The Council of the City of Rohnert Park met this date in regular session
commencing at 6:15 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park,
with Mayor Linda Spiro presiding.
CALL TO ORDER: Mayor Linda Spiro called the regular session to order at approximately
6:35 p.m. and led the pledge of allegiance.
ROLL CALL: Present: (5) Councilmembers Flores, Mackenzie, Reilly, Vidak- Martinez,
and Mayor Spiro

Staff present for all or part of the meeting: City Manager Netter, City Attorney Flitner,

I. CLOSED SESSION: Mayor Linda Spiro reported on the closed session which commenced this
evening at 6:00 to discuss matters listed on the agenda attachment, representing an update,
with no action taken at this time.
2. APPROVAL OFMINUTES. Corrections to the previous meeting minutes were made by Council
and signified on original set of minutes. -- Upon motion by Councilmember Flores,
seconded by Vice Mayor Vidak- Martinez, the minutes of June 24, 1997 were
unanimously approved as amended.
3. APPROVAL OF BILLS. Upon-motion by Councilmember Mackenzie, seconded by Vice Mayor
Vidak- Martinez, City bills presented per the attached list in the amount of $643,455.20
were unanimously approved.
4. ADDING INFORMATIONAL NON - AGENDAED MATTERS: Handled later on this agenda.
5. MAYOR'S PRESENTATIONS of PROCLAMATIONS:
Mayor Linda Spiro shared contents of proclamations expressing appreciation on behalf of
the full Council, and made separate presentations as follows:

6 -r. SCHEDULED PUBLIC APPEARANCE. Mayor Spiro advised the scheduled appearance
listed at this time on the agenda would follow the next unscheduled item.
7 -a. UNSCHEDULED PUBLIC APPEARANCE. Sonoma County Assessor, Jim Gallagher,
referred to his letter dated July 8, 1997 with related attachments, provided to Council,
advising that the 1997 -98 Sonoma County Assessment Roll has been completed. He
informed the Council that the taxable value of the City of Rohnert Park is approximately
$2.1 billion, representing a 3.8% increase above 1996 -97. Mr. Gallagher explained this
represents only 10 months of the year as, last year, the state legislature changed the lien
date from March 1st to January 1st. He further reviewed factors signified in this report
and responded to Council questions.
6-b. SCHEDULED PUBLIC APPEARANCE.
Lew Kuehm, Chair. /Founders' Day Committee, referred to poster on display and shared
contents of July 8, 1997 update regarding this year's Founders' Days Event
"CELEBRATE ROHNERT PARK" scheduled from September 18th through the 21 st at
the Community Center Complex. The report also included events on the preceding
Saturday of September 13th, i.e. Family "Rock `N Bowl" (family bowling with spaghetti
dinner) hosted by Double Decker Lanes, and other proposals being considered. (Copy of
this update attached to original set of these minutes.) Mr. K_uehm reviewed letter of
June 18, 1997 from Planning Director Skanchy with attached Planning Commission
minutes of June 12, 1997, responding to the previous request from the Founders' Day
Committee to permit placing four banner signs at the intersection of the Rohnert Park
Expressway and Snyder Lane on public property to advertise the Founders' Day Event.
The Planning Commission signified 4 to 1 support of the request, but because the Zoning
Ordinance does not permit such banners, suggested referral of the matter to City Council.
Discussion included general agreement expressed by Council that consideration of some
exceptions for signs needs to be reviewed more fully. Council agreed with the Planning
Commission request for City Attorney Flitner to review the Sign Ordinance prior to
Council discussion. Council concurred to place the item on the next Council meeting
agenda for consideration.
7 -b. UNSCHEDULED PUBLIC APPEARANCES. Mayor Linda Spiro stated that in
compliance with State Law (The Brown Act), citizens wishing to make a comment may do
so at this time (limited to 3 -5 minutes per appearance with a 30 minute total time limit).
1) Karen Johnson, 1041 4th Street, Santa Rosa, Executive Director, Volunteer Center of
Sonoma County, reviewed beneficial aspects of efforts of the Volunteer Center and
requested continued support from the City at the $5,000 level.
2) Phyllis Onstad, 5200 Country Club Drive, Coordinator for Rohnert Park's Volunteer
Center, reviewed local activities over the past year and the importance of partnership
planning. She requested the City to continue its support at the $5,000 level.
3) Neba Matthiessen, 7468 Mitchell Drive, reviewed reasons for recommending four
additional tennis courts at M Park.

Mayor Linda Spiro asked if there were any questions regarding the matters on the Consent
Calendar which were explained in the City Manager's Council Meeting Memo.
Councilmember Flores requested removal of Resolution No. 97 -128; Councilmember
Mackenzie requested removal of Resolution No. 97 -132; and Mayor Spiro requested
removal of Resolution Nos. 97 -130 and 97 -131 for discussion.

Upon motion by Councilmember Mackenzie, seconded by Vice Mayor Vidak - Martinez,
with the exceptions of Resolution Nos. 97 -128, 97 -130, 97 -131 and 97 -132, the Consent
Calendar as otherwise outlined on the meeting's agenda, was unanimously approved.

97 -128 COMMENDING ROLAND L. BRUST, DIRECTOR OF PUBLIC WORKS /CITY
ENGINEER ON THE OCCASION OF HIS RETIREMENT
Councilmember Flores referred to the practice of the City Council to invite individuals for
personal presentations by the Mayor on behalf of the full Council, and recommended doing
so for the occasion represented in this resolution. Council concurred to schedule this
presentation during its second meeting in August to enable attendance by the full Council.
Upon emotion by Councilmember Flores, seconded by Vice Mayor Vicki Vidak - Martinez,
and unanimously approved, Resolution No. 97 -128 was adopted.

