Adjourned Regular Session
December 10, 1992
The Council of the City of Rohnert Park met this date in
adjourned regular session commencing at 6:00 p.m. in the
City Offices, 6750 Commerce Boulevard, Rohnert Park,
with Mayor Hollingsworth presiding.
Call to Order Mayor Hollingsworth called the adjourned regular session
to order at approximately 6:00 p.m. at the City Council
Chambers, City Hall, 6750 Commerce Blvd., Rohnert Park
and led the pledge of allegiance.
Roll Call Present: (5) Councilmembers Eck, Gallagher, Reilly,
Spiro, and Mayor Hollingsworth
Absent: (0) None
Staff present for all or part of the meeting: City
Manager Netter, City Attorney Flitner, and Finance
Director Harrow.
Agenda Posting The City Manager /Clerk acknowledged the posting of the
meeting's agenda.

Appearances
Street Light Purchase City Manager Netter reviewed his staff report regarding
the city of Rohnert Park's purchase of the remaining
street lights from PG &E. He reviewed the purpose for
wanting to purchase the street lighting system and
explained that $50,000 annually (averaged over 20 years)
was estimated to be saved because once the City owns its
own street lights, the lights are classified into a
lower cost category which saves money. The only amounts
paid on the street lights are for energy costs and not
for maintenance of those street lights. Rohnert Park
would pick up the maintenance and repairs of its street
lighting system.
City Manager Netter indicated that Resolution No. 92 -202
was on the agenda for Council's consideration, which
outlines the necessity of the acquisition by the City of
the street lighting facilities owned by PG &E by eminent
domain. City Attorney Flitner and City Manager Netter
explained the eminent domain process. City Manager
Netter indicated that, because of a requirement in State
law, the Resolution of Necessity should be approved
following a 15 day notice period from the date that PG &E
has received the original notice. He indicated that
PG &E received the notice on December 1st, therefore the

15 days would pass on to December 15, 1992. Because of
the holiday season, the City requested PG &E's consent in
waiving the 15 day notice period. Mr. Netter indicated
that PG &E has agreed to waive the 15 day notice period
and had signed the waiver, a copy of which is attached
to the original set of these minutes.
PG &E representative, Dave LaFever, was acknowledged and
informed the Council that he had signed the waiver of
the noticing period and indicated that PG &E wants to
work with the City in finalizing the sale of the
remaining street lights. He indicated that the main
question was on the valuation methodologies of the
street lights and that, in his experience, PG &E and the
City would sit down and negotiate a price that is
acceptable to both sides.
Resolution No. RESOLUTION OF THE COUNCIL OF THE NECESSITY OF THE
92 -202 ACQUISITION BY THE CITY OF ROHNERT PARK OF STREETLIGHT
FACILITIES BY EMINENT DOMAIN
Upon a motion by Councilmember Eck, seconded by
Councilmember Spiro, and unanimously approved,
Resolution No. 92 -202 was adopted.
Cancellation of The Council, by consensus, decided to cancel the
Dec. 22nd meeting December 22, 1992 meeting due to the holidays.

Adjournment Mayor Hollingsworth adjourned the meeting at
approximately 6:12 p.m. to the regularly scheduled
meeting of January 12, 1993 at 6:00 p.m.
