CITY COUNCIL /RPFA /SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Callinan called the joint regular meeting to order at 5:03 pm, the notice for which being legally noticed on May 8, 2014. Mayor's Proclamation: Recognizing the Education Foundation of Cotati - Rohnert Park Mayor Callinan read and presented the proclamation to, Vera Blanquie, President of the Foundation. DISPOSITION OF HOUSING ASSETS INCLUDING LOANS AND FIVE (5) FORMER CDC LOW AND MODERATE INCOME HOUSING PROPERTIES City Manager Jenkins and Interim Development Services Director Ponton presented the item. Recommended Action(s): Option 1: selling the five homes located in B- section at market rate, depositing the proceeds of sale into the LMIHAF; retain the existing loans and covenants currently managed by the City. Sales proceeds could be used to offset costs of administration, as has been clarified by SB 341, which allows the City to fund affordable housing asset administration using LMIHAF funds. With over 1,000 affordable units in Rohnert Park, operating without nuisances and neighborhood concerns, staff believes the best use of scarce City resources is in supporting affordable housing throughout the City. The proceeds from the five homes would support those activities. Public Comment in support of selling the homes: Debbie Bailey representing Concerned Citizens of Rohnert Park (CCORP), Valerie Swanson, Roberta Wood, and John Hudson. Public Comment in opposition of selling and in support of transferring the homes: Mike Johnson, Eileen Morris, Lynnette Stevenson, Erin Muha, Mark Shelton, Stuart Alexander, Eddie Hughes, John Haig, and David Grabill representing the Housing Advocacy Group of Sonoma County. ACTION: Moved /seconded (Callinan /Stafford) to support the recommended action and sell the homes. Motion carried by the following 3 -1 -0 -1 vote: AYES: Stafford, Ahanotu, and Callinan NOS: Mackenzie, ABSTAINS: None, ABSENT: Belforte. 7. PUBLIC HEARING (NOT BEFORE 6PM - Noticed 5/2/2014) WILFRED /DOWDELL SPECIFIC PLAN AMENDMENT Interim Development Services Director Ponton and Technical Advisor Weisbrod presented the item. Recommended Action(s): 1) Adopt Resolution approving an Initial Study/ Mitigated Negative Declaration, including a Mitigation Monitoring and Reporting Program, for approval of an amendment of the Wilfred /Dowdell Specific Plan, a Development Area Plan and Conditional Use Permit for Amy's Kitchen Restaurant in Village South of the Wilfred /Dowdell Specific Plan; 2) Adopt Resolution adopting a Specific Plan Amendment for the Wilfred /Dowdell Specific Plan to allow more than one restaurant with a drive- through and to develop Village South on an incremental basis; and 3) Adopt Resolution approving a Development Area Plan and Conditional Use Permit for Amy's Kitchen Restaurant in Village South of the Wilfred /Dowdell Specific Plan located on property at the corner of Redwood Drive and Golf Course Drive West consisting of 2.35 acres (APN 045- 075 -002 and 003). Public Hearing Opened 6:55 pm Vin Smith, consulting planner representing Amy's Kitchen, expressed support for the project, recommendations, and conditions. Smith expressed appreciation of City staff that he has worked with and stated the Planning Commission supported the project as well. David Trachtenberg, project architect, talked about the green room and building design. Public Hearing Closed 7:04 pm ACTION: Moved /seconded (Mackenzie /Stafford) to approve Resolution 2014 -045 Approving a Mitigated Negative Declaration for Modifications to the Wilfred /Dowdell Specific Plan and Approval of a Development Area Plan and Conditional Use Permit for Amy's Kitchen Restaurant in Village South of the Wilfred /Dowdell Specific Plan. Motion carried unanimously by the following 4 -0 -1 vote: AYES: Mackenzie, Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS: None, ABSENT: Belforte. PUBLIC HEARING: (NO EARLIER THAN 6PM — Noticed 5/2/2014) SNYDER LANE UNDERGROUND UTILITY DISTRICT Interim Development Services Director Ponton presented the item. Recommended Action(s): Approve resolution to establish an underground utility district along Snyder Lane to place overhead utilities underground on Snyder Lane using Rule 20A funds and authorize the City Manager to enter into the attached agreement with PG &E for undergrounding utilities using Rule 20A funds. Public Hearing Closed 7:30 pm ACTION: Moved /seconded (Stafford /Mackenzie) to approve Resolution 2014 -048 Establishing Snyder Lane Underground Utility District along a Portion of Snyder Lane and Authorize and Approve an Agreement to Perform Tariff Scheduled Related Work, Rule 20A General Conditions with Pacific Gas and Electric Company. Russian River Watershed Association, 4/24 Council Member Stafford reported on the annual video contest which will focus on safe medicine disposal and RRWA has a new Executive Director. 3. Golf Course Oversight Committee, 5/8 Council Member Stafford reported the Committee approved moving forward with using CIP funds to deal with bank erosion on the North Course. C. Other Reports 10. COMMUNICATIONS Mayor Callinan announced a Tip a Cop event, which benefits Special Olympics, will be held May 14, 2014, between 5:15 pm and 8:15 pm at Applebee's in Rohnert Park. 11. MATTERS FROM /FOR COUNCIL Council Member Stafford reported that Rotary honored Officer Burns as officer of the year; Public Works Department held a cleanup day at the Community Center; a Bicycle Rodeo will be held May 17, 2014, at the Community Center from 10 to 12; and the community band will be playing May 18, 2014, at 3 pm. Mark Bramfitt will be LAFCO's new executive director. City Manager Jenkins reported this week is Rohnert Park's Spring Curbside Cleanup. 12. PUBLIC COMMENTS None.
