SPECIAL CONCURRENT MEETINGS MINUTES
April 3, 2001
Tuesday
The concurrent meetings of the City of Rohnert Park for
the City Council, the Community Development Commission,
and the Rohnert Park Financing Authority met this date.
for a special meeting, commencing at approximately
7 :15 p.m. in the City Offices, 6750 Commerce Boulevard,
Rohnert Park, with Mayor Mackenzie presiding.
CALL TO ORDER:
Mayor Mackenzie called the special meeting to order at
approximately 7:35 p.m.
ROLL CALL:
Present: (5) Councilmembers Reilly, Spiro, and
Vidak - Martinez; Vice Mayor Flores; and
Mayor Mackenzie
Absent: (0) None
Staff present for all or part of the meeting: City
Manager Netter, City Attorney Strauss, and Interim
Assistant City Manager Stephens.
ACKNOWLEDGING CITY MANAGER /CLERK'S REPORT ON POSTING
MEETING AGENDA:
Mayor Mackenzie acknowledged the City Manager /Clerk's
report on posting the meeting agenda.
UNSCHEDULED PUBLIC APPEARANCES:
At this time, Mayor Mackenzie called forward those
citizens wishing to speak.

1. Gordon Anderson 6650 Commerce Boulevard, No. 15,
Senior Officer Air Trac Trust, was recognized and
shared informational materials from Air Trac
Associates about high -speed surface transportation
systems. He also shared and article from the
April 2, 2001, San Francisco Chronicle, entitled,
"Hydrogen Powers Energy Hopes." Finally, he asked the
Council to review and return informational articles
from the Environmental Systems Research Institute
(ESRI) journal about ESRI mapping techniques.
2. Geoff Cartwright, 56 Rocca Drive, Petaluma, was
recognized and discussed the ratification of the
11th Amended Water Agreement at the Petaluma
City Council meeting on Monday, April 2, 2001. He
noted the presence of the North Coast Building
Association and the pins that were passed out reading,
"We Need Water." He commented on the inequity of
the public's increasing water bills as a means to
pay for future infrastructure development.
1. MAYOR'S REPORT ON CLOSED SESSION:
Mayor Mackenzie reported on the closed session which -
commenced at approximately 7:00 p.m. to discuss matters
listed on the agenda attachment, representing an update.
REAL ESTATE NEGOTIATIONS:.
1. Lands around the Stadium: Nothing to report.
2. Rohnert Park Golf Course property: Nothing to report.

*ROHNERT PARK FINANCING AUTHORITY AUTHORIZATION OF
ISSUANCE OF ITS NOT TO EXCEED $5,700,000 AGGREGATE
PRINCIPAL AMOUNT OF MOBILE HOME PARK REVENUE BONDS
(LAS CASITAS DE SONOMA) AND APPROVAL OF CERTAIN
DOCUMENTS AND AUTHORIZATION OF CERTAIN ACTIONS IN
CONNECTION THEREWITH:
1. Staff Repo City Manager Netter briefly summarized
the contents of the staff report.. Along with Paul
Thimmig, legal counsel, and George Turk, Millennium
Housing, City Manager Netter responded to Council
inquiries.
2. Public Comments:
At this time, Mayor Mackenzie called forward those
citizens wishing to speak.
1. Geoff Cartwright, 56 Rocca Drive Petaluma, was
recognized and asked whether this type of mobile home
park purchase would be of use to the City of Petaluma,
and whether City Manager Netter had contacted anyone
in Petaluma about the arrangement with Millennium
Housing Corporation. City Manager Netter indicated
that he will share the information with Petaluma's
City Manager at a City Managers' meeting on Friday,
April 6, 2001.
3. Council Discussion /Action:
ROHNERT PARK FINANCING AUTHORITY RESOLUTION FOR ADOPTION:
2001 -01 AUTHORIZING THE ISSUANCE OF ITS NOT TO EXCEED
$5,700,000 AGGREGATE PRINCIPAL AMOUNT OF MOBILE
HOME PARK REVENUE BONDS (LAS CASITAS DE SONOMA),
AND APPROVING CERTAIN DOCUMENTS AND AUTHORIZING
CERTAIN ACTIONS IN CONNECTION THEREWITH
and
COMMUNITY DEVELOPMENT COMMISSION RESOLUTION FOR ADOPTION:
2001 -02 APPROVING A LOAN OF REDEVELOPMENT LOW AND
MODERATE INCOME HOUSING FUNDS IN THE AMOUNT OF
$250,000, AND AUTHORIZING THE EXECUTIVE DIRECTOR
TO EXECUTE ANY AND ALL DOCUMENTS FOR SAME

Upon MOTION by Councilmember Reilly, seconded by Vice
Mayor Flores, Rohnert Park Financing Authority Resolution
2001 -01 and Community Development Commission Resolution
2001 -02 were JOINTLY and UNANIMOUSLY ADOPTED.
At the suggestion of Councilmember Reilly, Council
CONCURRED to AGENDIZE a discussion about the possibility
of the City assuming responsibility for Rancho Feliz
Mobilehome Park, and Council REQUESTED a REPORT on the
matter.
3. STRATEGIC PLANNING READINESS - CONSIDERATION OF ACTION
ON PROPOSED WORK PLAN AND PROCESS PRESENTED BY RICK
BROWN OF THE RESULTS GROUP:
At this time, Mayor Mackenzie called forward any citizens
wishing to speak. No citizens responded.
Council Discussion /Action: City Manager Netter gave a
brief overview of the revised work plan, and Rick
Brown from the Results Group elaborated on the work plan
and responded to Council questions.
Council CONCURRED TO DIRECT STAFF to try to turn in
staff feedback on the vision, mission, and values
questions by noon on Tuesday, April 17, 2001, to allow
the Councilmembers more time for review prior to the
April 24, 2001, City Council meeting at which there
will be a joint Council /Department Head Workshop.
Furthermore, Council CONCURRED with the overall Revised
Strategic Planning Workplan and Proposal, including the
noted date change under " Workplan," Item 2, from April
23 to April 17.
4. TRANSPORTATION MATTER - CONSIDERATION OF GRANT
ANTICIPATION REVENUE VEHICLE (GARVEE) BONDS FOR FUNDING
HIGHWAY 101 IMPROVEMENTS, INCLUDING THE WILFRED AVENUE
INTERCHANGE IMPROVEMENTS:
a. Staff Report /SCTA Action to be considered April 9,
2001: City Manager Netter briefly summarized the
staff report, and he and Mayor Mackenzie responded to
Council questions.

b. Council Discussion /Action: Council discussion
concluded upon MOTION by Councilmember Reilly,
seconded by Councilmember Vidak- Martinez, to direct
Mayor Mackenzie represent the City of Rohnert Park and
to pursue the GARVEE Bonds for the Wilfred Avenue
Interchange Improvements at the April 9, 2001,
meeting of the Sonoma County Transportation
Authority (SCTA). Said motion was UNANIMOUSLY
APPROVED.
5. OTHER UNSCHEDULED PUBLIC APPEARANCES:
At this time, Mayor Mackenzie asked if there were any
citizens desiring to speak. No citizens responded.
ADJOURNMENT:
There being no further business, Mayor Mackenzie
adjourned the special meeting at approximately 8:15 p.m.
