REGULAR MEETING - CALL TO ORDER/ROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on July 3, 2014.

3. PRESENTATIONS
A. Mayor's Certificate of Recognition: Chloe Tacata for setting a new American Record
in Olympic weightlifting
Mayor Callinan read and presented the certificate to Chloe Tacata. Coach Freddie
Myles announced Tacata has qualified for the Youth International Invitational
weightlifting competition scheduled for the Olympic Training Center in Colorado
Springs, Colorado, in October 2014 and will be representing the USA.
B. Development Services: Introduction of City Engineer, Mary Grace Pawson
Interim Development Services Director Ponton introduced City Engineer Pawson.

A. Department of Public Safety- 4th of July Activities Report
Public Safety Director Masterson provided the briefing which included a review of
the last three years. This year the 4th fell on a Friday which may have contributed to
the reduction in the numbers.

5. PUBLIC COMMENTS
Barbara Mackenzie representing Citizens for Sonoma County Libraries (a new grassroots
group that supports ballot measures and other legislation on behalf of the Sonoma County
Library system) commented on the financial situation of the Sonoma County Library.
Mackenzie announced a Sonoma County Library evening concert event Wednesday, July
16, 2014, 6 pm to 7:45 pm at the Rohnert Park - Cotati Regional Library which is funded
by the Friends of the Library featuring the Moonlighters. Mackenzie announced that the
Library Advisory Board is recruiting board members and applications are available at the
local branch.
Technical Services Division Manager Mazzanti provided information on this year's
National Night Out, August 5, from 5 to 8 pm.

City Manager Jenkins presented the item. Recommended Action(s): Confirm the Mayor's
appointment of Don Schwartz, Assistant City Manager, as an alternate to the Sonoma
County Waste Management Agency Board of Directors.
ACTION: Moved /seconded (Stafford /Belforte) to confirm the Mayor's appointment
of Don Schwartz, Assistant City Manager, as an alternate to the Sonoma
County Waste Management Agency Board of Directors.

8. Consideration of Designating a Voting Delegate and Alternate(s) for the League of
California Cities Annual Conference - September 3 -5, 2014, in Los Angeles
City Manager Jenkins presented the item. Recommended Action(s): designate a voting
delegate and alternate /s for the League of California Cities Annual Conference to be held
September 3 -5, 2014, in Los Angeles, CA and direct staff to complete the Voting
Delegate Form and submit it to the League of California Cities.

ACTION: Consensus to delegate Council Member Belforte with no alternates
appointed. If it appears the city should send a representative based on the
conference contents, the item will be agendized. (Mackenzie Absent)

9. Discussion of a Potential Review of the City Council Protocols and Request for the
Formation of an Ad Hoc Committee to Review the Established Procedural Rules for
the Conduct of City Council Meetings and Council Business
City Clerk Buergler presented the item. Recommended Action(s): Discuss the possible
review and potential amendment of the City Council Protocols. Consider forming a City
Council Protocols Ad Hoc Committee to serve as an advisory committee to the City
Council and to work with staff on the review of the established procedural rules for the
conduct of City Council meetings and Council business. If formed, the Mayor would
appoint two Council Members to the ad hoc committee.

ACTION: Moved /seconded (Mackenzie /Ahanotu) to review the Protocols and create
an City Council Protocols Ad Hoc Committee comprised of Mayor
Callinan and Council Member Stafford.

10. Economic Development Activities Update, July 2014, and Consideration of
Proposed Future Activities
Assistant City Manager Schwartz, Interim Development Services Director Ponton, and
Senior Analyst Atkins presented the item. Recommended Action(s): Council receive
update on economic development activities and provide consideration and direction on
proposed future activities.
Public Comment: Richard Pope, Development Director, Sonoma Mountain Village.
ACTION: Council received the update.

1. Council Member Stafford reported the Chamber of Commerce has hired Kelley
Scullion to serve as the director and Andrea Rodriquez -Jereb is serving as Chair
to the Board.

1. Golden Gate Bridge District, 6/27
Council Member Belforte reported the Board voted unanimously to approve the
installation of a suicide net at the June 27 meeting and it will take three years to
complete the installation.
Council Member Mackenzie reported he and Planning Commissioners Haydon and
Borba went to Vacaville to visit two previously occupied commercial buildings that
are now Walmart neighborhood stores. The Walmart neighborhood store opening in
Rohnert Park has a hiring office currently open in Mountain Shadows Plaza.