97 -130 AWARD OF CONTRACT FOR MAINTENANCE AND TESTING OF MISCEL-
LANEOUS GENERATORS
City Manager Netter responded to Mayor Spiro's question that the 1% differential policy is
established for businesses in Rohnert Park, but not signified for Sonoma County businesses
versus outside the Sonoma County area. Council concurred to include in the City's policy
for awarding contracts, the 1% differential for businesses within Sonoma County versus
outside the County, when there are no local bids submitted from businesses within the City.
Upon motion by Mayor Linda Spiro, seconded by Councilmember Mackenzie, and
unanimously approved, Resolution No. 97 -130 was adopted.

97 -131 CALLING FOR SEALED PROPOSALS FOR TWO PICKUP TRUCKS FOR
DEPARTMENT OF PUBLIC SAFETY
City Manager Netter responded to the Mayor's inquiry on this item that the Sonoma
County Abandoned Vehicle Abatement Service Authority (AVA), which granted the City
funds for the purchase of these trucks, is an on -going program from a fee percentage based
on population.
Upon motion by Mayor Linda Spiro, seconded by Councilmember Mackenzie, and
unanimously approved, Resolution No. 97 -131 was adopted.

97 -132 CALLING FOR SEALED PROPOSALS, MAGNOLIA PARK, PHASE H,
PROJECT NO. 1994 -8
City Manager Netter responded to question from Councilmember Mackenzie regarding
lighted tennis courts, that the specifications include construction of an additional four (4)
day time tennis courts, but could still be signified either /or as an alternate bid item.
He advised the City has received several calls urging support of the additional tennis courts.
Council acknowledged agreement with the either /or lighting alternate bid approach.
Acting City Engineer Gaffney responded to further Council questions regarding the plans
for construction of additional improvements at Magnolia Park.
Upon motion by Councilmember Mackenzie, seconded by Vice Mayor Vidak - Martinez,
and unanimously approved, Resolution No. 97 -132 was adopted.
AGENDA ITEM #4 (scheduled earlier on the agenda & handled at this time)
ADDING INFORMATIONAL NON- AGENDAED MATTERS.
Mayor Linda Spiro asked Councilmembers or staff if there were any non- agendaed
informational items to add to the agenda. Councilmember Reilly signified two items to add
regarding (1) Performing Arts Center, and (2) being unavailable to attend the next City
Council meeting. Mayor Spiro signified she might have one item to add.

9. SKATE PARK
1) Presentation by Rohnert Park Youth -- Councilmember Jake Mackenzie advised that
youths from G Section met with him previously inquiring about skate park possibilities
and introduced youths to represent this item. Youth Representatives Jake Shepard,
Chris Klopp, and Jeff Williamson made comparisons with provisions for other recreational
activities; reviewed beneficial reasons for developing a skate park in Rohnert Park; and
responded to Council questions.
2) Background Review -- City Manager Netter referred to the staff report for this item dated
July 1, 1997 from Director of Recreation Pekkain, providing a comprehensive background
review since 1995, regarding interest in the community to develop a skate park. Due to
insurance coverage being in question, since REMIF did not cover skate parks, this effort
was held up pending possibilities of the State Legislature to signify skate park facilities a
hazardous recreational activity, which would offer cities immunity for potential claims.
3) Approved Insurance Provision -- City Manager Netter referred to letter dated June 30,
1997 from Redwood Empire Insurance Fund ( REMIF) advising decision at the June 25,
1997 REMIF Board meeting approving the provision of insurance coverage for skate parks
based on certain procedures and conditions, including a $25,000 deductible, as outlined
therein and reviewed in the Council Meeting Memo. In addition to the REMIF coverage,
the California JPIA, (the insurance coverage over the $300,000 provided by REMIF), has
also agreed to provide coverage. City Manager Netter responded to Council questions.
4) Review of Private Venture Skate Park "Skate Street" in Ventura
City Manager Netter explained aspects of the two video tapes viewed for this item,
resulting from research completed by staff on a private indoor skateboarding facility, as
reviewed in the Council Meeting Memo.
5) Council discussion /direction -- Council discussion included commending the youth
representatives on their presentation and .staff for the comprehensive information provided
for this item; recognition of existing skate park facilities in surrounding communities;
comparisons with privatization versus city provisions; suggestion to check with the School
District on location possibilities; and budgetary factors with recognition of the need to
move this forward as a priority in consideration of current interests and needs of youth in
the community.
Discussion concluded upon motion by Councilmember Mackenzie, seconded by
Councilmember Flores, and unanimously approved, to formally request the Parks and
Recreation Commission to review skate park location feasibilities, move this project
forward on its list of priorities, and prepare recommendations for Council consideration as
soon as possible.

