CITY COUNCIL /RPFA /SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Callinan called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on June 5, 2014. Present: Joseph T. Callinan, Mayor Amy 0. Ahanotu, Vice Mayor Gina Belforte, Council Member Jake Mackenzie, Council Member Pam Stafford, Council Member Absent: None Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney Kenyon, City Clerk Buergler, Director of Public Works and Community Services McArthur, Senior Analyst Atkins, Interim Development Services Director Ponton, Director of Public Safety Masterson, Senior Engineering Technician Pedroncelli, Interim Finance Manager Kwong, Fire Marshal Adam, and Management Analyst Tacata. 2. PLEDGE OF ALLEGIANCE Led by Director of Public Works and Community Services McArthur. 3. PRESENTATIONS A. Mayor's Certificate of Recognition: Honoring `The Ceres Community Project' for their Extraordinary Healing Work Performed in Sonoma County Mayor Callinan read and presented the certificate to Margaret Howe, Ceres Community Project Associate Director. Volunteer students Mikaela Dibble -Kahn and Candler Weinberg were also present to receive certificate. City Manager's Office: City Manager and Department Directors will be at the June 13 Farmers Market providing information on various City Services and addressing questions from the community City Manager Jenkins provided the briefing. 5. PUBLIC COMMENTS Arthur Deicke spoke in support of Rohnert Park joining Sonoma Clean Power and requested that the City oppose AB 2145. 6. CONSENT CALENDAR A. Approval of Minutes for: 1. City Council /RPFA /Successor Agency Joint Special Meeting May 27, 2014 B. Acceptance of Reports for: 1. City Bills /Demands for Payment Dated June 10, 2014 2. Successor Agency to the CDC Bills /Demands for Payment Dated June 10, 2014 C. City Council Resolutions for Adoption: 1. 201'l 056 Authorizing and Approving the Professional Services Agreement with Stradling Yocca Carlson & Rauth for Special Legal Counsel Services (PULLED by Belforte) 2. 2014 -057 Authorizing and Approving the Consultant Services Agreement with Goodwin Consulting Group for Tax Advisement Services 3. 2014 -058 Authorizing and Approving an Agreement with TRI Development Services, LLC for Purchase of Environmental Mitigation Credits and Escrow Instructions Relating to Dowdell Avenue Extension South of Business Park Drive ACTION: Moved /seconded (Belforte /Stafford) to approve the Consent Calendar. City Council Resolutions for Adoption: 1. 2014 -056 Authorizing and Approving the Professional Services Agreement with Stradling Yocca Carlson & Rauth for Special Legal Counsel Services ACTION: Moved /seconded (Belforte /Stafford) to approve Resolution 2014- 056. Fiscal Recovery Briefing — 10- Year Financial Forecast Update- Consideration of Information on City's Projected Future Financial Condition and Provide Direction City Manager Jenkins presented the item. Recommended Action(s): Receive and discuss the report of the City's projected fiscal condition and direct staff to 1.) Make any changes or adjustments desired to the financial forecast and 2.) Proceed with developing a plan for long -term fiscal recovery and stability. Report received with no opposition to proceed with developing a plan for long -term fiscal recovery and stability. 8. Review and Consideration of Adoption of City of Rohnert Park Operating Budget FY 2014 -2015 City Manager Jenkins presented the item. Recommended Action(s): Consider and approve a resolution adopting the City Budget for Fiscal Year 2014 -2015. ACTION: Moved /seconded (Stafford /Belforte) to Adopt Resolution 2014 -059 Approving and Adopting the City of Rohnert Park Operating Budget for Fiscal Year 2014 -15. Motion carried unanimously by the following 5 -0 vote: AYES: Belforte, Mackenzie, Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS: None, ABSENT: None. 9. Review and Consideration of Adoption of Five -Year Capital Improvement Program (CIP) Budget for Fiscal Years 2014 -15 to 2018 -19, Approval of Fiscal Year 2014 -15 CIP Projects and Authorization of Appropriation Adjustments for Fiscal Year 2013 -14 Projects Management Analyst Tacata presented the item. Recommended Action(s): Consider and approve resolution to adopt Five -Year Capital Improvement Program Budget for Fiscal Years 2014 -15 to 2018 -19; approve Fiscal Year 2014 -15 projects and authorize funding appropriations; and authorize appropriations adjustments for Fiscal Year 2013 -14 projects. ACTION: Moved /seconded (Belforte /Stafford) to approve Resolution 2014 -060 Adopting the Five -Year Capital Improvements Program (CIP) Budget for Fiscal Years 2014 -15 through 2018 -19, Approving Fiscal Year 2014 -15 CIP Projects, and Authorizing Funding Appropriations Adjustments for Fiscal Year 2013 -14 CIP Projects. PUBLIC HEARING: (NO EARLIER THAN 6PM — Noticed 5/30/2014 and 6/6/2014) Conduct a Weed Abatement Protest Hearing to Consider Abatement of Weeds Constituting a Nuisance within the City of Rohnert Park Fire Marshal Adam presented the item. Recommended Action(s): Conduct the required Protest Hearing and adopt the resolution finding no defensible protests and ordering the abatement of the noticed lots or properties. Protest Hearing Closed 6:46 pm ACTION: Moved /seconded (Mackenzie /Stafford) to approve Resolution 2014 -061 Ordering the City Manager to Abate Nuisances Existing within the City of Rohnert Park. Standing Committee Reports 1 Waste & Recycling Committee, 6/3 Council Member Stafford reported on an issue at the landfill with Sonoma Compost and zero discharge; the Sonoma County Waste Management Agency is working on it. The future of the Sonoma County Waste Management Agency and future delivery alternatives was discussed as the JPA terminates in 2017. B. Liaison Reports 1. SCTA /RCPA, 6/9 Meeting was cancelled — no report. 2. Water Advisory Committee, 6/2 Mayor Callinan reported that 2014 was the lowest snowpack in California history. 3. Health Action Network, 6/6 Council Member Belforte reported that A Portrait of Sonoma County was recently released. Rohnert Park was profiled and Health Action would like to make a presentation to the Rohnert Park City Council. C. Other Reports Council Member Stafford reported on attending the Local Leaders' Academy Rohnert Park Graduation luncheon; the Scholl District's Measure B passed in the June 3, 2014 election; LAFCO's budget passed and the new manager is Mark Bramfitt; and the Senior Center held a choir performance. MATTERS FROM /FOR COUNCIL Council Member Belforte thanked Public Safety for being so responsive to the recent transient issue on creek near the golf course and for community policing. 14.
