1. CITY COUNCIL /RPFA /SUCCESSOR AGENCY TO THE CDC JOINT
REGULAR MEETING - CALL TO ORDER/ROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:05 pm, the notice for which being
legally noticed on April 17, 2014.
Present: Joseph T. Callinan, Mayor
Gina Belforte, Council Member
Jake Mackenzie, Council Member
Pam Stafford, Council Member
Absent: Amy O. Ahanotu, Vice Mayor
Staff present: City Manager Jenkins, City Attorney Kenyon, Deputy City Clerk Willis,
Director of Public Works and Community Services McArthur, Senior Analyst Atkins,
Director of Public Safety Masterson and Technical Advisor Norm Weisbrod.
2. PLEDGE OF ALLEGIANCE
Led by Marlene Sanchez, Waldo Rohnert Elementary School Student.
3. PRESENTATIONS
A. Mayor's Proclamation: Declaring April 22, 2014 as Children's Memorial Day
Mayor Callinan read and presented the proclamation to Stephen Berry, Member of
Sonoma County MOVES.
B. Certificates of Recognition honoring the City of Rohnert Park Graduates of the Local
Leaders Academy III of Sonoma County
Mayor Callinan read and presented the certificates to Local Leaders Academy
Graduates Laura Campbell, Amanda Davis, Jennifer Davis, Amber Hemmingsen,
Doug Hughes, Ana Kwong and Chris Morgan.

Laura Campbell expressed gratitude for the opportunity to participate in the Local
Leaders Academy.
4. PUBLIC COMMENTS
Hugh Carroll of Tanko Lighting, expressed interest in working with the City and
provided background on LED streetlight conversion.
Tom Thunderhorse expressed his support of Ghilotti Construction and their work on the
sewer line and concern regarding Senior Center staffing.

Development Agreement between the City of Rohnert Park and Vast
Oak Properties L.P. and University District LLC for Development of
the Property Located South of Keiser Avenue, West of Petaluma Hill
Road, and North of Rohnert Park Expressway (APN 045- 262 -001
through -004, 047 - 131 -019, and 047 - 131 -024 and -025) and the
property located south of Rohnert Park Expressway, East of J
Section, and North of Copeland Creek (APN 047 - 131 -026 and 047-
131 -027)
ACTION: Moved /seconded (Callinan/Stafford) to approve the Consent Calendar.
Motion carried unanimously by the following 4 -0 -1 vote: AYES: Belforte,
Mackenzie, Stafford, and Callinan NOS: None, ABSTAINS: None,
ABSENT: Ahanotu.
6. CLOSED SESSION
A. Mayor Callinan made the closed session announcement pursuant to Government
Code §54957.7 and Council recessed to Closed Session at 5:24 pm in Conference
Room 2A to Consider:

MCDONALD'S RESTAURANT
Technical Advisor Norm Weisbrod presented the item. Recommended Action: Approve
extension of entitlement approvals from May 22, 2012, for the Development Area Plan
for the Oxford Suites Hotel and McDonald's Restaurant in Village North area of the
Wilfred /Dowdell Specific Plan

ACTION: Moved /seconded (Stafford /Belforte) to Approve Resolution 2014 -038
Adopting an Extension of a Development Area Plan for the Village North
Area of the Wilfred /Dowdell Specific Plan Project Site Located on
Property Bounded by Redwood Drive on the East, Golf Course Drive
West on the South, Dowdell Avenue on the West and Home Depot on the
North (APN 045- 055 -007) File No PL2011 -006UP
Motion carried unanimously by the following 4 -0 -1 vote: AYES: Belforte,
Mackenzie, Stafford, and Callinan NOS: None, ABSTAINS: None,
ABSENT: Ahanotu.

Council Member Stafford reported that Chamber of Commerce Board has an
opening and is conducting a recruitment. Board elections are next month.
3. SCTA /RCPA, 4/14 (Mackenzie)
Council Member Mackenzie reported on the Commuter Benefit program and that
City is required to offer commuter benefits to their employees as required under
SB1339. Mackenzie referred staff to Bay Area Air Quality Management District
to learn more about this program.
City Manager briefly discussed commuter benefits.
Council Member Mackenzie reported a priority of SCTA is to address unfunded
projects in Sonoma County. Several projects exist throughout the County and
spoke specific to expansion of Railroad Avenue interchange capacity. Mackenzie
requested a meeting with City Manager Jenkins and Suzanne Smith, Executive
Director of SCTA, to discuss further.
Council Member Mackenzie stated for the record that he brought this issue
before City Manager in 2006 and no action was taken at that time.

Jenkins discussed Drought Drive -Up event and Drought Town Hall Meeting both
scheduled for April 23, 2014.