10. ROHNERT PARK WELLNESS CENTER PROPOSAL
City Manager Netter referred to information provided to Council on this proposal which
was reviewed during the City Council meeting of May 13, 1997. He advised that a public
hearing was duly noticed and scheduled for this Council meeting, as requested by Council.
City Manager Netter introduced representatives of the proposal, Bob Niklewicz, Chief
Executive Officer, and Project Managers Samantha Reslock and Christina Bell, who
reviewed highlights of the previous presentation and responded to questions. Mr. Niklewicz
also explained the survey, distributed to Council, prepared for the purpose of addressing
needs for additional medical services in Rohnert Park that are not currently available.
RPWC would like to provide complimentary medical services that will enhance current
traditional medical services already available in Rohnert Park.
PUBLICHEARING. Mayor Linda Spiro opened the public hearing at approximately 8:00 p.m.
1) Charles Kitchen, 4945 Fern Place, inquired about qualifications of the doctors for this
medical alternative proposal. -- Project Manager Samantha Reslock responded they would
be licensed practitioners by the state with credentials meeting stringent criteria as required.
2) Robin Bleckwehl, President, Rohnert Park Chamber of Commerce, confirmed the
presentation for this proposal was also presented to the Chamber's Board of Directors.
She advised the Chamber Board has signified its support of the proposal and reviewed
reasons for feeling this would be a wonderful addition to Rohnert Park.
3) Margaret Mills - Thysen, local citizen, expressed support of this proposal signifying the
incredible opportunity and exceptional plan for people to work together, both practitioners
and people interested in helping others.
With no further speakers, Mayor Spiro closed the public hearing at approximately 8:06 p.m.
Discussion included Council concurrence signifying (1) agreement with the importance of
this residential care proposal; (2) the need to work from appraisals of the city -owned site
on a lease agreement that will represent a return of fair market value; (3) efforts toward
conclusions in consideration of the time -frame by November of this year, referred to by
RPWC representatives; (4) and, finally, the need for an environmental impact report after
items 2 & 3 are completed.
11. ROHNERT PARK CHAMBER OF COMMERCE- PRESENTATION
Rohnert Park Business Community Survey Results -- Joe Dietzen, Chairman,
Economic Development Committee of Rohnert Park Chamber of Commerce, presented
results of this survey conducted earlier this year, which was taken at the request of the City
Council toward developing an economic strategy. A list of Rohnert Park businesses
was obtained from the City's Business License Department, providing a total survey of
1,700 businesses, from which the Chamber received an excellent 15% response rate. The
report provided to Council from the Chamber included methodology, an executive
summary of the results and the analysis of the data. Mr. Dietzen reviewed the successful
efforts of working with Dr. Brian Jersky, professor at Sonoma State University, and his
advanced math students, who entered the data and performed the analysis. He conveyed
the Chamber's hope that this survey will be a starting point to work with the City and will
provide beneficial information to pass on to the Economic Summit later this year.

Discussion included Council commending this effort, as well as professionalism of the
Chamber proposal reviewed earlier this evening with objective package, and looking
forward to a successful partnership with the Chamber. Mayor Linda Spiro recommended
efforts to encourage business owners to live in Rohnert Park as it would behoove us to
have them as residents as well as business owners.
12 1997 -98 BUDGET
1) Report on status following Budget Work Sessions -- City Manager Netter provided a
brief summary on this item confirming the City Council has had several work sessions on
the 1997 -98 Budget. City Manager Netter referred to additional reports distributed to
Council as follows: (1) Analysis of Salaries and Wages/1997-98 through 1990 -00; (2)
1997 -98 Budget Reductions; and (3) Replacement of Fire Unit 9982. City Manager Netter
and Finance Director Harrow reviewed highlights of these reports and responded to
Council questions.
2) PUBLICHEARING. Mayor Spiro opened the public hearing at approximately 8:30 p.m.
Charles Kitchen, 4945 Fern Place, asked if there would be another public hearing for the
budget prior to adoption. -- City Manager Netter responded that staff is recommending
one more public hearing on the budget prior to finalization. -- Mr. Kitchen referred to
Public Safety and suggested when including the ratio of City employees to residents, that
the types of contracted services also be included to provide a more accurate comparison.
He also referred to articles he has read on handling budgets related to not cutting or
depreciating services, but to cut costs in other areas like the Police Department. He
commented further on the City still hiring companies to do analysis and suggested that
qualified City staff should be able to do this.
There being no one further desiring to speak, Mayor Spiro closed the public hearing at
approximately 8:34 p.m.
3) Council discussion /Schedule for formal adoption by resolution
City Manager Netter and Finance Director Harrow responded to further Council questions
related to the most recent reports provided for further budget considerations. Discussion
concluded upon Council concurrence to schedule another budget work session at
5:00 p.m., Tuesday, July 29, 1997, and to schedule a second public hearing for the 1997 -98
budget during the Council meeting of Tuesday, August 12, 1997, prior to consideration of
formal adoption by resolution at the August 12th Council meeting.
13. COMMUNITY OUTREACH FOR YOUTH & FAMILIES (COYF) COMMISSION Appointments
(First appointed terms to expire 12 -31 -98 and, thereafter, two year terms
will be staggered to coincide with terms of the City Council Members)
City Manager Netter referred to Fact Sheet Applications provided to Council for this item.
Bernine Hudosh was newly appointed to the COYF Commission for an initial one -year term to
expire December 31, 1998, by unanimous approval of. nomination motion by
Councilmember Mackenzie, seconded by Councilmember Reilly.

