REGULAR MEETING - CALL TO ORDER/ROLL CALL
Mayor Callinan called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on July 17, 2014.

A. Mayor's Proclamation: Honoring Community Services Manager Guy Miller on the
Occasion of his Retirement
Mayor Callinan read and presented the certificate to Guy Miller who reflected on his
29 years of service with the City.
B. Founders' Day 2014 Event
Jennifer Wiltermood and Sherri Lorenz announced the event will be held Saturday
and Sunday, September 20 and 21.

8. 2014 -089 Approving the Tentative Agreement on a Three Year Proposal with
the Rohnert Park Public Safety Managers' Association (RPPSMA)
9. 2014 -090 Approving and Adopting a Memorandum of Agreement with the
Rohnert Park Public Safety Managers' Association (RPPSMA) for
the period of July 1, 2014 to June 30, 2017
ACTION: Moved /seconded (Stafford /Ahanotu) to approve the Consent Calendar.

8. Consideration of Adoption of an Interim Ordinance Extending a Temporary
Moratorium (which was Established by Ordinance No. 855) on and Prohibiting the
Issuance of Permits or other Entitlements for Vehicles for Hire — Including Taxicabs
and Other Public Transportation Vehicles — and /or Driver Permits to Operate such
Vehicles for a Period of up to One Year Pending the Completion and Enactment of
New Regulations Governing Vehicles for Hire
Public Safety Director Masterson presented the item. Recommended Action(s): adopt an
urgency ordinance to extend the temporary moratorium on the issuance of any new
taxicab permits or driver permits established by Ordinance No. 855 pending the
completion and enactment of new regulations governing taxicab business and drivers.
ACTION: Moved /seconded (Stafford /Ahanotu) to introduce and adopt Ordinance
879 An Interim Urgency Ordinance of the City Council of the City of
Rohnert Park, California, Extending the Temporary Moratorium on and
Prohibiting the Issuance of Permits or Other Entitlements for Vehicles for
Hire — Including Taxicabs and Other Public Transportation Vehicles —
and/or Drivers Permits to Operate Such Vehicles Pending the Completion
and Enactment of New Regulations Governing Such Businesses and
Activities, to Become Effective Immediately. Title read by Mayor
Callinan.
Motion carried unanimously by the following 3 -0 -2 roll call vote: AYES:
Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS: None,

9. City Council Study Session and Direction on the Draft Housing Element Update for
2015 -2023
Interim Director of Development Services Ponton and consultant Ted Holzem with
Mintier Harnish presented the item. Recommended Action(s): review and discuss the
draft Housing Element and Provide comments to staff. The draft Housing Element will
be revised based on these comments and submitted to the California Department of
Housing and Community Development (HCD) for review.
ACTION: Moved /seconded (Stafford /Belforte) to approve submission of the
Draft Housing Element to the state.

Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS: None,

7. Approving and Adopting Tentative Agreement and Memorandum of Agreement
with the Rohnert Park Public Safety Officers' Association (RPPSOA) for the Period
of July 1, 2014 to June 30, 2017
City Manager Jenkins presented the item. Recommended Action(s): Approve and adopt
Tentative Agreement and Memorandum of Agreement with the Rohnert Park Public
Safety Officers' Association (RPPSOA) for the period of July 1, 2014 through June 30,
2017.
ACTION: Moved /seconded (Stafford /Belforte) to approve Resolution 2014 -091
Approving and Adopting the Tentative Agreement with the Rohnert Park
Public Safety Officers' Association (RPPSOA) Dated June 30, 2014 and
Resolution 2014 -092 Approving and Adopting a Memorandum of
Agreement with the Rohnert Park Public Safety Officers' Association
(RPPSOA) for the period of July 1, 2014 to June 30, 2017.
Motion carried unanimously by the following 4 -0 -1 vote: AYES: Belforte,
Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS: None,
ABSENT: Mackenzie.
Mayor Callinan, on behalf of the City Council, read for the record: "The City Council's
ratification of these last two agreements completes Rohnert Park's labor negotiation
process for 2014. These agreements represent substantial progress in our ongoing efforts
toward long -term financial sustainability for our community. The agreements compensate
employees at levels that the city can afford while reforming retiree medical and obtaining
cost containment on medical premiums. These agreements also give employees more
control over their retiree medical savings. I think all of us wish we could do more for our
employees but we have to live within our means and these agreements help us do that.
Once again our employees worked with us to address major financial issues in our city.
We are reminded of what a truly special group of people we have working here in
Rohnert Park."

10. Approve a Parcel Map, Accept Offers of Dedication, and Approve Various
Agreements for the Oxford Suites Hotel and McDonald's Project in the Wilfred
Dowdell Specific Plan
Interim Development Services Director Ponton and City Engineer Pawson presented the
item. Recommended Action(s): Adopt the Resolution Approving Parcel Map 183,
Accepting Offers of Dedication for Public Right -of -Way, Public Utility Easement,
Sidewalk Easement, Emergency Vehicle Access Easement, and Approving the
Subdivision Improvement Agreement, the Reimbursement Agreement, and the
Landscape Maintenance Agreements.
ACTION: Moved /seconded (Belforte /Stafford) to approve Resolution 2014 -093
Approve a Parcel Map, Accept Offers of Dedication, and Approve Various
Agreements for the Oxford Suites Hotel and McDonald's Project in the
Wilfred Dowdell Specific Plan.

Council Member Stafford reported on the golf tournament held July 16, 2014.
Library Commission -Vice Mayor Ahanotu reported on his attendance to orientation
with the Library Commission. Tentatively August 7, 2014, will be the Commissions
first meeting. Ahanotu recommends opening the appointment up to a community
member instead of a councilmember. Discussion of Rohnert Park's Library
Commission representative will be agendized.
C. Other Reports
Golden Gate Bridge District — Council Member Belforte reported a public hearing
will be held August 1, 2014, regarding the addition of Route 70 on Highway 101 and
the elimination of bus route 80 at the Sonoma County Board of Supervisor's Office.
