2001/08/14 City Council MinutesCITY OF ROHNERT PARK CONCURRENT MEETINGS MINUTES for: CITY COUNCIL COMMUNITY DEVELOPMENT COMMISSION ROHNERT PARK FINANCING.AUTHORITY August 14, 2001 Tuesday The concurrent meetings of the City of Rohnert Park for the City Council, the Community Development Commission, and the Rohnert Park Financing Authority met this date do regular session for a regular meeting to commence at 7:30 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Mackenzie presiding. CALL TO ORDER: Mayor Mackenzie called the regular session to order at 8:00 p.m. and led the pledge of allegiance. ROLL CALL: Present: (5) Councilmembers Reilly, Spiro, and Vidak- Martinez; Vice Mayor Flores; and Mayor Mackenzie Absent: (0) None Staff present for all or part of the meeting: City Manager Netter, City Attorney Strauss, Assistant City Manager Donley, Planning and Community Development Director Kaufman, City Engineer Gaffney, Director Public Safety Miller, and Finance Director Lipitz. WORK SESSIONS: Work Sessions were held at 5:00 p.m. in the Conference Room to discuss Water Issues, and at 6:30 p.m. to discuss Canon Manor West Assessment District. 1. Jonah Larkin, 1451 Southwest Boulevard, was recognized and noted that he is the owner of Gone Surfing. He called for the youth of the City to come to the Skate Park Coalition meetings and to volunteer to help raise funds. He DISTRIBUTED to the Council a PETITION, ATTACHED TO THE ORIGINAL SET OF MINUTES, with over 350 signatures in support of a skate park facility in Rohnert Park. Furthermore, he expressed his support for the Community Center location. 4. Terriann McGowan 1040 San Francisco Way, was recognized and expressed her support for the Snyder Lane location for a skate park as landscaping plans can block it from the street. She noted that the noise factor for the new library from a skate park, as well as emergency vehicles travelling in and out of a new exit by the Department of Public Safety, pose problems for the Teen Center skate park site. She REQUESTED that any local businesses willing to take a jar to help raise funds for the skate park facility call her at 585 -9164. She discussed the growing popularity of skateboarding, and she indicated that several local youth are in the highest ranks of the skateboard competitors in northern California. *************************** * * * * * * * * * * * * * * * * * * * * * * * * * * * * * ** 7. CONSENT CALENDAR: Mayor Mackenzie asked if there were any questions about the matters on the Consent Calendar, which were explained in the City Manager's Council Meeting Memo. The Mayor signified removal of one Consent Calendar item for further discussion as follows: Resolution No. 2001 -167 per City Manager Netter's recommendation. Furthermore, City Manager Netter DEFERRED the Cash /Investments Preliminary Report to the next Council meeting on August 28, 2001. Upon MOTION by Vice Mayor Flores, seconded by Councilmember Spiro, a motion to declare consideration of Resolution 2001 -178 as an EMERGENCY ITEM was UNANIMOUSLY APPROVED. Upon MOTION by Councilmember Spiro, seconded by Vice Mayor Flores, Resolution 2001 -178 was UNANIMOUSLY APPROVED. FOR THE RECORD, Councilmember Reilly noted that approval of Resolution 2001 -178 is only a formal legal process. City Attorney Strauss concurred. 9. Presentation by Architects-, Fischer - Friedman Associates: Assistant City Manager Steve Donley introduced Mr. Friedman, who, along with the landscape architects, gave a presentation of the final architectural design and drawings of the proposed Council chambers and first /second floors of City Hall. Fisher - Friedman staff DISTRIBUTED "Palm FAQ's" to the Council, and they responded to various Council inquiries, particularly regarding energy - saving measures and civic building designs. Councilmember Spiro REQUESTED that security be provided for the ,dais, and Mr. Friedman stated that he would refer to a security consultant. 2. Council Discussion /Action: Council CONCURRED to proceed with the architectural design and the bid process for City Hall. 10. COMMUNITY DEVELOPMENT COMMISSION MATTERS - 2001 -2002 CDC BUDGET: 1. Staff Report: City Manager Netter briefly outlined the Proposed CDC Budget 2001 -2002 for the Council. He explained the reasons for one modification on page 6 in which the $1 million allocated for the golf course improvements will be split into two categories, the bond fund and the tax - increment fund. City Manager Netter and Finance Director Lipitz then responded to Council questions. 2. PUBLIC HEARING: Mayor Mackenzie OPENED the Public Hearing at 9:26 p.m. There being no citizen desiring to speak on this matter, Mayor Mackenzie CLOSED the Public Hearing at 9:26 p.m. 3. MATTERS FROM /FOR COUNCIL: Policy on staffing and formula for salary comparisons: At the suggestion of Councilmember Reilly, Council CONCURRED TO AGENDIZE the matter of creating a policy on staffing and a formula for salary comparisons. 2. League of California Cities' Conference, Sacramento, Wednesday - Saturday, September 12 -15, 2001: Mayor Mackenzie noted that City Manager Netter and City Attorney Strauss will be attending the conference and will report back to the Council. 3. Founders Day Parade and Community Unity Celebration, 11:00 a.m. - 4:00 p.m., Saturday, September 22, 2001: Mayor Mackenzie noted that Mr. Paul Golis, one of the founders of Rohnert Park, will be the grand marshal of the parade. 4. Other informational items, if any: a. Formation of a Council subcommittee: Vice Mayor Flores shared comments on the formation of a Council subcommittee that would attempt to gain an understanding of issues where the Council may be able to assist the Department of Public Safety and the Director of Public Safety in improving their working relationship, possibly in terms of program support and acquisitions. Council discussion ensued,. and Councilmember Reilly SUGGESTED having a mechanism such as a subcommittee for all of the City departments. CITY MANAGER'S REPORT: 1. Budget Update: City Manager Netter noted that the Budget Report for July and August of 2001 will be ready by the middle of September, 2001. The City Manager then DISTRIBUTED a staff report from Finance Director Lipitz entitled, "Status of Fiscal Year 2001 -2002 Revenue Projections," and he briefly summarized projections for property tax, sales tax, transient occupancy tax, and motor vehicle in -lieu tax. 2. Millennium Housing - First Quarterly Report Ending June 30, 2001 for Mobile Home Park Revenue Bonds - (Las Casitas de Sonoma - Series 2001 A &B): City Manager Netter shared the contents of the First Quarterly Report for Millennium Housing, and he noted that the Council will continue to receive said reports on a regular basis. 3. 2001 Supervisorial Redistricting: City Manager Netter shared the contents of Ms. Tamara Davis' letter, and he highlighted a minor change in Option 1. 4. Trione Offer Rohnert Park City Manager attention of the proposed Crane Canyon to Sonoma County to donate land near for use as a regional soccer center: Netter brought the Trione offer to the the Council. Mayor Mackenzie noted that land is approximately to the north of S. Other informational items, if any: City Manager Nettex indicated that he may take some days off next week. 20. OTHER UNSCHEDULED PUBLIC APPEARANCES: At this time, Mayor Mackenzie called forward any citizens wishing to speak. No citizens responded.