Lauri Heanue was newly appointed to the COYF Commission for an intitial one -year term to
expire December 31, 1998, by unanimous approval of nomination motion by
Councilmember Reilly, seconded by Councilmember Mackenzie.
Anita Felton was newly appointed to the COYF Commission for an initial one -year term to
expire December 31, 1998, by unanimous approval of nomination motion by
Mayor Linda Spiro, seconded by Councilmember Reilly.
Councilmember Flores and Vice Mayor Vicki Vidak- Martinez deferred their nominations
to the next Council meeting, signifying each had visited with other qualified candidates
who would need adequate time to consider submitting applications. Discussion followed.
City Manager Netter explained the implementation plan for the new COYF Commission, as
reviewed in the Council Meeting Memo, and responded to Council questions.
14. MOBILE HOME PARK RENT APPEALS BOARD Appointment:
*Accepting Jenny D. Huff letter resignation (LS nomination)
Mayor Linda Spiro signified acceptance of this resignation with regrets, noting that
Ms. Jenny Huff advises she will be moving to Oregon this fall. Mayor Spiro requested staff
to proceed with advertising this position.
15. PRESENTATION by David LaFever of PG&E re. Electric Restructuring in California
David LaFever distributed an informational brochure entitled Customer Choice regarding
what a changing energy utility industry means to users related to competition, choice and
lower prices. He provided an update, and responded to Council questions, on the electric
restructuring process in California. This effort is in compliance with Assembly Bill 1890
signed into law by Governor Pete Wilson, regarding options citizens will have in selecting
utility suppliers funneled through PG &E, effective January 1, 1998.
16 COUNCIL PROCEDURAL RULES
This item was deferred to a future Council meeting, pertaining to an ordinance prepared
for introduction by the City Attorney, regarding modifications related to the recent
revisions in the Brown Act and requirements for public information.
17 BICYCLE ADVISORY COMMITTEE request for letter of support re. SB367
Mayor Linda Spiro referred to the staff report explaining this request for a letter of support
over the Mayor's signature regarding SB367, which will enable continued use of motor
vehicle fees in the Bay Area Air Quality Management District for bicycle facility
improvements. Mayor Spiro signified she would be happy to sign the letter prepared for
this item. Council concurred.

18. COUNCIL COMMITTEE REPORT.•
1) Mayors'& Councilmembers' Working Group - 6/26/97 meeting (Mackenzie)
Councilmember Mackenzie reviewed results of this meeting which he and City Manager
Netter attended. He commented on an interesting report from Professor Steve Orlich on
a study that had been commissioned, basically on the housing element of each jurisdiction
in the county. The City of Rohnert Park stood out in regard to meeting its various
commitments. City Manager Netter confirmed the additional information requested,
regarding five different programs of the City, has been forwarded on through the
Planning Director.
19. TRANSPORTATION MATTERS: None.
20. COMMUNICATIONS: Communications per the attached outline were brought to the attention
of the City Council. No action was taken unless specifically noted in these minutes.
Councilmember Mackenzie referred to item #7 on Communications from D. Catalonia and
R.E. Hall regarding suggestions on crisis intervention training. He commented on the
thoughtfulness of the letter and recommended a presentation, during this calendar year,
by the Department of Public Safety on the training they do provide for the Citizens
Academy Thursday training day at Public Safety. -- Mayor Spiro also recommended more
advertising to publicize the Citizens Academy.
21. MATTERS FROM/FOR COUNCIL:
1) Sonoma County Economic Vitality Partnership - 6/26/97 mtg. (Mackenzie)
Councilmember Mackenzie reviewed information provided to Council for this item including
the meeting agenda, with attachments, and letter dated June 16, 1997 from Steve Herron
and Rod Dole of Sonoma County Economic Vitality Partnership, with attached summary
examples of the type of data information Regional Financail Associates (RFA) produces.
Councilmember Mackenzie advised that they made a presentation in terms of maping
important agricultural areas as they relate to our urban areas, which continues to be of
interest and will continue to be part of the Economic Summit as it relates to these matters.
2) Local Government Commission - Livable Communities: A New Model for
Community Economic Vitality - 6/27 -29/97 conference (Mackenzie)
Councilmember Mackenzie reviewed information provided to Council for this item
including conference agenda, with attachment entitled Economic Development for the 21st
Century: A Set of Principles. Councilmember Mackenzie reiterated comments made
during the budget work sessions regarding the importance of commitment to locally owned
businesses, while recognizing the benefit from sales tax generated by large chains.
3) Congresswoman Lynn Woolsey meeting, Saturday, July 12, 1997, 1 p.m. -2:30 p.m.,
Rohnert Park Community Center -- Mayor Linda Spiro announced this event.
4) National Night Out, Tuesday, August 5, 1997, 5:00 p.m., diverse display at Department
of Public Safety Building, 500 City Hall Drive -- Mayor Spiro made this announcement.
5) City Council meeting dates -- Mayor Spiro referred to the City Council meeting dates
which are signified on City Holidays as follows: September 9th, Admission Day and
November 11th, Veterans Day. Council concurred to change these regular Tuesday City
Council meeting dates to Monday, September 8th and Monday, November 10th.

