CITY COUNCIL /RPFA /SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Vice Mayor Ahanotu called the joint regular meeting to order at 5:00 pm, the notice for which being legally noticed on September 19, 2014. Present: Amy O. Ahanotu, Vice Mayor Gina Belforte, Council Member Pam Stafford, Council Member Absent: Joseph T. Callinan, Mayor Jake Mackenzie, Council Member Staff present: City Manager Jenkins, Assistant City Manager Schwartz, Assistant City Attorney Barnhill, City Clerk Buergler, Director of Public Works and Community Services McArthur, Senior Analyst Atkins, Human Resources Analyst Rankin, Interim Development Services Director Ponton, Finance Director Howze, and City Engineer Pawson. 2. PLEDGE OF ALLEGIANCE Led by Assistant City Attorney Barnhill. 3. PUBLIC COMMENTS Courtney McDonald requested that the City Council adopt a resolution supporting Prop 13 reform. 4. CONSENT CALENDAR A. Approval of Minutes for: 1. City Council /RPFA /Successor Agency Joint Regular Meeting September 9, 2014 B. Acceptance of Reports for: City of Rohnert Park Joint Regular Meeting Minutes September 23, 2014 for City Council/Rohnert Park Financing Authority /Successor Agency Page 2 of 3 C. City Council Resolutions for Adoption: 1. 2014 -110 Amending Appendices A and B of the City of Rohnert Park Conflict of Interest Code 2. 2014 -111 Making a Determination of Public Convenience and Necessity for a Market and Delicatessen to Sell Beer and Wine Located at 14960 East Cotati Avenue No. B (APN 143 - 350 -023) D. Successor Agency to the CDC Resolution for Adoption: 1. 2014 -112 Approving the Recognized Obligation Payment Schedule for January 1 - June 30, 2015 ( "ROPS 14- 1513"), Pursuant to Section 34177 of the California Health and Safety Code ACTION: Moved /seconded (Belforte /Stafford) to approve the Consent Calendar. Motion carried unanimously by the following 3 -0 -2 vote: AYES: Belforte, Stafford, and Ahanotu NOS: None, ABSTAINS: None, ABSENT: Mackenzie and Callinan. 5. Consideration of Supporting the Adoption of the Santa Rosa Plain Groundwater Management Plan by the Board of Directors of the Sonoma County Water Agency and Authorizing and Approving a Cooperative Funding Agreement to Implement the Same City Engineer Pawson and Jay Jaspers of the Sonoma County Water Agency presented the item. Recommended Action(s): Approve a Resolution Supporting the Board of Directors of the Sonoma County Water Agency's Adoption of the Santa Rosa Plain Groundwater Management Plan and Authorize the Execution of a Cooperative Funding Agreement to Implement the Same. ACTION: Moved /seconded (Belforte /Stafford) to adopt Resolution 2014 -113 supporting the Adoption of the Santa Rosa Plain Groundwater Management Plan by the Board of Directors of the Sonoma County Water Agency and Authorizing and Approving a Cooperative Funding Agreement to Implement the Same. Motion carried unanimously by the following 3 -0 -2 vote: AYES: Belforte, Stafford, and Ahanotu NOS: None, ABSTAINS: None, ABSENT: Mackenzie and Callinan. 6. STANDING COMMITTEE / LIAISON REPORTS A. Standing Committee Reports B. Liaison Reports 1. Senior Citizen Advisory Committee, 9/18 Council Member Stafford reported the Senior Center programs are doing well and participation in the food program has increased. 2. Chamber of Commerce, 9/18 Council Member Stafford reported on new membership programs. Other Reports Golden Gate Bridge District - Council Member Belforte reported that the mini strike has had no effect on transportation. 7. COMMUNICATIONS Council Member Belforte reported on a letter City Council received from a resident of Rancho Grande Mobile Home Park regarding park's recent plantings and goal of keeping the park lush, green, and beautiful. The resident thinks management's actions appear to be contradictory to water conservation efforts in light of the drought and requests the City look at what can be done. Staff will look into the request. 8. MATTERS FROM /FOR COUNCIL Council Members Stafford and Belforte commented on the 2014 Founders' Day event. 9. PUBLIC COMMENTS None. 10.
