CITY COUNCIL /RPFA /SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Callinan called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on August 21, 2014. Present: Joseph T. Callinan, Mayor Amy O. Ahanotu, Vice Mayor Gina Belforte, Council Member Jake Mackenzie, Council Member Pam Stafford, Council Member Absent: None Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney Kenyon, City Clerk Buergler, Director of Public Safety Masterson, Director of Public Works and Community Services McArthur, Senior Analyst Atkins, Human Resources Analyst Rankin, and City Engineer Pawson. 2. PLEDGE OF ALLEGIANCE Led by Theeda Manning. 3. PRESENTATIONS A. Mayor's Certificate of Recognition: Honoring Jennifer Davis for Coordinating Rohnert Park's `National Night Out' Event Mayor Callinan read and presented the certificate to Jennifer Davis who reflected on her experience coordinating the event. B. Mayor's Certificate of Recognition: Honoring George Martin for his Ongoing Volunteer Work at Lydia Park Community Garden Mayor Callinan read and presented the certificate to George Martin who spoke to the other volunteers that help maintain the garden and park. PUBLIC COMMENTS Marn Olsen expressed traffic safety concerns on Eleanor Street and requested pen-nit parking on a portion of the street and that emergency vehicles use a different route. 5. City Council Resolutions for Adoption: 1. 2014 -096 Authorizing and Approving a Reimbursement Agreement by and between the City of Rohnert Park and McDonald's USA 2. 2014 -097 Authorizing the Purchase of Eight (8) Public Works Utility Trucks and Specialty Truck Mounted Equipment not to Exceed $310,000.00 (PULLED by Callinan) 3. 2014 -098 Supporting Sonoma County Abandoned Vehicle Abatement Service Authority's Extension of the Abandoned Vehicle Abatement Program until April 30, 2025 and Extending an Agreement with the Service Authority Regarding the Same 4. 2014 -099 Authorizing and Approving a Consultant Service Agreement with Dudek for Planning and Environmental Services 5. 2014 -100 Authorizing and Approving a Reimbursement Agreement by and between City of Rohnert Park and North Bay Community LLC for Rohnert Crossings 6. 2014 -101 Authorizing and Approving the Elimination of the Administrative Analyst and Instrumentation Technician Positions and Creation of the Assistant Public Works Director and Project Coordinator Positions and Associated Job Descriptions and Salary Ranges in the Public Works and Community Services Department 7. 2014 -102 Authorizing and Approving the Salary and Benefits Stated in the Employment Agreement with Betsy Howze for Finance Director Treasurer (PULLED by Callinan) 8. 2014 -103 Authorizing and Approving the City of Rohnert Park Pay Rates and Ranges Dated August 19, 2014 ACTION: Moved /seconded (Stafford /Ahanotu) to approve the Consent Calendar. City Council Resolutions for Adoption: 2. 2014 -097 Authorizing the Purchase of Eight (8) Public Works Utility Trucks and Specialty Truck Mounted Equipment not to Exceed $310,000.00 Recommended Action(s): City Council Adopt a Resolution Authorizing the Purchase of 1) Eight (8) utility trucks from Downtown Ford of Sacramento, California in the amount of $238,170.57, and 2) one (1) specialized truck- mounted loader from Nixon - Egle Equipment Co. of Tracy, California in the amount of $68,876.56. ACTION: Moved /seconded ( Callinan/Stafford) to approve Resolution 2014- 097. Motion carried unanimously by the following 5 -0 vote: AYES: Belforte, Mackenzie, Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS: None, ABSENT: None. 7. 2014 -102 Authorizing and Approving the Salary and Benefits Stated in the Employment Agreement with Betsy Howze for Finance Director Services and Confirming the Appointment of Betsy Howze as City Treasurer Recommended Action(s): Approve the attached resolution which authorizes and approves the salary and benefits stated in the Employment Agreement with Betsy Ilowze for Finance Director Services and confirms the appointment of Betsy Howze as City Treasurer. ACTION: Moved /seconded (Callinan/Stafford) to approve Resolution 2014- 102. Consideration of a Nomination and Appointment of the City of Rohnert Park's Representative to the Sonoma County Library Commission for the Remainder of a Four -Year Term Expiring August 1, 2018 City Manager Jenkins presented the item. Recommended Action(s): Nomination and appointment