6) Performing; Ares Center assistance comparison with Chamber Orchestra (Reilly)
Councilmember Reilly clarified his previous request for this comparison that he wanted
it made only between the Performing Arts Center and the Chamber Orchestra, and that
he did not want comparisons to include the Recreation Department or the Sports Center.
7) Council meeting absence -- Councilmember Reilly advised he would be gone during the
week of July 21 st and unable to attend the regular Council meeting scheduled that week.
8) City of Monrovia letter -- Councilmember Reilly referred to item #8 listed on tonight's
Council Communications from the City of Monrovia seeking support of AB 1151 regarding
Daytime Curfews. He recommended this item be reviewed by City Attorney Flitner to see if
Monrovia's Curfew Ordinance compares with Rohnert Park's. Council agreed.
22. CITY MANAGER'S REPORT.•
1) Automatic doors for physically challenged -update -- City Manager Netter referred to
the proposed schedule, provided for Counci's information, regarding installation of
automatic doors at various buildings to be completed by July 18, 1997.
2) Consideration of Holiday Greeting Cards -- City Manager Netter explained this item
and requested the desire of Council. Council shared varied opinions on this item with
comparisons to personal and/or commercial considerations and making reference to current
budget factors. Council discussion concluded in general agreement for staff to choose a
generic seasonal holiday greeting card and basically limit the list to City employees.
3) Consolidated Dispatch Joint Powers Authority - Update -- City Manager Netter
referred to letter of June 27, 1997 from County Administrator Tom Schopflin, regarding
this organization formed to investigate ways of improving public safety communications on
a county -wide basis. City Manager Netter advised he has been invited to sit on the
Committee with Tom Schopflin, and will keep the Council apprised.
4) City Council/Dept. Head "Mixer" -- City Manager Netter advised the tentative date for
this "Mixer" is Friday, August 8, 1997 at Wine Center/Welcome Center
23. CITYATTORNEY'S REPORT.•

CALL TO ORDER: Mayor Linda Spiro called the regular session to order at approximately

7 -a. UNSCHEDULED PUBLIC APPEARANCE. Sonoma County Assessor, Jim Gallagher,
referred to his letter dated July 8, 1997 with related attachments, provided to Council,
advising that the 1997 -98 Sonoma County Assessment Roll has been completed. He
informed the Council that the taxable value of the City of Rohnert Park is approximately
$2.1 billion, representing a 3.8% increase above 1996 -97. Mr. Gallagher explained this
represents only 10 months of the year as, last year, the state legislature changed the lien
date from March 1st to January 1st. He further reviewed factors signified in this report
and responded to Council questions.
6-b. SCHEDULED PUBLIC APPEARANCE.
Lew Kuehm, Chair. /Founders' Day Committee, referred to poster on display and shared
contents of July 8, 1997 update regarding this year's Founders' Days Event
"CELEBRATE ROHNERT PARK" scheduled from September 18th through the 21 st at
the Community Center Complex. The report also included events on the preceding
Saturday of September 13th, i.e. Family "Rock `N Bowl" (family bowling with spaghetti
dinner) hosted by Double Decker Lanes, and other proposals being considered. (Copy of
this update attached to original set of these minutes.) Mr. K_uehm reviewed letter of
June 18, 1997 from Planning Director Skanchy with attached Planning Commission
minutes of June 12, 1997, responding to the previous request from the Founders' Day
Committee to permit placing four banner signs at the intersection of the Rohnert Park
Expressway and Snyder Lane on public property to advertise the Founders' Day Event.
The Planning Commission signified 4 to 1 support of the request, but because the Zoning
Ordinance does not permit such banners, suggested referral of the matter to City Council.
Discussion included general agreement expressed by Council that consideration of some
exceptions for signs needs to be reviewed more fully. Council agreed with the Planning
Commission request for City Attorney Flitner to review the Sign Ordinance prior to
Council discussion. Council concurred to place the item on the next Council meeting
agenda for consideration.
7 -b. UNSCHEDULED PUBLIC APPEARANCES. Mayor Linda Spiro stated that in
compliance with State Law (The Brown Act), citizens wishing to make a comment may do
so at this time (limited to 3 -5 minutes per appearance with a 30 minute total time limit).
1) Karen Johnson, 1041 4th Street, Santa Rosa, Executive Director, Volunteer Center of
Sonoma County, reviewed beneficial aspects of efforts of the Volunteer Center and
requested continued support from the City at the $5,000 level.
2) Phyllis Onstad, 5200 Country Club Drive, Coordinator for Rohnert Park's Volunteer
Center, reviewed local activities over the past year and the importance of partnership
planning. She requested the City to continue its support at the $5,000 level.
3) Neba Matthiessen, 7468 Mitchell Drive, reviewed reasons for recommending four
additional tennis courts at M Park.

City Manager Netter responded to Mayor Spiro's question that the 1% differential policy is
established for businesses in Rohnert Park, but not signified for Sonoma County businesses
versus outside the Sonoma County area. Council concurred to include in the City's policy
for awarding contracts, the 1% differential for businesses within Sonoma County versus
outside the County, when there are no local bids submitted from businesses within the City.
Upon motion by Mayor Linda Spiro, seconded by Councilmember Mackenzie, and
unanimously approved, Resolution No. 97 -130 was adopted.

City Manager Netter responded to the Mayor's inquiry on this item that the Sonoma
County Abandoned Vehicle Abatement Service Authority (AVA), which granted the City
funds for the purchase of these trucks, is an on -going program from a fee percentage based
on population.
Upon motion by Mayor Linda Spiro, seconded by Councilmember Mackenzie, and
unanimously approved, Resolution No. 97 -131 was adopted.

City Manager Netter responded to question from Councilmember Mackenzie regarding
lighted tennis courts, that the specifications include construction of an additional four (4)
day time tennis courts, but could still be signified either /or as an alternate bid item.
He advised the City has received several calls urging support of the additional tennis courts.
Council acknowledged agreement with the either /or lighting alternate bid approach.
Acting City Engineer Gaffney responded to further Council questions regarding the plans
for construction of additional improvements at Magnolia Park.
Upon motion by Councilmember Mackenzie, seconded by Vice Mayor Vidak - Martinez,
and unanimously approved, Resolution No. 97 -132 was adopted.
AGENDA ITEM #4 (scheduled earlier on the agenda & handled at this time)
ADDING INFORMATIONAL NON- AGENDAED MATTERS.
Mayor Linda Spiro asked Councilmembers or staff if there were any non- agendaed
informational items to add to the agenda. Councilmember Reilly signified two items to add
regarding (1) Performing Arts Center, and (2) being unavailable to attend the next City
Council meeting. Mayor Spiro signified she might have one item to add.

