increasing our deductible an additional $10,000 will be
saved by our experience modification calculation and will be realized in the 1982 -83
premium year.

As in the case with Workmen's Compensation stated above, the Liability premium is
estimated to decrease by an additional $7,000 with respects to our experience modi-
fication following the claims experience for the policy year 1981 -82, and also should
be realized in the premium year of 1982 -83.
In summary, the total savings to the city by changing the retentions above are:

Total Premium Savings $21,283
It is recommended that this direct savings in premium dollars be set aside into our
reserve for self- insurance loss. Currently we are carrying $10,000 as a reserve,
therefore an increase to $30,000 would be appropriate.
