CITY COUNCIL /RPFA /SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Callinan called the joint regular meeting to order at 5:10 pm, the notice for which being legally noticed on May 22, 2014. Present: Joseph T. Callinan, Mayor Amy O. Department of Public Works and Community Services: Update on Farmers Market, season starts Friday, June 6, 2014 Community Services Supervisor Herman provided the update. 4. PUBLIC COMMENTS Faith Harvey and Ashley Kimball, STAR Kids Productions, announced their play Disney 's Aladdin Jr. which runs May 31 to June 1, 2014, at Lawrence Jones Middle School. The group performed a portion of the production. The speakers submitted a petition in support of Peter Hollister. Staff will follow up. Warren Naumann; Sean O'Donnell; Bill Feeny; Del Reid; Tom Popenvck, Regional Vice President of SEIU; Martin Avila; Mark Sharp; Tomas Phillips, Board Member of the Peace and Justice Center of Sonoma County; and Lisa Maldonado, North Bay Labor Council, spoke to the City values and requested City Council support the Service Employees' International Union (SEIU) labor agreement proposal. 5. SONOMA COUNTY LIBRARY AMENDED JOINT POWERS AGREEMENT Assistant City Manager Schwartz presented the item. Recommended Action(s): Approve a resolution authorizing the City Manager to sign the Sonoma County Library Amended Joint Powers Agreement (JPA) and appoint or provide direction on appointment of a City representative to the Library Commission. ACTION: Moved /seconded (Mackenzie /Stafford) to adopt Resolution 2014 -052 Approving Amendments to the Sonoma County Library Joint Powers Agreement, Authorizing the City Manager to Execute said Amended Joint Powers Agreement, and Creating the Position of City of Rohnert Park's Library Commissioner to the Sonoma County Library Commission to be Appointed by the City Council. Motion carried by the following 4 -1 -0- vote: AYES: Stafford, Mackenzie, Ahanotu, and Callinan NOS: Belforte, ABSTAINS: None, ABSENT: None. ACTION: Moved /seconded (Callinan /Belforte) to nominate and appoint Vice Mayor Ahanotu as the City of Rohnert Park's Library Commissioner to the Sonoma County Library Commission. Motion carried unanimously by the following 5 -0 vote: AYES: Belforte, Mackenzie, Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS: None, ABSENT: None. 7. DISPOSITION OF PROCEEDS FROM THE SALE OF CITY -OWNED PROPERTY IN THE STADIUM LANDS MASTER PLAN AREA City Manager Jenkins presented the item. Recommended Action(s): The proceeds be used as follows: Pay Off Sale Costs: $131,000 Fund Future Sale Costs: $ 50,000 General Fund Reserve: $320,000 Total Net Proceeds: $501,000 ACTION: Moved /seconded (Stafford /Belforte) the recommended action. NOVEMBER 4, 2014 ELECTION MATTERS City Clerk Buergler presented the item. Recommended Action(s): Call for a consolidated general municipal election and make no change to the current policy regulations regarding city council candidate statements. ACTION: Moved /seconded (Callinan /Mackenzie) to approve Resolution 2014 -053 Calling for the Holding of a General Municipal Election to be Held on City of Rohnert Park Joint Regular Meeting Minutes for City Council / Rohnert Park Financing Authority /Successor Agency May 27, 2014 Page 4 of 6 Tuesday, November 4, 2014 for the Election of Certain Officers and Requesting the Board of Supervisors of the County of Sonoma to Consolidate said Election Pursuant to § 10403 of the Elections Code. Motion carried unanimously by the following 5 -0 vote: AYES: Belforte, Mackenzie, Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS: None, ABSENT: None. Council Member Stafford and Vice Mayor Ahanotu disclosed a potential financial conflict because it could have "a personal financial effect" because they may choose to run for re- election thereby incurring the printing costs to be set by the City Council and left the meeting at 6:34 pm. ACTION: Moved /seconded (Callinan/Mackenzie) to approve Resolution 2014 -054 Adopting Regulations for Candidates for Elective Office Pertaining to Candidates' Statements Submitted to the Voters at an Election to be Held on November 4, 2014. Motion carried unanimously by the following 3 -0 -2 vote: AYES: Belforte Mackenzie, and Callinan NOS: None, ABSTAINS: None, ABSENT: Stafford and Ahanotu. Council Member Stafford returned to the dais 6:36 pm. Vice Mayor Ahanotu returned to the dais 6:38 pm. 9. PUBLIC HEARING: (NO EARLIER THAN 6PM — Noticed 5/2/2014) CONSIDER FINANCING /REFINANCING OF THE MOBILE HOME PARKS OWNED OR TO BE OWNED BY CARITAS AFFORDABLE HOUSING, INC. (VALLEY VILLAGE MOBILE HOME PARK) Assistant City Manager Schwartz presented the item and reported Diane Broadhead, Mobile Home Parks Rent Appeals Board Member, brought to the City's attention her understanding is that the saving from the refinancing would be refunded via lower rents, which was based on a meeting with the group in September. Assistant City Manager Schwartz reported that Caritas does not recall that and intends to invest the savings into continued improvement and maintenance of the park. Caritas is willing to meet with residents and /or board to clarify what the understandings were in September. Recommended Action(s): 1) Conduct a public hearing under the requirements of the Tax Equity and Fiscal Responsibility Act (TEFRA) and the Internal Revenue Code Section 147(f) and 2) Adopt a resolution approving the issuance of Bonds by the California Municipal Finance Authority (CMFA) for the benefit of Caritas Affordable Housing, Inc., and approving execution of a Joint Exercise of Powers Agreement with the CMFA and a Subordination Agreement with respect to existing financing. Senior Citizens Advisory Commission, 5/15 Council Member Stafford reported Commissioner Thomas Hannah was seated, Rohnert Park's Meals on Wheels is number one in the county pertaining to the number of meals served, and Senior Analyst Atkins provided a presentation regarding Casino Mitigation Contribution Plan. 2. Chamber of Commerce, 5/20 Council Member Stafford reported board incumbents were reappointed. There was a Sonoma County joint Chamber of Commerce meeting at Sonoma Mountain Village. C. Other Reports 1. ABAG, 5/15 Council Member Mackenzie reported on a presentation from Stephen Levey and Egon Terplan reporting on the Bay Area Economic Prosperity Plan and the workforce in the Bay Area. Mackenzie requested staff to invite Levey and Terplan to present this information in Sonoma County as it pertains to economic development. Council Member Belforte reported today is the 77th anniversary of the opening of the Golden Gate Bridge; the final vote for the bridge suicide barrier is set for June 27, 2014; Wi -Fi will be installed in the busses July 2014; January 10 and 11, 2015 the bridge will be closed for the installation of the removable barrier. 11. COMMUNICATIONS None. 12. MATTERS FROM /FOR COUNCIL Mayor Callinan requested a review of the City Council Protocols be agenized June 10 or 24, 2014. Council agreed. 13. PUBLIC COMMENTS None.