9. SKATE PARK
1) Presentation by Rohnert Park Youth -- Councilmember Jake Mackenzie advised that
youths from G Section met with him previously inquiring about skate park possibilities
and introduced youths to represent this item. Youth Representatives Jake Shepard,
Chris Klopp, and Jeff Williamson made comparisons with provisions for other recreational
activities; reviewed beneficial reasons for developing a skate park in Rohnert Park; and
responded to Council questions.
2) Background Review -- City Manager Netter referred to the staff report for this item dated
July 1, 1997 from Director of Recreation Pekkain, providing a comprehensive background
review since 1995, regarding interest in the community to develop a skate park. Due to
insurance coverage being in question, since REMIF did not cover skate parks, this effort
was held up pending possibilities of the State Legislature to signify skate park facilities a
hazardous recreational activity, which would offer cities immunity for potential claims.
3) Approved Insurance Provision -- City Manager Netter referred to letter dated June 30,
1997 from Redwood Empire Insurance Fund ( REMIF) advising decision at the June 25,
1997 REMIF Board meeting approving the provision of insurance coverage for skate parks
based on certain procedures and conditions, including a $25,000 deductible, as outlined
therein and reviewed in the Council Meeting Memo. In addition to the REMIF coverage,
the California JPIA, (the insurance coverage over the $300,000 provided by REMIF), has
also agreed to provide coverage. City Manager Netter responded to Council questions.
4) Review of Private Venture Skate Park "Skate Street" in Ventura
City Manager Netter explained aspects of the two video tapes viewed for this item,
resulting from research completed by staff on a private indoor skateboarding facility, as
reviewed in the Council Meeting Memo.
5) Council discussion /direction -- Council discussion included commending the youth
representatives on their presentation and .staff for the comprehensive information provided
for this item; recognition of existing skate park facilities in surrounding communities;
comparisons with privatization versus city provisions; suggestion to check with the School
District on location possibilities; and budgetary factors with recognition of the need to
move this forward as a priority in consideration of current interests and needs of youth in
the community.
Discussion concluded upon motion by Councilmember Mackenzie, seconded by
Councilmember Flores, and unanimously approved, to formally request the Parks and
Recreation Commission to review skate park location feasibilities, move this project
forward on its list of priorities, and prepare recommendations for Council consideration as
soon as possible.

10. ROHNERT PARK WELLNESS CENTER PROPOSAL
City Manager Netter referred to information provided to Council on this proposal which
was reviewed during the City Council meeting of May 13, 1997. He advised that a public
hearing was duly noticed and scheduled for this Council meeting, as requested by Council.
City Manager Netter introduced representatives of the proposal, Bob Niklewicz, Chief
Executive Officer, and Project Managers Samantha Reslock and Christina Bell, who
reviewed highlights of the previous presentation and responded to questions. Mr. Niklewicz
also explained the survey, distributed to Council, prepared for the purpose of addressing
needs for additional medical services in Rohnert Park that are not currently available.
RPWC would like to provide complimentary medical services that will enhance current
traditional medical services already available in Rohnert Park.
PUBLICHEARING. Mayor Linda Spiro opened the public hearing at approximately 8:00 p.m.
1) Charles Kitchen, 4945 Fern Place, inquired about qualifications of the doctors for this
medical alternative proposal. -- Project Manager Samantha Reslock responded they would
be licensed practitioners by the state with credentials meeting stringent criteria as required.
2) Robin Bleckwehl, President, Rohnert Park Chamber of Commerce, confirmed the
presentation for this proposal was also presented to the Chamber's Board of Directors.
She advised the Chamber Board has signified its support of the proposal and reviewed
reasons for feeling this would be a wonderful addition to Rohnert Park.
3) Margaret Mills - Thysen, local citizen, expressed support of this proposal signifying the
incredible opportunity and exceptional plan for people to work together, both practitioners
and people interested in helping others.
With no further speakers, Mayor Spiro closed the public hearing at approximately 8:06 p.m.
Discussion included Council concurrence signifying (1) agreement with the importance of
this residential care proposal; (2) the need to work from appraisals of the city -owned site
on a lease agreement that will represent a return of fair market value; (3) efforts toward
conclusions in consideration of the time -frame by November of this year, referred to by
RPWC representatives; (4) and, finally, the need for an environmental impact report after
items 2 & 3 are completed.
11. ROHNERT PARK CHAMBER OF COMMERCE- PRESENTATION
Rohnert Park Business Community Survey Results -- Joe Dietzen, Chairman,
Economic Development Committee of Rohnert Park Chamber of Commerce, presented
results of this survey conducted earlier this year, which was taken at the request of the City
Council toward developing an economic strategy. A list of Rohnert Park businesses
was obtained from the City's Business License Department, providing a total survey of
1,700 businesses, from which the Chamber received an excellent 15% response rate. The
report provided to Council from the Chamber included methodology, an executive
summary of the results and the analysis of the data. Mr. Dietzen reviewed the successful
efforts of working with Dr. Brian Jersky, professor at Sonoma State University, and his
advanced math students, who entered the data and performed the analysis. He conveyed
the Chamber's hope that this survey will be a starting point to work with the City and will
provide beneficial information to pass on to the Economic Summit later this year.