of candidate Barbara Mackenzie to fill the one vacancy on the Sonoma County Library Commission for the remainder of a four -year tern which expires on August 1, 2018. ACTION: Moved /seconded (Callinan/Belforte) to nominate and appoint Barbara Mackenzie. Motion carried unanimously by the following 5-0 vote: AYES: Belforte, Mackenzie, Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS: None, ABSENT: None. 7. Consideration of Approving Amendments to the City's Statement of Local Goals and Policies Concerning the Use of the Mello -Roos Community Facilities Act of 1982 City Engineer Pawson and James Fabian, Fieldman, Rolapp, & Associates, the City's Financial Advisor, presented the item. Recommended Action(s): 1) Receive informational presentation on land- secured financing for public improvements and services, in general, and the Mello -Roos Community Facilities Act of 1982, in particular and 2) Approve Adoption of a Resolution Approving an Amended Statement of Local Goals and Policies Concerning the Use of the Mello -Roos Community Facilities Act of 1982. Public Comment: Jeanette Lynn McFall, Keller Williams Realty and Cindy Bendelac. ACTION: Moved /seconded (Stafford /Mackenzie) to approve Resolution 2014 -104 Approving the Amended Statement of Local Goals and Policies Concerning the use of the Mello -Roos Community Facilities Act of 1982. Motion carried unanimously by the following 5 -0 vote: AYES: Belforte, Mackenzie, Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS: None, ABSENT: None. 8. Approve an Interim Urgency Ordinance of the City Council of the City of Rohnert Park, California, as an Urban Water Supplier, Prohibiting Certain Activities that Waste Water and Implementing Mandatory Restrictions on Outdoor Irrigation to Promote Water Conservation, to become Effective Immediately, and Make CEQA Exemption Findings City Engineer Pawson presented the item. Recommended Action(s): Approve an Interim Urgency Ordinance of the City Council of the City of Rohnert Park, California, as an Urban Water Supplier, Prohibiting Certain Activities that Waste Water and hmplementing Mandatory Restrictions on Outdoor Irrigation to Promote Water Conservation and to become Effective Immediately. STANDING COMMITTEE / LIAISON REPORTS A. Standing Committee Reports 1. Water /Wastewater Issues Committee, 8/18 Council Member Belforte reported the committee discussed Water Conservation Measures like `Cash for Grass' and Sub - metering on non - single family dwellings; water rate study update; water system capacity charge update; the Copeland Creek coordination with Sonoma State University and Sonoma County Water Agency is going well. The committee is meeting on a monthly basis because of the drought. B. Liaison Reports 1. Library Advisory Board, 8/19 Vice Mayor Ahanotu reported that board members are still needed and encouraged people to apply. The library tax measure was discussed. 2. Chamber of Commerce, 8/19 Council Member Stafford reported the Chamber staff is working with City staff on economic development and a new membership program will be coming in September. C. Other Reports Regional Climate Protection Authority Special Meeting, 8/25 — Council Member Mackenzie reported they reviewed a work plan for Climate Action 2020. City will be looking at greenhouse gas emission reduction target. 10. COMMUNICATIONS Mayor Callinan reported on the opening of the Schroeder Hall at the Green Music Center August 22, 2014. Council Member Stafford reported on the Public Safety Explorer's breakfast. Mayor Callinan announced the last Oliver's performance at Spreckels is Sunday, August 31, 2014. MATTERS FROM /FOR COUNCIL Council Member Mackenzie attended the California Adaptation Forum dealing with climate change. Council Member Mackenzie received a communication from MTC stating the Hwy 101 on ramp metering lights will be activated Cotati to Windsor on September 9, 2014. 12. PUBLIC COMMENTS None. 13. CLOSED SESSION A. Mayor Callinan made the closed session announcement pursuant to Government Code §54957.7 and Council recessed to Closed Session at 6:59 pin in Conference Room 2A to Consider: 1. Personnel Matters (Government Code § 54957) Public Employee Annual Performance Evaluation - Title: City Manager 2. Conference with Legal Counsel — Anticipated Litigation - Significant exposure to litigation pursuant to Government Code §54956.9(d)(2): (One Case) B.
