Tuesday
The Concurrent Meetings of the City of Rohnert Park for
the City Council, the Community Development Commission,
and the Rohnert Park Financing Authority met this date
in Regular Session for a regular meeting to commence at
6:00 p.m. at the Rohnert Park City Hall Council Chambers,
6750 Commerce Boulevard, Rohnert Park, with Mayor Flores
presiding.
CALL TO ORDER /PLEDGE OF ALLEGIANCE:
Mayor Flores CALLED the Regular Session to order at
6:00 p.m. and led the pledge of allegiance.
ROLL CALL:
Present: (5) Councilmembers Mackenzie, Spradlin and
Vidak- Martinez; Vice Mayor Nordin; and
Mayor Flores
Absent: (0) None
Staff present for all or part of the Regular Session:
City Manager Leivo, City Attorney Strauss,,Assistant City
Manager Donley, Finance Director Lipitz, Housing Services
Assistant Keller, Engineering Technician Pedroncelli, Civil
Engineer Jenkins, and City Engineer Bertolero.
1. SCHEDULED APPEARANCES /PRESENTATIONS:
1. Shelley Scott, President, Association for the Arts
(AFTA) re status of AFTA: Ms. Scott DISTRIBUTED AND
REVIEWED a letter with a pamphlet from AFTA. She
gave a brief history of AFTA and discussed the impact
of recent City budget cuts to the arts program. She
requested that the City reinstate AFTA's full budget
of $14,000, and Council CONCURRED TO DIRECT the City
Manager to review the report and return to Council
with recommendations as to how the City can support
AFTA. Councilmembers commented on the importance of
reviewing AFTA's cuts in the context of the numerous
cuts to other organizations in the City as well.

2. Ann Hancock, Project Coordinator, ICLEI's Climate
Protection Project, and Hyun Moon, Intern - Update
on Greenhouse Gas Inventory Project: Housing
Services Assistant Keller REQUESTED TO DEFER this
item until the arrival of Ms. Hancock.
3. Debbie K. Clarkson, 510 Corte Naranja, re widening
of Rohnert Park Expressway at Rancho Verde Mobile
Home Park per recent MOU: Ms. Clarkson discussed
requested traffic improvements west of Redwood Drive
on Rohnert Park Expressway that were not addressed
in the recent MOU between the City and the Tribe of
the Graton Rancheria. Ms. Clarkson recommended
flashing pedestrian boxes and crosswalks in certain
areas, as well as a curbed bike lane. Councilmembers
noted that the Graton Rancheria Tribe will pay for
an analysis of Rohnert Park Expressway and will
contribute $15 million in road improvements.
4. Introduction of new City of Rohnert Park Civil
Engineer, Darrin Jenkins: City Manager Leivo
introduced new Civil Engineer Jenkins to the City
Council, and Council welcomed Mr. Jenkins, who
shared brief comments.
5. Sandy Lipitz, Finance Director - Presentation re
City of Rohnert Park Financial Review - Fiscal
Year 2002 -03: Finance Director Lipitz shared the
contents of the Staff Report via a slide show
presentation, and she responded to Council inquiries/
comments about sales and property taxes, the Vehicle
License Fee (VLF) backfill, recreation subsidies, and
City employees. Councilmembers thanked Finance
Director Lipitz for the review.
2. Ann Hancock, Project Coordinator, ICLEI's Climate
Protection Project, and Hyun Moon, Intern - Update
on Greenhouse Gas Inventory Project: [Out of order.]
Ms. Hancock and Ms. Moon DISTRIBUTED a Climate
Protection pamphlet entitled, "Standing Together for
the Future," and they reviewed the results of the
Greenhouse Gases Inventory Report, as well as the
project recommendations. They also ANNOUNCED an
ICLEI conference called "Watergy" on November 12,
9:00 to 4:00 at the Luchesi Center, with information
available at www.skymetrics.us, and they noted that
GHG Inventory Reports are available at the Council
chambers and the new library. Council commended the
ICLEI representatives for their dedicated work.