Discussion included Council commending this effort, as well as professionalism of the
Chamber proposal reviewed earlier this evening with objective package, and looking
forward to a successful partnership with the Chamber. Mayor Linda Spiro recommended
efforts to encourage business owners to live in Rohnert Park as it would behoove us to
have them as residents as well as business owners.
12 1997 -98 BUDGET
1) Report on status following Budget Work Sessions -- City Manager Netter provided a
brief summary on this item confirming the City Council has had several work sessions on
the 1997 -98 Budget. City Manager Netter referred to additional reports distributed to
Council as follows: (1) Analysis of Salaries and Wages/1997-98 through 1990 -00; (2)
1997 -98 Budget Reductions; and (3) Replacement of Fire Unit 9982. City Manager Netter
and Finance Director Harrow reviewed highlights of these reports and responded to
Council questions.
2) PUBLICHEARING. Mayor Spiro opened the public hearing at approximately 8:30 p.m.
Charles Kitchen, 4945 Fern Place, asked if there would be another public hearing for the
budget prior to adoption. -- City Manager Netter responded that staff is recommending
one more public hearing on the budget prior to finalization. -- Mr. Kitchen referred to
Public Safety and suggested when including the ratio of City employees to residents, that
the types of contracted services also be included to provide a more accurate comparison.
He also referred to articles he has read on handling budgets related to not cutting or
depreciating services, but to cut costs in other areas like the Police Department. He
commented further on the City still hiring companies to do analysis and suggested that
qualified City staff should be able to do this.
There being no one further desiring to speak, Mayor Spiro closed the public hearing at
approximately 8:34 p.m.
3) Council discussion /Schedule for formal adoption by resolution
City Manager Netter and Finance Director Harrow responded to further Council questions
related to the most recent reports provided for further budget considerations. Discussion
concluded upon Council concurrence to schedule another budget work session at
5:00 p.m., Tuesday, July 29, 1997, and to schedule a second public hearing for the 1997 -98
budget during the Council meeting of Tuesday, August 12, 1997, prior to consideration of
formal adoption by resolution at the August 12th Council meeting.
13. COMMUNITY OUTREACH FOR YOUTH & FAMILIES (COYF) COMMISSION Appointments
(First appointed terms to expire 12 -31 -98 and, thereafter, two year terms
will be staggered to coincide with terms of the City Council Members)
City Manager Netter referred to Fact Sheet Applications provided to Council for this item.
Bernine Hudosh was newly appointed to the COYF Commission for an initial one -year term to
expire December 31, 1998, by unanimous approval of. nomination motion by
Councilmember Mackenzie, seconded by Councilmember Reilly.

expire December 31, 1998, by unanimous approval of nomination motion by

Councilmember Flores and Vice Mayor Vicki Vidak- Martinez deferred their nominations
to the next Council meeting, signifying each had visited with other qualified candidates
who would need adequate time to consider submitting applications. Discussion followed.
City Manager Netter explained the implementation plan for the new COYF Commission, as
reviewed in the Council Meeting Memo, and responded to Council questions.
14. MOBILE HOME PARK RENT APPEALS BOARD Appointment:
*Accepting Jenny D. Huff letter resignation (LS nomination)
Mayor Linda Spiro signified acceptance of this resignation with regrets, noting that
Ms. Jenny Huff advises she will be moving to Oregon this fall. Mayor Spiro requested staff
to proceed with advertising this position.
15. PRESENTATION by David LaFever of PG&E re. Electric Restructuring in California
David LaFever distributed an informational brochure entitled Customer Choice regarding
what a changing energy utility industry means to users related to competition, choice and
lower prices. He provided an update, and responded to Council questions, on the electric
restructuring process in California. This effort is in compliance with Assembly Bill 1890
signed into law by Governor Pete Wilson, regarding options citizens will have in selecting
utility suppliers funneled through PG &E, effective January 1, 1998.
16 COUNCIL PROCEDURAL RULES
This item was deferred to a future Council meeting, pertaining to an ordinance prepared
for introduction by the City Attorney, regarding modifications related to the recent
revisions in the Brown Act and requirements for public information.
17 BICYCLE ADVISORY COMMITTEE request for letter of support re. SB367
Mayor Linda Spiro referred to the staff report explaining this request for a letter of support
over the Mayor's signature regarding SB367, which will enable continued use of motor
vehicle fees in the Bay Area Air Quality Management District for bicycle facility
improvements. Mayor Spiro signified she would be happy to sign the letter prepared for
this item. Council concurred.

