CITY COUNCIL /RPFA /SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER /ROLL CALL Mayor Callinan called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on September 4, 2014. Present: Joseph T. Callinan, Mayor Amy O. Ahanotu, Vice Mayor Gina Belforte, Council Member Jake Mackenzie, Council Member Pam Stafford, Council Member Absent: None Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney Kenyon, City Clerk Buergler, Director of Public Safety Masterson, Senior Analyst Atkins, Interim Development Services Director Ponton, Public Works and Community Services Director McArthur, Commander Taylor, City Engineer Pawson, and Senior Engineering Technician Pedroncelli. 2. PLEDGE OF ALLEGIANCE Led by Jennifer Wiltermood. 3. PRESENTATIONS A. Mayor's Certificate of Recognition: Honoring the Boys & Girls Clubs Central Sonoma County Rohnert Park for receiving the `Best in the Country' award Mayor Callinan read and presented the certificate to the Rohnert Park Boys & Girls Club's Director, Micki Jones. B. C. Founders Day 2015 Update Jennifer Wiltermood provided the update. 4. SSU STUDENT REPORT Kian Khatami, Sonoma State University Associated Students, Inc. (SSU ASI) Legislative Representative introduced himself and reported the SSU ASI is working on a textbook affordability resolution, reducing on- campus smoking through education, and provided copies of the Sonoma State Star. 5. PUBLIC COMMENTS Gretchen Werner, M.ED., Literacy Connection Manager with Volunteer Center of Sonoma County, announced they are working with the Cotati - Rohnert Park Unified School District to recruit volunteers to help for an hour each week in the classrooms at John Reed Elementary, Waldo Rohnert Intermediate, University Elementary at La Fiesta and Thomas Page Academy. Orientation for volunteers is September 25, 2014 at the Cotati - Rohnert Park Library. 6. CONSENT CALENDAR A. Approval of Minutes for: 1. City Council /RPFA /Successor Agency Joint Regular Meeting August 26, 2014 B. Acceptance of Reports for: 1. City Bills /Demands for Payment Dated September 9, 2014 2. Successor Agency to the CDC Bills /Demands for Payment Dated September 9, 2014 C. City Council Resolutions for Adoption: 1. 2014 -105 Authorizing and Approving the First Amendment to the Consultant Services Agreement with Goodwin Consulting Group for Tax Advisement Services 2. 2014 -106 Authorizing and Approving an Agreement with DC Electric for Traffic Signal Maintenance and Emergency Repair Services 3. 2014 -107 Authorizing and Approving the First Amendment to the Design Professional Services Agreement with Glass Architects for the Callinan Sports and Fitness Center Locker Room Rehabilitation Project 4. 2014 -108 Authorizing and Approving an Agreement Regarding Expenditure of Excess Bond Proceeds for Specified Proposed Public Improvements Consistent with Bond Covenants City of Rohnert Park Joint Regular Meeting Minutes September 9, 2014 for City Council / Rohnert Park Financing Authority /Successor Agency Page 3 of 5 D. Successor Agency to the CDC Resolution for Adoption: 1. 2014 -109 Authorizing and Approving an Agreement Regarding Expenditure of Excess Bond Proceeds for Specified Proposed Public Improvements Consistent with Bond Covenants E. Approval of an In -Kind Donation of City Labor, Fees, and Services to Support the Founders Day 2015 Event in the Amount of $6,809 ACTION: Moved /seconded (Stafford /Belforte) to approve the Consent Calendar. Motion carried unanimously by the following 5 -0 vote: AYES: Belforte, Mackenzie, Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS: None, ABSENT: None. 7. City Council Review and Comments on the Rohnert Park SMART Station Design Plans Interim Development Services Director Ponton presented the item. Recommended Action(s): Comment on the Design Package for the Rohnert Park Sonoma Marin Area Rail Transit (SMART) Station Design and staff will forward the City Council comments to the SMART staff. ACTION: By Consensus City Council (none opposed) directed staff to forward City Council's comments to SMART which include: • At 65% design build, what changes or alterations can be made? • Consideration of landscaping to provide privacy with the elevated station platform on the east side of the SMART tracks adjacent to the mobile home park. • Consider coordination with the owners of the adjacent State Farm property and the developing Priority Development Area plan for integration of parking, access, and roads. • Consider the layout of the platform regarding the ticket vending machines, lack of restrooms, and the narrow width of the platform. • The width of the parking stalls should be compliant with City requirements. • The design of the SMART station should be subject to the review and standards that would apply to any other developer in Rohnert Park. 8. Review and Discuss Street Names for Vast Oak Area and University District Specific Plan Interim Development Services Director Ponton presented the item. Recommended Action(s): Review and discuss street names for the Vast Oak area in the University District Specific Plan. A Resolution for approval of the street names will be brought back to the City Council for its consideration at a future Council meeting. Motion carried unanimously by the following 5 -0 vote: AYES: Belforte, Mackenzie, Stafford, Ahanotu, and Callinan NOS: None, ABSTAINS: None, ABSENT: None. 9. STANDING COMMITTEE / LIAISON REPORTS A. Standing Committee Reports B. Liaison Reports C. Other Reports Golden Gate Bridge District - Council Member Belforte reported a couple of deer headed north over the bridge safely during commute time. Last year it was a buck headed south. Health Action Council 9/5 - Council Member Belforte reported the Portrait of Sonoma County was a topic of discussion and Rohnert Park was not really part of that discussion. She reminded Health Action Council of Rohnert Park's need for programs and requested as they come together and discuss the need for services that Rohnert Park's needs are taken into consideration. Sonoma County Supervisor Zane, Council Member Belforte, and Assistant City Manager Schwartz will be meeting to discuss Rohnert Park's need for services. 10. COMMUNICATIONS Council Member Belforte received a large postcard promoting not donating to or supporting the Humane Society of California and does not want the public to think the Rohnert Park Animal Shelter is part of the Humane Society. 11. MATTERS FROM /FOR COUNCIL Council Member Mackenzie will be representing MTC at Rail - Volution 2014 conference in Minnesota, therefore he will be absent from the September 23, 2014 City Council meeting. Mayor Callinan will be absent from September 23, 2014 City Council meeting. A. Consideration of canceling the November 11, 2014, Regular City Council Meeting due to the Veterans Day holiday and Scheduling a Special Meeting Wednesday, November 12, 2014 ACTION: Moved /seconded (Callinan/Ahanotu) to cancel the November 11, 2014, Regular City Council Meeting and schedule a special meeting Monday, November 10, 2014. PUBLIC COMMENTS Julieta Valencia expressed concern over the condition of portable toilets in the City's parks and requested the City open the park bathrooms. Mayor Callinan and Council Member Mackenzie asked staff to take a look at the possibility of opening the restrooms. 13. CLOSED SESSION A. Mayor Callinan made the closed session announcement pursuant to Government Code §54957.7 and Council recessed to Closed Session at 6:35 pm in Conference Room 2A to Consider: 1. Personnel Matters (Government Code § 54957) Public Employee Annual Performance Evaluation - Title: City Manager 2. Conference with Legal Counsel — Anticipated Litigation - Significant exposure to litigation pursuant to Government Code §54956.9(d)(2): (One Case) B. Reconvened Joint Regular Meeting Open Session in Council Chamber at 9:25 pm C. Mayor's Report On Closed Session (Government Code § 54957.1) No reportable action. 14.
