CITY COUNCIL /RPFA /SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Callinan called the joint regular meeting to order at 5:01 pm, the notice for which being legally noticed on June 20, 2014. Present: Joseph T. Callinan, Mayor Amy O. Ahanotu, Vice Mayor Gina Belforte, Council Member Jake Mackenzie, Council Member Absent: Pam Stafford, Council Member Staff present: Acting City Manager Schwartz, City Attorney Kenyon, City Clerk Buergler, Director of Public Works and Community Services McArthur, Senior Analyst Atkins, Interim Development Services Director Ponton, Director of Public Safety Masterson, and Management Analyst Tacata. 2. PLEDGE OF ALLEGIANCE Led by Amee Sas, Executive Director of SoCo Nexus. 3. PRESENTATIONS A. Mayor's Certificate of Recognition: Honoring Herlinda Heras for her efforts in fostering international understanding and for her community contributions Mayor Callinan read and presented the certificate to Herlinda Heras. B. Update on Status of SoCo Nexus by Amee Sas, Executive Director of SoCo Nexus Amee Sas provided a briefing on the Rohnert Park Compliance annual report from January 2014. They are at 84% company occupancy with a goal of 90 %. Four sectors exist: social media, web, and IT; health care and medical technology; agriculture and food; and clean technology and sustainable products. The North Bay Innovation Expo and Investment Summit will be held September 19, 2014. 4. PUBLIC COMMENTS None. 5. CLOSED SESSION A. Motion carried unanimously by the following 4 -0 -1 vote: AYES: Belforte, Mackenzie, Ahanotu, and Callinan NOS: None, ABSTAINS: None, ABSENT: Stafford. Mayor Callinan stated for the record, "I'd like to read a statement on behalf of the City Council. We just approved three -year labor agreements with two of our employee groups and also approved the Confidential and Management Unit Outlines that set forth the terms and conditions of employment for the next three years. We want to thank the City of Rohnert Park Joint Regular Meeting Minutes for City Council/Rohnert Park Financing Authority /Successor Agency June 24, 2014 Page 4 of 6 employees for working with us to find creative solutions to our City's difficult financial challenges. Time and time again our employees have stepped -up to work with us to address important compensation issues arising from our constantly changing times. We reached these agreements by considering the interests, concerns, and input of the parties in the negotiation process. We look forward to reaching resolution with our two remaining labor groups." Council Member Mackenzie stepped away from the dais at 7:15 pm and returned 7:17 pm. 7. Review and Accept Development Services Cost Recovery Annual Report Fiscal Year 2013 -2014 and Provide Direction on Recommendations for Minor Revisions to the Fee Schedule for Adoption at a Future Meeting Management Analyst Tacata presented the item. Recommended Action(s): Accept and file the Development Services Cost Recovery Fees Annual Report - FY 2013 -14 and direct staff to prepare an agenda item for a proposed fee schedule clean -up at a future meeting. ACTION: By Consensus (none opposed, Stafford absent) City Council supported Recommended Actions. 8. Consideration of a Resolution Adjusting the 2013/2014 Winter Average / Sewer Cap used to Calculate Residential Wastewater Flow Charges Due to the Drought Acting City Manager Schwartz presented the item. Recommended Action(s): (A) receive and accept this report regarding the 2013/2014 Winter Average /Sewer Cap for the period of April 1, 2014 through March 31, 2015, and (B) adopt a Resolution interpreting Section 4 of Ordinance No. 837 to allow the charges for residential wastewater service to be calculated using the lower value between the winter averages for 2012/2013 and winter averages for 2013/2014 in order to account for the abnormal drought year. ACTION: Moved /seconded (Mackenzie /Belforte) to adopt Resolution 2014 -073 Adjusting the 2013 -2014 Winter Average /Sewer Cap Used to Calculate Residential Wastewater Flow Charges Due to the Drought. Motion carried unanimously by the following 4 -0 -1 vote: AYES: Belforte, Mackenzie, Ahanotu, and Callinan NOS: None, ABSTAINS: None, ABSENT: Stafford. 9. Consideration of Amending the Digital Billboard Use Policy for Nonprofit Organization Usage Allowing Certain Messages for Welcoming New Businesses to Rohnert Park Director of Public Works and Community Services McArthur presented the item. Recommended Action(s): provide direction on the proposed amendments to the Digital Billboard Policy and direct staff to prepare an agenda item to consider an amended policy at a future City Council meeting. ACTION: By Consensus (Belforte opposed, Stafford absent) City Council supported the Recommended Actions. PUBLIC HEARING: (NO EARLIER THAN 6PM — Noticed 6/13 and 6/20/2014) Review and accept the Wilfred Dowdell Specific Plan Reimbursement Fee Annual Report for Fiscal Year 2013 -14 and Adoption of the Updated Wilfred/Dowdell Specific Plan Reimbursement Fee Interim Development Services Director Ponton and Management Analyst Tacata presented the item. Recommended Action(s): 1) Consider the Wilfred /Dowdell Specific Plan Reimbursement Fee Annual Report - FY 2013 -14, accept and file; 2) Hold a Public Hearing to consider the proposed update to the Wilfred /Dowdell Specific Plan Reimbursement Fee ( "Fee "); and 3) Adopt attached resolution updating the Wilfred /Dowdell Specific Plan Reimbursement Fee and superseding Resolution No. 2013 -126 Hearing Opened 7:53 pm Mayor Callinan entered into the Record a letter delivered to City Council at the meeting from Nicole Roberts in opposition to new proration of the reimbursement fee. ACTION: Moved /seconded (Belforte /Mackenzie) to approve Resolution 2014 -074 Updating the Wilfred /Dowdell Specific Plan Reimbursement Fee and Superseding Specific Plan Fee Established by Resolution No. 2011 -70 and Updated by Resolution No. 2013 -126. Motion carried unanimously by the following 4 -0 -1 vote: AYES: Belforte, Mackenzie, Ahanotu, and Callinan NOS: None, ABSTAINS: None, ABSENT: Stafford. 11. STANDING COMMITTEE / LIAISON REPORTS A. Standing Committee Reports 1. Economic Development, 6/19 Vice Mayor Ahanotu reported that staff provided a summary of businesses visited, an update on hotel recruitment, marketing activities, and updating the website. Staff will provide an Economic Development report to Council at the July 8, 2014 meeting. The committee reviewed the digital billboard use policy draft. B. Liaison Reports 1. Library Advisory Board, 6/17 Vice Mayor Ahanotu reported no action could be taken at the meeting due to a lack of quorum. Board members are needed. The Clerk's Office will assist with promoting the vacancies. Golden Gate Bridge District, 6/12 Council Member Belforte reported the board will be voting June 27, 2014, on the installation of a suicide net. August 1, 2014, the Highway Transportation District will have a board meeting at the Sonoma County Board of Supervisor's Office regarding the elimination of bus Route 80 service to be replaced with Route 101 and 70 service. 12. COMMUNICATIONS Council Member Mackenzie reported receiving a copy of a letter addressed to Dan Condron, Vice President of University Affairs at Sonoma State University, informing him of approval of installation of supplemental destination sign plates to the Green Music Center. The California Department of Transportation will add the plates below the existing Sonoma State University signs north and southbound Route 101. 13. MATTERS FROM /FOR COUNCIL None. 14.