18. COUNCIL COMMITTEE REPORT.•
1) Mayors'& Councilmembers' Working Group - 6/26/97 meeting (Mackenzie)
Councilmember Mackenzie reviewed results of this meeting which he and City Manager
Netter attended. He commented on an interesting report from Professor Steve Orlich on
a study that had been commissioned, basically on the housing element of each jurisdiction
in the county. The City of Rohnert Park stood out in regard to meeting its various
commitments. City Manager Netter confirmed the additional information requested,
regarding five different programs of the City, has been forwarded on through the
Planning Director.
19. TRANSPORTATION MATTERS: None.
20. COMMUNICATIONS: Communications per the attached outline were brought to the attention
of the City Council. No action was taken unless specifically noted in these minutes.
Councilmember Mackenzie referred to item #7 on Communications from D. Catalonia and
R.E. Hall regarding suggestions on crisis intervention training. He commented on the
thoughtfulness of the letter and recommended a presentation, during this calendar year,
by the Department of Public Safety on the training they do provide for the Citizens
Academy Thursday training day at Public Safety. -- Mayor Spiro also recommended more
advertising to publicize the Citizens Academy.
21. MATTERS FROM/FOR COUNCIL:
1) Sonoma County Economic Vitality Partnership - 6/26/97 mtg. (Mackenzie)
Councilmember Mackenzie reviewed information provided to Council for this item including
the meeting agenda, with attachments, and letter dated June 16, 1997 from Steve Herron
and Rod Dole of Sonoma County Economic Vitality Partnership, with attached summary
examples of the type of data information Regional Financail Associates (RFA) produces.
Councilmember Mackenzie advised that they made a presentation in terms of maping
important agricultural areas as they relate to our urban areas, which continues to be of
interest and will continue to be part of the Economic Summit as it relates to these matters.
2) Local Government Commission - Livable Communities: A New Model for
Community Economic Vitality - 6/27 -29/97 conference (Mackenzie)
Councilmember Mackenzie reviewed information provided to Council for this item
including conference agenda, with attachment entitled Economic Development for the 21st
Century: A Set of Principles. Councilmember Mackenzie reiterated comments made
during the budget work sessions regarding the importance of commitment to locally owned
businesses, while recognizing the benefit from sales tax generated by large chains.

4) National Night Out, Tuesday, August 5, 1997, 5:00 p.m., diverse display at Department
of Public Safety Building, 500 City Hall Drive -- Mayor Spiro made this announcement.
5) City Council meeting dates -- Mayor Spiro referred to the City Council meeting dates
which are signified on City Holidays as follows: September 9th, Admission Day and
November 11th, Veterans Day. Council concurred to change these regular Tuesday City
Council meeting dates to Monday, September 8th and Monday, November 10th.

6) Performing; Ares Center assistance comparison with Chamber Orchestra (Reilly)
Councilmember Reilly clarified his previous request for this comparison that he wanted
it made only between the Performing Arts Center and the Chamber Orchestra, and that
he did not want comparisons to include the Recreation Department or the Sports Center.
7) Council meeting absence -- Councilmember Reilly advised he would be gone during the
week of July 21 st and unable to attend the regular Council meeting scheduled that week.
8) City of Monrovia letter -- Councilmember Reilly referred to item #8 listed on tonight's
Council Communications from the City of Monrovia seeking support of AB 1151 regarding
Daytime Curfews. He recommended this item be reviewed by City Attorney Flitner to see if
Monrovia's Curfew Ordinance compares with Rohnert Park's. Council agreed.
22. CITY MANAGER'S REPORT.•
1) Automatic doors for physically challenged -update -- City Manager Netter referred to
the proposed schedule, provided for Counci's information, regarding installation of
automatic doors at various buildings to be completed by July 18, 1997.
2) Consideration of Holiday Greeting Cards -- City Manager Netter explained this item
and requested the desire of Council. Council shared varied opinions on this item with
comparisons to personal and/or commercial considerations and making reference to current
budget factors. Council discussion concluded in general agreement for staff to choose a
generic seasonal holiday greeting card and basically limit the list to City employees.
3) Consolidated Dispatch Joint Powers Authority - Update -- City Manager Netter
referred to letter of June 27, 1997 from County Administrator Tom Schopflin, regarding
this organization formed to investigate ways of improving public safety communications on
a county -wide basis. City Manager Netter advised he has been invited to sit on the
Committee with Tom Schopflin, and will keep the Council apprised.
4) City Council/Dept. Head "Mixer" -- City Manager Netter advised the tentative date for
this "Mixer" is Friday, August 8, 1997 at Wine Center/Welcome Center
23. CITYATTORNEY'S REPORT.•
1) Any items from closed session -- The Mayor's report on this was sufficient.
2) Hillsboro case -- City Attorney Flitner advised the U.S.Court of Appeals ruled the City
was at least partially right on the pass through challenge regarding capital improvements,
which they were trying to decide and, hopefully, is now resolved.
24. UNSCHEDULED PUBLIC APPEARANCES.
Mayor Linda Spiro asked if there were any additional unscheduled public appearances at
this time. No one responded.

PARADE - A Disneyland character - 99% that it will be Mickey Mouse
will be our honorary grand marshall, per Century Communications .
Larry Shearhart has been working on this.
ENTERTAINMENT on OUTDOOR STAGE ! Pat O'Connell has been working on the
listing. Main concern of electrical power has been solved with
RP Dept. of Public Works.
BOOTHS - over 40 booths - way ahead of last 3 years at this time.
Diane Broadhead of Christmas Around the World, has done an
excellent job.
PUBLICITY - Cris Caton of Express Printing has done an excellent job
of getting free publicity and also arranged to have Celebrate
Rohnert Park on the Internet, donated by a businessman in RP.
SPORTS EVENTS at S PARK
Guy Miller will arrange & direct a Corporate Softball Tournament
Aaron Locks of University of Sports will direct a "Family Basketball
Shootout"
Have had contact with Henry Bills of Soccer League to plan a
"championship "game or two.
CARNIVAL - Advanced sale coupon books will be sold. School groups
(PTA's) have been offered the opportunity to fund- raise.
Three stores have already agreed to sell coupon books as well..
Proper insurance certificate has been received, with City as also
insured,with general agregate of $10,000,000.
SOCK HOP - hosted by PT of Mt. Shadows Middle School Sat. 20th eve.
TWI NIGHT DANCE - hosted by Senior Center, Sun., 4 pm +
ROCK N BOWL - hosted by Double Decker Lanes, Sat., SEPT. 13 .
